B a r r e t tw o o d s S e c o rz d a r y P 1 a t Technical aspects of the Secondary Plat of Barrettwoods. Plat involves 13 lots on 18.75 acres of land. Site is located approximately the 119th block of Towne Rd. and is zoned S-1. Petitioners Present: Terry Quilman, Dave Berry o Have not worked out septic concerns with Hamilton County Health Department (proposed lots too small for size of homes proposed and typical septic septic system design). o Petitioner still working with Kent Ward, County Surveyor on drainage matters. o Need copy of final covenants. o Need for off site drainage agreement and agreement with Pan- handle Eastern Pipeline Co. TABLED BY PETITIONER. L au r e 1 w o o d Primary- Docket rimaryDocket No. 91-88 P.P. , a Primary Plat application for Laurelwood Subdivision. This plat includes 63 lots on 128.48 acres of land located on the south side of 106th St. , approximately 1/4 mile east of Ditch Rd. , Clay Township, IN. Site is zoned S-1, single family residential. Petitioner requests variances per the plat submitted from the following sections of the Carmel Subdivision Regulations. 1. S.0 Sec. 8.9 sidewalks - sidewalks shall be mandatory for all subdivisions. 2. S.0 Sec. 6.3.6 - streets to be 30' wide back to back. 3. S.0 Sec. 6.3.2.0 - private streets are not to be platted. 4. S.0 Sec. 6.3.2.1 - A. Subdivision of 15 lots or more shall have at least two (2) points of access. B. Streets shall be extended to adjacent tracts of land per Plan Commission. Petitioners Present: R.J. Klein, Bruce Hagan o Clay Regional Sewer to be provided. o Indianapolis Water to be provided. 1 o Provide (second) emergency access off of 106th St. o Provide stub street to property to the west (Mr. Klein has first right of refusal to purchase this land). o Kent Ward requests that major drainage facilities be county regu- lated drains. TAC supports this request. o Show emergency flood route. o Show 100' Flood Plan for Hussey Creek. o Utility easement to be 15' instead of 10' for Bell Telephone. o Drainage problem in Cedar Point was discussed. Petitioner's en- gineer will meet with Cedar Point neighborhood association and work out a solution to the problem acceptable to County Engineer and John South, Soil Conservation. o Need for sidewalks or alternative pedestrian walkway along 106th St. strongly recommended. o Improvement to 106th St. includes; acell/decel lanes, roadway pavement widened 5' , additional right-of-way provided and passing blister provided per Ordinance requirements. o Mr. Klein proposes to make Covenants including tree preservation plan to be enforced by the Carmel Plan Commission. o Requested Variance: Staff feels that Ordinance requirements should be upheld or changed if not enforced by the Plan Commission, in that the Plan Commission allowed similar variances be approved for Barrett Woods Subdivision, and in that Mr. Klein has a subdivision with all lots exceeding 1.5 acres, commits to private streets, provided for a minimum of ten (10) parking spaces on each lot, and will not allow parking on any street or cul-de-loop, and if Mr. Klein provides a second access point to 106th St. and stubs road to property to the west and provides a sidewalk or pedestrian path along 106th. Staff has no sig- nificant problem with variance for this project or other projects like this one. 2 L a k e F ores t ( C l u s t e r ) Docket No. 90-88 P.P. , a Primary Plat (Cluster Housing) application for Lake Forest Subdivision. This plat includes 158 lots on 70.3 acres of land located on the north side of 116th St, 1/2 mile east of Gray Rd. , Clay Township, Hamilton County, IN. Site is zoned S-1, single family residential. No variances are requested. Petitioners Present: Mark Boyce, Jim Nelson, Jack Southerland, Ila Badger, Terry Leitner, Steve Gaiser, Richard Henderson o Site will be annexed to City of Carmel. o 116th right-of-way - 40' half, accel/decel lanes will exceed Or- dinance requirements, road improvements 15 ft. 1/2 pavement, drainage improvements and passing blister (added). o Need minimum 15' utility easement within subdivision for Indiana Bell Telephone. o Covenants will be rewritten to not allow any encroachment of buildings, etc. into Common areas. o Petitioner will make covenants enforced by the Plan Commission and City of Carmel Staff. o Petitioner will contact American Aggregates to see if land to the north, east, and west is to be sold for development and establish a buffer along the west property line. o Show flood routing on plat. o Proposed on-site and off site drainage plans are approved by County and City Engineers' offices. o Petitioner will expand length of acell/decel lanes since only one entrance off of 116th St. is allowed. o Petitioner will work with Staff on maximum % coverage of lots. o Variance will be required for some of the subdivision signage. TAC recommends approval of technical aspects of project as amended per above comments. C a rme 1 Office Court Docket No. 96-88 ADLS, an Architectural Design, Lighting, Landscaping, Sig- nage and site plan review for Carmel Office Court. (Phase One), a new four (4) building, one story, 22,037 sq. ft. office complex located between Car- mel Drive and Carmel Medical Drive directly South of the existing Carmel Putt Putt facility. Site is zoned B-8 and 5.642 acres in size. o Added sidewalks will connect with original sidewalks. 