HomeMy WebLinkAboutMarch 15, 2017Page 1 of 4 City of Carmel Technical Advisory Committee March 15, 2017 CARMEL TECHNICAL ADVISORY COMMITTEE MEETING MINUTES Date: Wednesday, March 15, 2017 Place: Department of Community Services Conference Room, 3rd Floor, Carmel City Hall Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. 17020011 ADLS: Midtown Carmel, Block 3 - Parking Garage. The applicant seeks design approval for a 4-story, 308 space parking garage, AKA “Midtown East - South Garage”. The site is located at 526 S. Range Line Rd. It is zoned PUD/Planned Unit Development. Filed by Dustin Frye of Garmong Construction, on behalf of the Carmel Redevelopment Authority. Chris Hagan with Axis Architecture, Damian Etchison with Garmong Construction, and Greg Rasmussen with CEC Inc. presented the project. Mr. Hagan said every entry door around the perimeter has a canopy above it. Also, Mr. Hagan said the details are still being coordinated, but there will be a bridge connecting several levels of the parking garage to the apartments. Greg Hoyes – Hamilton County Surveyor’s Office - Mr. Hoyes said he is still awaiting the master drainage calculations and the details of underground detention that will be under this garage. Mr. Rasmussen said they are working with the Carmel Redevelopment Commission on the drainage issue, and added that there are 70,000 cubic feet available underneath the garage, but only 65,000 cubic feet would be required. Mr. Rasmussen said depending on cost and how the project progresses, the developers may only do partial detention under the garage while also utilizing 6th Street. Joanie Clark – Vectren Energy - Email was sent to Dustin Frye. No further comments at this time. Joe Faucett – City of Carmel Utilities - Mr. Faucett said there are sewers in the far west area of the project. Mr. Rasmussen said Wilhelm will be demolishing the entire Block 3 area. Mr. Faucett said the Utilities Department has video from Blocks 1 and 2, and these can be provided to the developer to help determine the measurements of the lines. Teresa Lewis – City of Carmel Utilities - Ms. Lewis said for the tenants below, there will need to be provisions to add exterior grease interceptors in the event that future tenants may turn the spaces into restaurants. These interceptors will need to be approved by the Utilities Department. Ms. Lewis said if the garage is open-sided, it will need to go to sanitary sewer, but if it’s closed-sided it can go to storm water. Mr. Rasmussen said he thinks this is actually reversed and closed-sided will need to go to sanitary. Ms. Lewis said this will make a difference so the developers will need to keep this in mind while designing. Page 2 of 4 City of Carmel Technical Advisory Committee March 15, 2017 Daren Mindham – City of Carmel Urban Forestry - No concerns with the structure. Mr. Mindham said he will eventually need a landscaping plan for Block 3. Steve Cook – City of Carmel Utilities - Comment letter sent. Mr. Cook asked what the timeline for construction will be. Mr. Hagan said the developers would like to start construction in April or May, but it is contingent on the CRC and their financing. David Littlejohn – City of Carmel Alternative Transportation - Comment letter sent. Mr. Littlejohn said he did not see any details for the bike parking on the site. Mr. Hagan said the storage system will be a Saris brand stacking system that will accommodate 48 or 50 bikes inside the garage. Mr. Hagan said this will be located on the west side of the garage on the first floor. Mr. Littlejohn asked the petitioner to send this plan so it can be added to the file. Mr. Littlejohn added that he will inspect this when it is complete to make sure it matches what was approved. Mr. Rasmussen said regarding additional bike parking on the road, Crossroads Engineering will be working on this, as it is part of another project from another developer. Mr. Littlejohn said he is trying to keep everything for Midtown together and consistent so there are no issues later on. Mr. Littlejohn asked if there will be surveillance included in the construction of the building. Mr. Hagan said they will be installing the infrastructure for surveillance, including an IT room, pathways, and steel boxes, but someone else will be contracted to manage the surveillance. Mr. Littlejohn asked if any of this equipment will be visible from the bike storage areas. Mr. Hagan said this equipment will be on the opposite side of the garage. Mr. Littlejohn said if there is a way to install a camera near the bike racks, it would be ideal. Mr. Hagan said on the other floors of the garage, there will be three cameras per floor. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling said she has a few questions about architecture. First, Ms. Keesling questioned the height of the gray brick on the south end and southeast corner and whether they could be brought up to the same height. Ms. Keesling also asked when the Department will see more details on the bridge. Mr. Hagan said he has given the elevations for the garage to the residential developer, who is working on the details of the plan. Mr. Rasmussen added that he has just received the plans for the grading of the road and Monon Trail, and there will need to be tweaks to the garage plan based on these grading changes. Mr. Rasmussen said one area of the garage will be designated for grocery drop-offs as well as small deliveries, so the developers will try to make sure to match these areas up correctly. 