The land is currently being used as farmland, with the exception of a stand of trees on the west central portion of the property and single family residences along 116th Street. The site is currently zoned S-1 as is the adjoining subdivision to the southwest. Lands to the east, north and west are now zoned S-1. Soils maps from the United States Department of Agriculture, Soil Conservation Service, identify three different soil types on the proposed project: Fox, Sleeth and Westland. Westland is generally associated with permeable soils and having a high water table. Fox and Sleeth soils are higher in elevation than Westland soils, and in general have a lower water table. There are no sanitary sewers available to the project in the immediate vicinity, but a city interceptor exists approximately 1/4 mile east of the site. There are public water mains in the immediate area (west) of the proposed subdivision along 116th Street. Existing drainage for this site is comprised of surface water flow to the south. The eventual outfall is Cool Creek. There are no storm sewers within the property boundaries. There is an existing lake in the northeast part of the site. The site is presently served by a county road on the south side of the development. East 116th Street, on the south, is asphalt along the entire south boundary. FAQ 9 PROPOSED CONDITIONS It is the intention of the Petitioner to subdivide the real estate into 158 lots. The Petitioner is requesting that this parcel be developed under the "Cluster Option" which allows a density of 2.4 units/acre. The Comprehensive Plan places this real estate in Planning Sub-Area Twelve, which is bordered by 146th Street, 116th Street, Gray Road and Hazeldell Road. The Comprehensive Plan states: The plan proposed "moderate intensity residential uses". The Comprehensive Land Use Plan places the proosed"Moderate Intensity Residential" area. Moderate Inttensitty Residenttiallis definent d in the Comprehensive Plan as follows: This level of development recommends more intensive types of single family and cluster types of residential development. It is intended to be suburban in character and to provide for the infilling of vacant developable sites with suitable supporting community facilities and services, generally located between Meridian Street and Gray Road. The category also provides for "new" development areas east of Gray Road and between Meridian Street and Spring Mill Road. The Petitioner feels that the proposed development would be a to other moderate residential areas and its proximity to major tho oughfaresajacent This subdivision will be annexed by the City of Carmel. The Carmel/Clay Recommended Circulation Plan Primary Thoroughfare. The proposed 116th Street as a ymTh oupavement is currently asphalt and will require along property frontage. The petitioner will dedicate 40 feet for right-of-way purposed off of the entire south end of the property. The internal street system is proposed to consist of one entrance on 116th Street and extension of proposed streets to the north as well as connection to the adjoining property to the west. The entrance will have the standard acceleration lanes, deceleration lanes and tapers. Interior streets will be 30 feet in width, with the exception of the cul-de-sac streets, which will be 26 feet in width. These streets will be dedicated to the City of Carmel. The Petitioner anticipates the use of some decorative mounding along the frontage of 116th Street and property perimeter. (See Landscape Detail) Domestic water will be provided by the City of Carmel which has existing mains along the south side of the adjacent development. Additionally, proposed water mains inside the project will be looped as required. Show normal pool, 100 year flood elevation and bottom elevation for lakes; 2. Is there any drainage improvements planned for 116th Street? 3. Need permission from Indiana Gas Company to work within their easement. The Hamilton County Surveyor's Office would like a copy of the letter granting permission; 4. How does the common area between Lots 80-85 and 110-115 drain? Add additonal flow arrows to plans; 5. Need to install subsurface drain (SSD) riser where subsurface drain tees on Lot 122; 6. Recommend curb inlet be placed on East side of street at intersection of Purcel Lane and Edward Court; 7. Show and label all drainage easements on plans; 8. Recommend inlet be installed NorthWest corner of Lot 116. This can be done by extending storm sewer from SouthEast corner of Lot 138; 9. What happens to drainage along West side of Lots 139-140? 10. The Hamilton County Surveyor's Office recommends the offsite drainage fur this proposed development be piped to Cool Creek. If you have any questions, contact me at 776-9626. This design poses potential problems if this entrance were blocked for some reason, such as an automobile accident. 2) 116th Street is one of the heaviest traveled roads in the county. The entrance must have de-cel lanes and a passing blister on the south side of the entrance in order to keep smooth traffic flow. It appears your design provides for this need.
