MINUTES
November 2.9 , 1987
Committee Members Present: Chuck Kiphart, Director, Carmel Dept. of Community
Development; Dave Cunningham, Carmel Dept. of Community Development; Kent Ward,
County Surveyor's Office; Randy Powell, Carmel City Engineer's Office; John South,
Soil Conservation District; Stan Puckett, Carmel Fire Department.

Docket No. 99-87 Z, a Rezone application for 113.8 acres of land located at the
Southwest corner of Haverstick Road and 106th Street, Carmel, IN. Petitioners
request a change in zoning from S-1 to S-2 for the development of a future
subdivision.
PETITIONERS PRESENT: Mr. Jim Nelson; Mr. Mark Boyce; Mr. Jack Southerland
o Petitioner will annex property into City of Carmel
o Indianapolis water will serve site
o Carmel will provide sewer service to this project. Approved by Car-
mel Board of Public Works
o When primary plat is developed, recommend road stub to the East and
North; petitioner agrees to do this
o Concept drainage plan presented and approved
o Will dedicate 50 1/2 ft. right-of-way on 106th Street and will do
required road improvements per Carmel standards/City Engineer
o Flood plain-floodway will be established; any fill in flood plain
requires special use approval, Sec. 22.3.(7) by Carmel Board of
Zoning Appeals
o Bridge proposed to cross Carmel Creek at some point
o Bad drainage problem now at West of 106th, per County Surveyor
o Need detailed cut and fill drainage plan submitted with primary
plat. (Filling will be done in flood plain area; no filling in
floodway)
o Natural drainage to North will be piped South to Carmel Creek
o Retention/detention ponds will be developed; recommend they be out-
side of flood plain
o Carmel needs to consider annexing 106th Street right-of-way, between
their property and Blue Creek Woods

o Blue Creek Woods developers agreed to improve 106th West of Blue
Creek Woods to Haverstick Road, once County allows improvement to
take place; this has not been done yet; needs to be done
TAC recommends approval of conceptual/technical aspects of proposed project.

Docket No. 100-87 P.P. , a Primary Plat cluster development application for Wal-
den Pond Sub 'vision consisting of 126 lots on 40.9 acres of land. Site is
zoned S-1 and located at the Northeast corner of 99th Street and Westfield
Blvd. , Clay Township.
PETITIONERS PRESENT: Mr. Jim Nelson; Mr. Paul Estridge, Jr. , Mr. Bruce Hagan
o Single family detached home on individual lots proposed
o Clay Regional Sewer District has approved sewer capacity for this
project
o Extend storm structures 46 and 48 ft.
o Indianapolis Water Co. will service this project
o Site is located in Clay Township
o Primary access from Westfield Boulevard; secondary access from 99th
Street
o Sidewalks will be installed per Ordinance requirements (includes
along North side of 99th Street and East side of Westfield)
o Cluster Ordinance requires 20 ft. landscape buffer along North and
East property boundary
o Show off-site storm water access point at North property line
o Storm water from North and West comes to this property; will be
piped into this project's retention/detention ponds
o Conceptual off-site drainage proposal has been reviewed by Mr. Kent
Ward and has his approval; Mr. Ward requests detailed plans of off-
site conditions and improvements; Soil and Water Conservation
requests input into this matter. Need report from Kent Ward prior to
Plan Commission Committee meeting on December 1, 1987.
o Storm water exits sites at East into Holiday Hills and Dales
Subdivision; developer will do some off-site drainage improvements
as permitted.
o All lots have access to subsurface drains along road curbs

o Petitioner will meet with Fire Chief Couts concerning his comments;
will be resolved by committee meeting; letter from Couts will be on
file
Per above comments, TAC recommends approval of technical aspects of proposed
project.

Docket No. 103-87 P.P. , a Primary Plat application for Newark Village Subdivi-
sion and 104-87 S.P. , a Secondary Plat application, replating of lots 61, 62, 63
consisting of three new lots on 1.49 acres. Site is zoned R-2 and located at
the Northwest corner of Winona Drive at Pawnee Road, Carmel, IN.
PETITIONERS PRESENT: Mr. Stan Neal; Mr. Larry Dunkerly
o Changing lot lines only; current three lots; proposed: three lots
TAC reviewed project and finds no problems; all TAC members comments have been
addressed. TAC recommends approval of technical aspects of project as submitted

Docket No. 105-87 P.P. , a Primary Plat application for Leising Estates Subdivi-
sion consisting of three lots on three acres of land. Site is zoned S-2 and lo-
cated at the Southeast corner of 104th and White Oak Drive, Clay Township.
PETITIONERS PRESENT: Mr. Ron Leising; Mr. Dennis Grumpp
o Site is in Clay Township
o Streets are County; petitioner will dedicate 25 ft. (1/2) right-of-
way, South side of 104th
o TAC recommends dedication of 50 ft. (1/2 ) right-of-way on White Oak
Drive, along proposed subdivision. Subdivision requirements call
for road improvements on White Oak Drive and 104th Street pavement
to be 1/2 road width, 30 ft. total. Mr. Leising owns property to
West of White Oak Dr. Mr. Leising wishes not to make these
improvements, but will dedicate required right-of-way
o Water will be Indianapolis
o Septic tanks are proposed for these three lots; a total of six lots
will be developed by Mr. Leising
o If variance for sidewalk is approved along White Oak Drive, recom-
mend that sidewalk be extended by petitioner across two lots to East
along 104th Street within road right-of-way to existing sidewalk in
Briar Creek Subdivision

o Sec. 22.3 does not allow any fill of the flood plain without Board
of Zoning Appeals approval. Petitioners commit not to fill in flood
plain area on these lots
o Need letters from DNR for drainage improvements in floodway
o Extend storm sewer between lot 1 and 2 to floodway; add rip-rap to
end of pipe

