Dear Board Members:
Being that this sa preliminary report, it must be understood that
this report is thefirst step in -ta. e eclution to this problem.
linanary report deals with the overall aspect of the situation and
provides alter-natives toward the total solution. Therefore, it further
mast be understood that more, detail wore is needed before a contract
can be let.
The cost estimate is exactly at the two wards Ilean. The costs are

a-tor17.41 design and final coestruction plans are prepared.
The report is very well written; however, there are a couple of things
that have been overlooked.
There is a =all creek that drains the south part of Jordon '7ooci and
aleasood sabdivisions that is not included in theplan or on the map
This is a tributary streask--but an important one. This stream definitely
needs iv,ITN emelt, es pecialliy at the lowe r and. A corrugated metal
pipe of sufficitet size re ode to be installed under 106th. Street, and
the ditch itself needs to be reconstructed at its lowerend. This ne ads
to be part of the final plan.
In the design they state, "the design frequency is 10 years for the
channel with the stipulation that ail habitable buildings are above the
loo, year stage.” I agree with the design criteria, but has this 130 year
stage been deternined? I see nothing in the report that shows these
high water elevations. The Indiana Department of Natural Resources,
Division or Water, has these high water elevations. It appears to me
that these elevations are necessary before the 100 year stage can be
determined.
comrend tne en$neering firm for takingan overall look at this
stream in terms of reconstruction, but more importantly, in terms of
people protection and future maintenance of the stream. In my opinion,
the aediment Oheck Sams are a must. As pointed out in the report, this
area will undoubtedly become all urban in the future and that erosion
is a serious proble -while construction is taking place. These three
(beck dame will be a tremendous help in mintainin , this stream. If these
are not inetalled, chances are tue stream will have to be reconstructed
again in a few years.
'under the cost estimate items on page 21, I feel that the quantity for
some of the items is too high. iranted these are estimates, but I want
to make a couple paints here. Clearin of trees, briars, bashes, etc.,
must be removed from the bottom, side slepes, and 10 ft. of the berm on
each side of the ditch. Jowever, this is not enough room to get the
heavy equipment through, but only enough additional clearing should be
done to were the equipment and level them -Al. Unnecessary clearing
is costly and a detriment to the beauty along the streams. The renort
shows 32 acres of clearing. I a- sure this can be significantly reduced.
the report states that the sharp curves shoald be rip-rapped. )er ex-
perience has nroven that a mach better job is done and also less costly
by rounding these corners to a 60 degree curve rather than a 90 degree
bend. This approach sianificantly reduces the amount of erosion in the
stream and provides a more even flow.
As was stated in the report, the proposed lake a the Dawson farm is a
significant factor in this whole solution. The design and capacity of
this stream is based upon the fact that the lake will be constructed.
There has been some talk that thelandowners along this stream would
go ahead and reconstruct this ditch without going through the ehole
Drainage 3card routine. If this is the case, this does not preclude
the fact that a final design is not necessary. A final design and final
construction plans are necessary. Further, it is my recommendation
that all parties involved have a joint meeting and draw up a ccetract
stating who, What, Weere, when, etc. Furtner, that the cost inveled
be put into an escrow account before the construction begins. :n addition,
the construction would have to be according to the findings of this report.
