I have reviewed the plans for Walden Pond and have the following comments:
1. Increase drainage easement between Lots 31-32 to 10' per i
2. Need to connect pipe outletting from Timber Heights to storm structure at NorthWest
corner of Lot 63. Show on plans
3. Recommend swale along rear of Lots 68 thru 72 to channel water to the South
4. Show invert of 30" pipe between Lots 7 2 & 73 on plans
5. Need more information about drainage along rear of Lots 73 thru 81 on East property
line of proposed subdivision.
6. Show more detail about drainage at intersection of 99th Street and Hodges Drive.
7. Show inverts of the 2 15" CMP's under 99th Street at Hodges Drive
8. Show crossing on American National bank property East of Holaday Hills & Dales
Subdivision on offsite plan. This crossing should be removed or enlarged.

I have reviewed the revised plans for Whatever Its Name Is and have the following com
1. Utility and Drainage easements between Lots 23-24,26-27,31-32, 41-42,56-57, 61-62,
66-67,72-73 and 83-84 will be increased from five (5') feet per half(}) to
ten (10') feet per half(}) for a total of twenty (20') feet.
2. Drainage arrows need to and shall be added to rear and side yard lot lines.
These drainage arrows are used to determined curb and swale travel distances
on primary plats. Travel distances (swale & Curb) shall not exceed five (500' )
hundred feet from high point to inlets.
3. Show length and types of pipes on plans. All storm sewers shall be constructed
of Reinforced Conrete Pipe (RCP) .
4. All storm pipes around lakes shall have some form of protection;metal end sections.

5. What happens to the drainage on Steeplechase Lane?
6. Travel distance (curb) longer than 500' along Lots 90 thru 99 on Suda Drive.
7. Travel distance (curb) longer than 500' along Lots 34 thru 41 on Gwin Dirve.
Recommend installing curb inlets at intersection of Suda and Gwin Drives.
8. Need drainage arrows shown on Upton Court, Kovey Court, Jenkins Court and Kern Couz
9. All subsurface drain shall outlet into a storm sewer structure and not the storm pi

Dear Jerry,
Enclosed are 3 copies of the revised primary plat for Walden
Pond. One of three copies has the revisions we have made circled in
red. The following list is in response to your letter of
December 2, 1987, and addresses each comment in the same order as
your comment letter.
1. Easements for storm sewers have been revised to 20' total width.
2. Drainage arrows have been added along all side and rear lot
lines (not all have been circled in red). Also, the streets
have had the high points (H.P. ) labeled.
3. Pipe length and size have been noted for each run of pipe.
General Note #1 addresses the material to be used for storm
sewer pipe.
4. End sections and rip-rap have been added to plats.
5. The drainage on Steeplechase Lane drains to the inlets at the
northwest and southwest corners of the intersection of
Steeplechase Lane and Gwin Drive. Drainage arrows have been
added to the plat.
6. Travel distances have been changed to be less than 500 feet.
Water flowing in the east gutter of Gwin Drive in front of lots
104 and 105 will flow to the inlet in front of lot 101. The
distance is +460' and the inlet and storm sewer in front of lot
101 have been sized to handle the stormwater runoff.
7. Drainage arrows have been added to plat.
8. Underdrains will tie into the inlet or manholes. No
underdrains will be tied directly to any of the storm pipe.

9. Due to the limited quantity of stormwater and also the
insufficient cover, I do not believe that inlets would perform
any better than curb turnouts and extending the existing pipes
beneath 99th Street to the north and putting an end section on
each of these pipes.

Dear Sir:
Following review of the plans on the proposed Oxford Green Sub-division,
I would like to express the following concerns:
1 . The "Cul-de-loops” or half circle areas such as Kovey Court do
not meet the street width ordinance. With the number of homes
located on each one, I feel they should conform to the 26 foot
minimum due to parking and etc.
2. With the number of homes on each of these "loops" , I would
recommend that they be built to street specifications rather
than be constructed as private drives.
3. In reviewing the plans, I feel that there may be some confusion
on where a street starts and ends. Example: Where does Estep
Drive and Fahey Drive start on the east side of the complex?
4. With the way the streets are laid out, how will this complex be
addressed?

