Dear Mr. Cunningham:
In response to your question regarding the Golf Course
improvements to be completed as part of our subdivision construc-
tion, I wanted to clarify the scope of this work. We have worked
with the Golf Course owners to obtain permission to construct
some of our detention ponds and off-site storm pipes on their
property. These improvements are part of our plat approval and
construction plan documents . Easements will be granted by the
Golf Course which will be recorded as part of the subdivision
plat. All of the improvements on the golf course include grading
and earthwork operations. No expansion of the facility is pro-
posed. The Golf Course owners are aware that if their Building is
enlarged or if additions are made to the course out-side of their
present ownership that additional approvals are necessary.

Re: Updated Information on the Davis Homes Development"Linkside”

We would like to thank those of you who responded to our last notice. Your comments were well
received and your offers to help were appreciated. However, we regret to inform you that Judge
Barr has stricken our Motion to intervene and Appeal in this matter. This has placed the burden of
appealing the decision of the court solely on the Planning Commission.
The Planning Commission has filed a motion to reserve it's right to appeal the decision of the court.
We have been in contact with members of the Planning Commission and we understand they have
not yet decided on how or whether to proceed with an appeal at this point.
Davis Homes has requested that the Planning Commission drop its consideration of an appeal at
this time so they can proceed with the Linkside Project. The Planning Commission has met several
times in Executive Session on this question, but they have not been able to muster the votes of eight
members necessary to decide whether to proceed or drop the appeal.
Due to the limited time the Planning Commission has to continue with this process, we are
suggesting that everyone express their concerns about the situation to each member of the
Commission. The only way we can communicate our support of the Commission moving ahead with
an appeal is to remind them of our continued interest in this issue. The Planning Commission will be
meeting again in Executive Session on Tuesday, May 2, 1995, 'to discuss this matter. We
encourage everyone to write the Planning Commission members this week so they will hear from us
before their next meeting.
To aid everyone in this effort, we have attached the following information for comment letters:
Format recommendations.
List of talking points for your letters.'
Names and addresses of the Commission members.
The Carmel/Clay 2020 Vision Planning Process, created by the Carmel/Clay Planning Commission,
has been created to help appointed and elected officials make key decisions pertaining to the
community's future. The goal of this project has been to ensure as much citizen input as possible.
Now is the time for us to participate in the process. Please respond to this opportunity to be involved
on behalf of your family and neighborhood this week. The Commission members need to hear from
all of us.

Format:
For this campaign, the volume of letters received by Commission members is more important than
the length of the letters. Compose a letter that expresses your thoughts which you will send to each
Commission member. Try to be concise and keep your letter to one page in length.
The most effective letters are originals that are either typed or hand-written, and are individually
addressed and signed by the sender. Form letters, post cards and photocopies of a letter
addressed to one individual and then circulated to others do not have as much impact as a
personalized original.
The tone of the letters should be polite and respectful in expressing your genuine concern about the
impact of the proposed Linkside Development. Please remember that we are trying to obtain the
support of the Planning Commission members, so we do not want to alienate them by being
disrespectful or threatening in our expressions of concern.
Please send a copy of your letter, addressed to just the Carmel/Clay Plan Commission, in care of
Ramona Hancock, Secretary of the Plan Commission. Letters received by her will be made a matter
of record. •

Also, please provide a copy of your letter to either of us so that we can monitor the level of activity in
this campaign.
Talking Points:
' Any or all of the following points may be included in your letters. There may be additional concerns
which you can include in addition to or instead of these.issues.
. • Property Density - The proposal calls for significantly greater density than can be
found in the existing neighborhoods that surround the proposed "Linkside
Development".
• Traffic - Currently there exists 321 lots on 218 acres in the five developed
neighborhoods, and the Linkside Development will consist of 330 lots on just 139
acres. The substantially increased traffic will aggravate an already stressed road
system in the area. The anticipated addition of at least 600 cars and auxiliary
vehicles will effect the safety and welfare of the surrounding neighborhoods.
• • Schools - The children of the area.attend Orchard Park Elementary School. The
current status of the enrollment at this school is at 98% capacity. 330 additional home
• sites can be expected to add perhaps 300 more students to a school already
challenged for classroom space. Overcrowding of classrooms could impact the
quality of education for the students attending Orchard Park.
Compatibility - The Proposal does not enhance or complement the existing land uses
and surrounding neighborhoods. Neighbors have testified that we are not opposed to
the development of the proposed Linkside Properties - we are just opposed to this
specific proposal because it is not compatible with our current developments.
