Gentlemen:
We have been requested by the developers of
Sections 1 and 2 of The Woodlands , as platted, an area
in Hamilton County north of 106th Street and west of
Chester Road (Haverstick Road) , to render water utility
service in Sections 1 and 2 of that development. It is
anticipated that Sections 1 and 2 will have approximately
160 residential homes, and service will require the
installation by the Company of substantial amounts of
water mains and appurtenances , including 22 public fire
hydrants .
As this development is adjacent to the present
corporate boundaries of Carmel, we recognize the possibil-
ity of its future annexation by the Town . We also understand,
however, that the Town does not intend to effect such
annexation until after The Woodlands development is completed.
In the event that annexation occurs , we would
expect to continue serving in The Woodlands area (subject,
of course, to the Town ' s statutory right to purchase such
facilities or take them by power of eminent domain) , but
would look to the Town for the payment of the Company ' s fire
hydrant rental charge, which is made to all municipalities
(or fire special services districts) in which the Company
renders public fire protection water service. Presently
that charge is $90 per hydrant, per year , but, as you are
no doubt aware, it is subject to the orders of the Public
Service Commission of Indiana, and can change from time to
time.
In addition to your assurance that the Town will,
after annexation of the area , pay the rental charges approved
by the Commission and in effect from time to time for
hydrants within The Woodlands , the Company requests that the
Board grant it authority (a) to complete its system within

The Woodlands addition should the area be annexed prior
to completion of that system, (b) to continue to render
water utility service within the addition after annexation,
including new connections to mains serving The Woodlands ,
and (c) to use the streets and public ways of Carmel for
installation of mains and appurtenances for the purpose of
serving, now or in the future, other areas which are not
within the corporate limits of Carmel at the time such
service is commenced.
If the steps and obligations outlined in this
letter are agreeable to you, we would appreciate your
signing this letter in the space below, and returning it
to us . Very shortly thereafter, the Company will file
with the Board an appropriate petition to formalize the
foregoing.

TO PLAN COMMISSION:
SECTION I: Collection by 8", all flows into a 10 inch sewer which flows S. E. into
SECTION II. A manhole should be provided at the North end of the 8" line just North
of lots 30 and 31. I believe this is to be completed in agreement with Keystone
Square Company.
SECTION II: 4 lots are picked up by an 8" collector which flows into the 10" line
which flows S. E. from Section I. The balance of the lots are picked up by 8"
collector and flows due South. This sewage then flows South and East where it is
connected into the 15 inch Keystone Interceptor at 106th and Blue Woods Creek.
STREETS: Curbs, sidewalks, and street profiles conform to Town of Carmel require-
ments and the Plan Commission Ordinances. There is one street which terminates in
a dead end at the North end of lots 30 and 31 in Section I. The Ordinance requires
a turn-a-round be provided. I believe this is to be completed in agreement with
Keystone Square Co. I believe that the portions of the Sub-Division abutting 106th
Street and abutting Haverstick Rd. should provide for street widening and improve-
ments including curb and gutter sections, storm drainage and sidewalks.
STORM DRAINAGE: The storm drainage is a large and complex picture, ( generated over
several months of difficult negotiations.) I have been unable to extensively re-
view these plans and feel that documentation from the design engineers coupled with
the approval of the Soil and Conservation people and the County Drainage Board,
(for Blue Woods Creek and the lake), should be given to the Town Engineer. The
basic storm drainage within Sections I and II is well laid out and is typical until
it reaches the lake.
WATER: Proposed to be provided by Indianapolis,Water Co. Now shown on drawings. '
A sketch of Fire Hydrants layouts was submitted to Chief Swails. Layout looked
O.K. to me.
GENERAL: I would recommend final plat approval subject to meeting the following
conditions:
1. Drawings and legal description to be provided for completing turn-a-round at
lots 30 and 31 in the 1st. Section as well as for completion of Sanitary Sewer and
man hole at this location.
2. That the developer be bound to follow any recommendations which might be forth
coming from the Town's Consulting Engineers, the Department of Natural Resources
the Drainage Board or the Town Engineer, relative to the ponding capacity of the
lake, the construction of the dam, and the construction of or modification of any
other drainage structures included in the project.
3. That the State Board of Health approval of the Sanitary Sewers be on file with
the Town before any physical connection of the Sanitary Sewers be made to the Key-
stone Interceptor.
t . That payment of the Sewer Availability Charge be made to the Town of Carmel be-
fore signing the final plats.

5. That Construction drawings of the lake and dam be filed with the Building
Commissioner, and these be approved by the Townaa Consulting Engineer and the De
ment of Natural Resources. Written approval to be filed with the Town Engineer. rt-
Upon meeting all of the above requirements the Building Commissioner and Town Engineer
will so inform the President of the Plan Commission and the Secretary so that plats
may be signed with no further delay in view of the rapid approach of unfavorable
weather for good construction.