3 o Directory Sign will need Variance by Board of Zoning Appeals. o Divided roadway per Site Development Plan will be developed at both entrances to development. o Petitioner will commit to build plan as proposed and approved by TAC and Plan Commission. Any changes will go to Plan Commission and TAC for review and approval prior to construction. o City Engineer and Bell Telephone have not reviewed plans and have no comment at this time. o Add flood routing to plans. o Petitioner will commit to assist in the cost of a signal at Car- mel Drive at the entrance to this project. o Petitioner will work with City Engineer on establishment of sidewalks along Carmel Drive in conjunction with City of Carmel sidewalk Project. TAC recommends approval per above comments. Woodlar ci Couritr 9 Club Docket No. SU 77-88, a Special Use application for Woodland Country club, Inc. , located at 100 Woodland Lane, Carmel. Petitioner is requesting Spe- cial Use approval to construct, remodel, and improve their property ap- proximately 145 acres in size. Parcel is zoned R-1. Petitioners Present: Jim Nelson, Tom Bath, Bob McDagey, Dave Richardson, Curt Hust, Dennis Stepowaith o City Engineer needs floor plan of building showing existing and proposed uses, need to upgrade existing water system to City requirements. o Petitioner will grant 40' easements for access of Woodland Lane that is not now in a dedicated right-of-way. Petitioner agrees to dedicate right-of-way for Woodland Lane to City of Carmel when requested. o Recommend that storm water from service drive not go into Wood- land Lane, petitioner will revise drainage plan to reflect this. o Required parking spaces 194, plans show 219 spaces. TAG recommends approval of technical aspects of project per above matters. 4 D e 1 1 eri Ala-to P ark (Reapproval) Technical aspects for the reapproval of a Special Use application for Del- len Auto Park. The previously approved project was not built as approved. Petitioner seeks approval to clear up file and to come into compliance. Petitioners Present: Bob Hurst o Amendment to Special Use, building and site not constructed per BZA approved plans in accordance with approved building permits. o Changes for Lincoln Mercury - Additional service bays - 4,375 sq. ft. - Addition of exterior fuel pumps and tanks. - Addition of mechanical equipment areas. - Change brick walls to 6 ft. wood fence for screening of mechanical equipment. - Additional signage. Changes for Oldsmobile Building - Addition of Car-wash - 480 sq. ft. - Additional service bays - 2775 sq. ft. - Addition of mechanical equipment and screening from brick to 6' wood fence. - Satellite antenna added, now 80% screened. , needs BZA variance. Site Changes - Request not to curb parking lot around grassed area on east side of site. - Petitioner will install and upgrade landscaping as pre- viously approved by November 15, 1988. - Will need additional sewer and water capacity approval by Carmel Board of Public Works. - Signs on site have no permits and do not conform with ap- proved sign package. - City Engineer requests petitioner commit to participate in drainage maintenance for drainage facilities in Bauer Park. Changes for both Buildings - Petitioner requests that existing and proposed overhead doors mechanical HVAC vents be left unpainted. - Drainage plans and installation of drainage system were changed, but were approved by City Engineer prior to installation. TAC recommends approval of technical aspects of revised plans only. 5 Lucas Arehart Additiori Technical aspects of a 16,200 sq. ft. retail addition to the Meridian Mall. Site is located at the southwest corner of Main and Old Meridian. Site is zoned B-3. Petitioners Present: Ron Lucas, Stan Neal, Rich Harding o Installation of water lines are proposed under city sidewalks, to be worked out with City Engineer/Board of Public Works and Don Silvey. o Confirm location of fire hydrant with Dave Pace, Carmel Water Supervisor. o Petitioner will enclose trash and grease storage area per plans on file. o Look into upgrading of off-site drainage swale west of tennis courts on school property to east of this site, need permission of school to do improvements. TAC recommends approval of technical aspects of project per above matters being resolved. Plan Review Process by TAC Members in the future - Discussion held. 6