I have reviewed the plans for Steeplechase and have the following comments:
1. Drainage will be regulated drain. A hearing will be set after adoption of
the County Surveyor's report by the Hamilton County Drainage Board.
2. Show soil types for site on plans
3. Show typical swale & street cross-section details on plans.
4. Show erosion control statement on plans.
5. Is subdivision being done in phases? If so, show phasing.
6. Utility and drainage easements between Lots 23-24; 26-27; 31-32; 41-42; 56-57;
61-62; 66-67; 72-73 and 83-84 need tob be increased from 5' per } to 10' per .
7. Drainage arrows need to be shown on all side and rear yards. Theses are used to
determine swale travel distances.
8. Show additional drainage arrows on streets showing high points. This determines curb
travel distances.
9. Show lengths of pipe on plans.
10. What drainage improvements are to be made along 96th Street and Westfield Blvd.?
11. Is the pipes that outlet into the lakes underwater or above water discharges?
12. How are the eyebrow and common areas drained?
13. What are the restricted common areas for and who will maintain these areas?
14. Need beehive inlet instead of metal end section between Lots 72-73.
15. Need set of inlets on Hodges Drive North of 99th Street to catch runnoff
toward street.
16. The 15" CMP outlet for lake Southof 99th Street is unsatisfactory. Need to look
at other alternatives to outlet lake.
17. Need to extend pipe with beehive inlet to SouthWest corner or site to pick up
surface water coming from 15" CMP under 99th Street.
18. Show offsite drainage structures for Timber Heights Subdivision on plans.
19. Show offsite drainage and structures for Holaday Hills & Dales to Holaday
Drive on plans.
20. Suggest placing inlets on Steeplechase Lane where 15" RCP crossess under street.
21. Need site location map shown on plans.

RE: Walden Pond Primary Plat
This report is in reference to the conceptual off—site drainage plan
for Walden Pond . The proposed drainage plan consists of lowering the
peak flow by detaining the water and outletting a 30" storm sewer at
the west property line of Holiday Hills and Dales subdivision. There
is no drainage easement across Holiday Hills and Dales and none across
the adjoining property to the east . Increasing the water flow
capacity under the county roads is theonly significant off—site
drainage improvement being considered . This office believes a
comprehensive drainage plan is needed for both the on site , which is
very well done , and the off—site . Unlike other communities , Carmel—
Clay has been developed with good connecting drainage facilities . On
other developments considerable off—site work has been done by a host
of developers to correct prior problems and to make sure they would
discharge their storm drainage to an adequate outlet. Why spend
additional community funds in the future to correct urban drainage
problems like the city of Indianapolis must do .
As a result of the Drainage Board Hearing nearly a year ago and the
subsequent dismissal of the petition , the residents concluded that
drainage is not a problem for Holiday Hills and Dales Subdivision .
This professional office disagrees . Homeowners in the subdivision
have requested our assistance to solve their drainage problems . Other
government agencies have also received calls . Holiday Hills and Dales
subdivision drainage plan relies solely on surface drainage . The
majority of the drainage complaints from Clay Township are about
surface drainage problems . Water stands on the property — excess
water comes from the neighbors house — the rear yard swale is not
graded correctly — the detention area fills up with water — the storm
sewer outlets on my property . These are all fairly common drainage
problems . Many of these complaints would not exist if the soils were
different. However we must engineer a solution and the typical method
for solving these problems is to direct the surface water to a storm
sewer and discharge the water safely into an open ditch. In addition
to the existing drainage deficiencies in Holiday Hills and Dales , the
homeowners should expect an increase in the amount of water and more
frequent flows of water due to the increase of impervious surfaces .
Ground water from subsurface drain tiles and sump—pumps will also be
discharged at the east property line of Walden Pond . The prolonged
trickle of ground water from adjacent properties has not previously
been a problem for Holiday Hills and Dales . Future maintenance of
this drainage way is going to be impossible without an easement .

The subdivision committee has several options . The primary plat could
be approved by the committee . By approving this plat it will be
increasingly easier for developers to argue against doing off—site
drainage improvements for their own and adjacent properties benefit.
In twenty years will a person ask , why was this plat approved without
so much as a drainage easement for the storm water discharge? A
second option is to recommend the plat not be approved for lack of a
good drainage outlet. This office would recommend a third option ,
tabling the plat for a month . The petitioner could review the
feasibility of alternative routes or propose improvements that would
adequately handle all or a percentage of the flow to Carmel Creek . To
date the developer has not really considered any other alternatives .
The crux of the matter is being able to go around Holiday Hills and
Dales or working with them. This office firmly believes there are
other ways to solve the dilemma. This office would assist the
developer toward solving the problems .
