COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEETING CALLED TO ORDER Council President Sue Finkam; Council Members: Kevin D. Rider, Ronald E. Carter, Anthony Green, Laura Campbell, H. Bruce Kimball and Deputy Clerk Jacob Quinn were present. Councilor Jeff Worrell was not present Council President Finkam called the meeting to order at 6:01 p.m. INVOCATION Pastor Tim Ayers, Grace Church, delivered the Invocation. Councilor Campbell led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS There were none. APPROVAL OF MINUTES Councilor Rider moved to approve minutes from the April 17, 2017 Regular Meeting. Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the vote. Minutes were approved 5-0 (Green abstained). RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL Robert Spaller spoke in favor of Ordinance D-2358-17 (additional parking restrictions). Marie Smith smoke about Ordinance D-2362-17 (Cumulative Capital Development Fund). COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS Councilor Carter reminded people to go out and vote yes for the School Funding Referendum. Councilor Campbell welcomed back Councilor Green from active duty training with the Air National Guard and thanked him for his service. ACTION ON MAYORAL VETOES There were none. CLAIMS Councilor Rider moved to approve Payroll in the amount of $1,659,812.47. Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the vote. Payroll approved 6-0. Councilor Rider moved to approve General Claims in the amount of $3,530,002.47. Councilor Carter seconded. There was no Council discussion. Council President Finkam called for the vote. Claims were approved 6-0. COMMITTEE REPORTS Councilor Rider announced that the Finance, Utilities and Rules Committee had not met but would meet Thursday, May 4th at 4 p.m. Councilor Kimball announced that the Land Use and Special Studies Committee will meet Wednesday, May 10th at 4 p.m. OTHER REPORTS Corrie Meyer, Director of the Carmel Redevelopment Commission, gave the monthly report to Council. OLD BUSINESS Council President Finkam announced the Third Reading of Ordinance Z-622-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending a Variety of Procedures for the Carmel Plan Commission and Carmel Board of Zoning Appeals in the Carmel Zoning Ordinance; Sponsor: Councilor Kimball. Item remains in the Land Use and Special Studies Committee and was not discussed. Council President Finkam announced the Third Reading of Ordinance Z-623-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending the Sign Regulations in the Carmel Zoning Ordinance; Sponsor: Councilor Kimball. Councilor Kimball. Item remains in the Land Use and Special Studies Committee and was not discussed. Council President Finkam announced the Third Reading of Ordinance D-2358-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Adding Section 6-109 to Chapter 6, Article 5, Division IV of the Carmel City Code; Sponsor: Councilor Green. Councilor Kimball. Item remains in the Finance, Utilities and Rules Committee and was not discussed. PUBLIC HEARINGS Council President Finkam announced the First Reading of Ordinance D-2361-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Reestablishing the Tax Rate for the City of Carmel Cumulative Capital Development Fund and Reaffirming Carmel City Code Chapter 2, Article 4, Section 2-91, Accordingly. Councilor Rider moved to introduce the item into business. Councilor Carter seconded. Councilor Rider introduced the item to Council. Council President Finkam opened the public hearing at 6:16 p.m. 2 Seeing no one who wished to address Council, Council President Finkam closed the public hearing at 6:16:30 p.m. Council President Finkam referred the item to the Finance, Utilities and Rules Committee. Council President Finkam announced the First Reading of Ordinance D-2362-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Authorizing the Vacation A Portion of the Old South Street Public Right of Way; Sponsor: Councilor Kimball. Councilor Rider moved to introduce the item into business. Councilor Carter seconded. Councilor Rider made a motion to table. Councilor Kimball seconded. This item was TABLED NEW BUSINESS Council President Finkam announced the First Reading of Ordinance D-2363-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending Chapter 8, Article 5, Section 8-29 of the Carmel City Code. Councilor Rider moved to introduce the item into business. Councilor Carter seconded. Corrie Meyer presented the item to Council. Council President Finkam referred the item to the Finance, Utilities and Rules Committee. Council President Finkam announced the Resolution CC -05-01-17-01; A Resolution of the Common Council of the City of Carmel, Indiana, to Support May as Bike Month. Councilor Carter moved to introduce the item into business. Councilor Rider seconded. Councilor Kimball presented the item to Council. Councilor Rider moved to approve Resolution CC -05-01-17-01. Councilor Carter seconded. There was no council discussion. Council President Finkam called for the vote. Resolution CC -05-01-17- 01 was approved 6-0. OTHER BUSINESS Carmel Ethics Board (Terms Expire 1/1/18 and 1/1/19, two year terms); Two appointments. Item Remains Tabled.