9:15 a.m. Docket No. 17020013 SP: The Grove at the Legacy, Section 2. The applicant seeks secondary plat and construction plan approvals for 40 lots on 6.3 acres, for a mix of duplexes and single-family detached dwellings. The site is located at the northwest quadrant of Community Dr. & Cherry Creek Blvd. It is zoned PUD/Planned Unit Development. Filed by Brett Huff of Stoeppelwerth & Associates, Inc. on behalf of Todd Pyatt with PM Development Holdings, LLC. Brett Huff with Stoeppelwerth and Associates, Ed Fleming with Platinum Properties, and Todd Pyatt with PM Development Holdings presented the project. Mr. Huff said all of the drainage has been master-planned for this project. Mr. Hoyes reiterated that this is master-planned so nothing further is required until future development comes through. Joanie Clark – Vectren Energy - Email sent. No further questions. Joe Faucett – City of Carmel Utilities - Mr. Faucett said this project is west of the lift station and this station is gaining more flow. Mr. Faucett said in the future the lift station will need more security, such as a protective fence, and said a security gate would not look good aesthetically. Mr. Huff said the woods will remain as part of this project. Mr. Faucett he has received a quote for $5,000 to install a chain link and barbed wire fence around this lift station, although he may choose to have this fence made in-house. Mr. Fleming said it may be a good idea to meet on site to discuss this. Mr. Huff said there are no lateral taps along this line. Mr. Faucett said he thought he had seen plans that indicated one tap for every two lots, which would not be allowed anyway. He said he will research to see if this area had been televised and get back to Mr. Huff. Daren Mindham – City of Carmel Urban Forestry - Since plans are staying the same as previously approved, no other comments. Steve Cook – City of Carmel Utilities - Mr. Cook said a comment letter has been sent, and since no construction is being proposed at the roundabout at Cherry Creek and River Road, there are no further comments. David Littlejohn – City of Carmel Alternative Transportation - Comment letter sent asking for a couple sidewalk connections to the parking area. No further comments. Angie Conn – City of Carmel Planning & Zoning - Comment letter sent. Department is awaiting a written response. 9:30 a.m. Docket No. 17020012 SP: Clay Corner Secondary Plat. The applicant seeks administrative approval of the secondary plat and construction plans for 76 lots on 34.11 acres. The site is located at 1517 Sanctuary Ct., at the southwest corner of Main St. & Clay Center Rd. It is zoned PUD/Planned Unit Development. Filed by Brian Fisher of The Schneider Corporation. Tim Berry with Platinum Properties and Brian Fisher with Schneider Corporation presented the project. Mr. Fisher said this will be a subdivision with several different types of housing and several different sized lots. There will be two entrances to this subdivision: one from Main Street and one from Clay Center Road. Mr. Fisher said there is a legal drain along the southwest edge of the property, as well as a gas easement on the southeast side of the property. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. No further comments. Mr. Fisher asked about the study that was done previously and if the current development can use this study. Mr. Hoyes said if the previous study covers this area, it can be used. Page 4 of 4 City of Carmel Technical Advisory Committee March 15, 2017 Joanie Clark – Vectren Energy - Letter sent. Mr. Fisher said the right-of-way for the north road connects to the right-of-way on Main Street, so this should resolve the concern. Daren Mindham – City of Carmel Urban Forestry - Comments sent. Mr. Mindham said he was made aware that trees are being cleared in this area. Mr. Berry said he sent an email to Kurt Anderson in Engineering that the developers wanted to cut down a few trees to make park benches out of the reclaimed wood. Mr. Mindham said there should be tree preservation fencing for the south and west areas to make sure these trees are not cleared. Steve Cook – City of Carmel Utilities - Mr. Cook said he has a partial set of prints, but needs a full set. Also, there is an 8-inch private main that goes through a property, and the service line for the existing home branches off of this main. Mr. Fisher said unless this lines up perfectly with the street it will most likely be abandoned. This house will be remodeled during construction, so there should not be concern with the homeowner not having water. Mr. Cook said there will need to be a meeting on site to go over the plan for utilities. David Littlejohn – City of Carmel Alternative Transportation - Comment letter sent. Mr. Littlejohn said the reason for the letter was mostly to ensure that ADA compliance is met. Angie Conn – City of Carmel Planning & Zoning - Letter sent. Department is awaiting a written response. Mr. Fisher said he is waiting to address all comments at the same time.