Docket No. 108-87 D.P. , a Development Plan for Knowles Office Center located at
the Southeast corner of Winoa Drive and Range Line Road, Carmel, IN. Site is
zoned B-7. Proposed 3,007 sq. ft. office building.
AND
Docket No. V 52-87, a Developmental Standards application for a Variance of Sec-
tion 18.4.5, required 30 ft. rear yard for a B-7 zone. Applicant requests to
reduce setback to 10 ft to allow a 3,007 sq. ft. proposed office building. Site
is zoned B-7 and located at 811 S.Range Line Road.
PETITIONERS PRESENT: Mr. Stan Neal; Mr. John Hughey
o Variance is needed for reduction in South rear yard setback from
required 30 ft. setback to requested 10 ft. setback, landscape
buffer
o Existing residence on site to be moved
o Building is 3500 sq. ft. (first floor only); basement is 396 sq. ft.
in size
o Basement will be used for storage only; no offices
o Concrete poured in place curbs will be installed around parking lot
and curb cut entrances
o Landscaping plan reviewed and approved per more detailed plans
o Building plans reviewed and approved
o All roof drains into parking lot
o Remove detention area from road right-of-way
o Board of Public Works approval on water and sewer and two commercial
curb cuts will be needed

Docket No. 106-87 S.P. , a Secondary Plat application for Wood Park Subdivision
consisting of 55 lots on 20 acres located South of 116th Street and East of
College. Site is zoned R-1.
PETITIONERS PRESENT: Mr. Dean Zeigler; Mr. Chris White
o Water will be provided off of College in one of three routes, from
116th and Pennsylvania or from North College or from 108th and
College.
o Approved by Plan Commission November 27, 1987 per TAC final approval
TAC reviewed final plans and recommends approval

Docket No. 101-87 D.P./ADLS, a Final Development Plan and Architectural Design,
Lighting and Signage for Summer Trace Retirement Center. Petitioner asks to add
two covered parking structures. Site is zoned B-2 and located at 131st and Pen-
nsylvania St. , Carmel, IN.
PETITIONERS PRESENT: None required.

Lixtderman Rezone
Docket No. 87-87 Z, a Rezone application for .24 acres of land located at 82
Sixth Street, Carmel, IN, also known as Lot 9 of David Kinzer Subdivision.
Petitioner requests a change in zoning from R-2 to B-7 for the elimination of a
Use Variance (BA-16-76).
PETITIONERS PRESENT: Petitioner unable to attend meeting.

Docket No. 102-87 ADLS, a signage application for One Meridian Plaza located at
10585 N. Meridian. Petitioner wishes to establish a new sign package for One
Meridian Plaza. Site is zoned B-5 and located at the Southeast corner of
Meridian Street and 106th Street, Clay Township.

Docket No. 107-87 ADLS, a signage application for Three Meridian Plaza located
at 10333 N. Meridian. Petitioner wishes to establish a new sign package for
Three Meridian Plaza. Site is zoned B-5 and located at the Northeast corner of
Meridian Street and 103rd Street, Clay Township.
PETITIONERS PRESENT: Petitioner did not appear.
o Sign package as submitted does not meet the requirements of the
Carmel Sign Ordinance; staff will meet with petitioner's repre-
sentative prior to committee meeting in order to work out problems
TAC has no recommendations at this time

Docket No. 109-87 ADLS, an Architectural Design, Lighting and Signage applica-
tion for the Jenn Grille Inn located at 568 E.Carmel Drive, Carmel, IN.
Petitioner requests signage approval and approval for a change in the lighting
plan. Site is zoned B-8.
PETITIONERS PRESENT: Petitioner not required to attend
o Plan Commission approved project on November 17, 1987; proposed sign
and lighting change meets Ordinance requirement

Carter Jackson Variarnce
Docket No. V 50-87, a Developmental Standards application for a reduction of the
required front yard from 40 feet to 27 feet for parking facilities. Variance of
Section 20 d.13.5 (b). Site is zoned M-3 and located at Carmel Drive and Han-
cock Drive.
PETITIONERS PRESENT: Mr. Jim Nelson
o TAC reviewed project request
o Landscaping material and mounding as previously approved, will be
installed

Docket No. V 51-87, a Developmental Standards application for a Variance from
Section 5.3.2 that all pools are to be enclosed with a six foot fence. Ap-
plicant requests approval to use an automatic pool cover instead of required
fence.

o Existing 48 inch farm fence with gate surrounds entire 6.4 acre site
TAC recommends fence requirement of Carmel zoning ordinance be upheld

Section 17.2, required parking spaces - nursing home (one per bed). Applicant
request to reduce total number to 92 spaces. Site is zoned B-6 and located in
the Meridian Technology Center.

o TAC has reviewed parking variance requests
TAC recommends approval of technical aspects of project as submitted

Docket No. 110-87 Z, an amendment to the Carmel-Clay Zoning Ordinance, Z-160, as
amended, adding a new section establishing a Michigan Road (S.R. 421) Corridor
Overlay Zone. This request was originated by the Carmel-Clay Plan Commission.
TAC members had no comments.
