CARMEL, IN 46032 (317) 571-2417 CARMEL TECHNICAL ADVISORY COMMITTEE MEETING MINUTES Date: Wednesday, December 21, 2016 Place: Department of Community Services Conference Room, 3rd Floor, Carmel City Hall Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. 16110005 PP: Oak Ridge at the Monon – Primary Plat Docket No. 16110006 SP: Oak Ridge at the Monon – Secondary Plat The applicant seeks primary plat and secondary plat approvals for 2 residential lots on .77 acres. The site is located at 1828 E 106th Street. It is zoned S-2/Residential. Filed by Andrew Brindley. Brian Rismiller with SEA Group and property owner Andrew Brindley presented the project. Mr. Brindley said his father would like to divide this lot and create two homes side by side. Mr. Brindley said one home would be occupied by his father and one would be occupied by himself. The petitioner is seeking a minor density variance as well as a zoning variance for the frontage road to accommodate the two lots. Mr. Brindley said this is not a developer coming in to develop lots and sell, but rather they will be occupying these as their personal homes for the next 10-15 years. Ms. Clark said there is gas in the front of the property if the developers would like gas. Ryan Hartman – Clay Township Regional Waste District - Mr. Hartman said it looks like changes have been made to the plat per CTRWD recommendations. No further comments. Daren Mindham – City of Carmel Urban Forestry - Landscape comments sent. Mr. Mindham said there will be construction limits on the north end, and added that the developer would need to provide tree preservation plans. CARMEL, IN 46032 (317) 571-2417 David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn said he sent a letter explaining the options for the multi-use path requirement. A ten-foot path is required, but Mr. Littlejohn said the other option is to work with the Engineering Department to provide a commitment in lieu of installing the path. Nick Mishler – City of Carmel Building & Code Services - No comments. Rachel Keesling – City of Carmel Planning & Zoning - No comments. Alexia Lopez – City of Carmel Planning & Zoning - Comments sent. Ms. Lopez asked if the petitioners have considered a different name. Mr. Brindley said his father’s original name was the Brindley Plantation but decided to change it to Oak Ridge at the Monon. Ms. Lopez suggested the Brindley Subdivision. Mr. Brindley said the original intent was to emphasize that the property connected to the Monon Trail. Ms. Lopez said it may be in the petitioner’s best interest to have a conceptual plan or layout for the Plan Commission meeting in case anyone asks for it. 9:10 a.m. Docket No. 16110010 SP: Uptown Townhomes at Village of WestClay, Section 6003-B, part Block C. The applicant seeks secondary plat and construction plans approvals for 52 lots on 5.81 acres. The site is located at approximately 13000 Pettigru Dr. It is zoned PUD/Planned Unit Development. Filed by Mike Reeve of HWC Engineering, on behalf of Onyx & East LLC. David Leazenby with Onyx & East, Mike Reeve with HWC Engineering, and Todd Rottmann with Rottmann Collier Architects presented the project. Mr. Reeve said the townhomes will be consistent with the rest of the Village of WestClay. Greg Hoyes – Hamilton County Surveyor’s Office - Mr. Hoyes said the largest concern is the completion of the pond, which was in the original agreement with Brenwick Subdivision. Mr. Reeve said he wasn’t aware that the pond would be part of this scope of work. Joanie Clark – Vectren Energy - Email sent. Plans have not been received. Ms. Clark asked when the projected start date would be. Mr. Reeve said the goal would be March of 2017. Ryan Hartman – Clay Township Regional Waste District - Comments will be sent as soon as possible. Mr. Hartman said after a brief initial review there were no major issues. Daren Mindham – City of Carmel Urban Forestry - Comments sent. Mr. Mindham said the main concern was the landscaping on the common area to the west, as the wording in the PUD is very general. David Littlejohn – City of Carmel Alternative Transportation - Comments sent. Mr. Littlejohn said most comments were regarding ADA requirements. Also, Mr. Littlejohn asked if any future development is planned for the southwest of the development, at Filson St. and Moultrie St. Mr. Reeve said if they are asked to provide a sidewalk, they will provide a sidewalk. Alexia Lopez – City of Carmel Planning & Zoning - No comments. 9:20 a.m. Docket No. 16110011 DP Amendment/ADLS Amendment: VCA – The Range Pet Lodge Expansion. The applicant seeks site plan & design approval for a 1-story building addition for added pet boarding and doggie daycare. The site is located at 1045 N. Range Line Rd. It is zoned B- 3/Business and lies within both the US 31 Overlay Zone and the Carmel Drive/Range Line Road Overlay Zone. Filed by Beth Quarles of VCA Hospitals, owner of the site. Peter Winters and Nick Peterson with MD Architects, Adam DeHart with Keeler Webb, and Beth Quarles and Hal Bond with VCA Hospitals presented the project. This project is a 4300 square foot L-shaped addition to the Range Pet Lodge along with outdoor play and exercise area for dogs. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. No concerns with the project. Joanie Clark – Vectren Energy - Comments sent. Ms. Clark said her only comment was regarding the asphalt drive and the service line, Jason Stewart – City of Carmel Utilities - Mr. Stewart said there is an issue with tapping into an 18-inch reinforced concrete service line. Mr. DeHart said the area in question is actually the State of Indiana’s property. Ryan Hartman – Clay Township Regional Waste District - This is not in CTRWD jurisdiction. No comments. Nick Mishler – City of Carmel Building & Code Services - Mr. Mishler said there would be a state release required prior to application for a permit. Also, Mr. Mishler asked if there would be a higher capacity of dogs, since at one point there had been concerns from neighbors regarding the noise levels. Mr. Bond said any issues that occurred were during the period when the business was opened, but there have not been any issues since that time. Also, Mr. Bond said the complaints came from only two residents, but the development has been mindful of the neighbors, in part by creating an L-shape to provide a barrier to surrounding residents. Mr. Peterson said there are also additional measures being put in place such as arborvitaes being planted to shield the park from view. Rachel Keesling – City of Carmel Planning & Zoning - Letter sent. Ms. Keesling said the driveway aisle widths are required to be 25-feet instead of 24-feet, with 90 degree parking. Also, Ms. Keesling said the department will need to see updated elevations that show the height of the building. Alexia Lopez – City of Carmel Planning & Zoning - No comments. Mr. Winters added that the pet hospital will be open 24-hours a day in case of emergencies. Mr. Bond said currently in the daycare there are 45-50 dogs but this will be expanded to about 90. By moving the daycare out of the building, it enables a full hospital to be constructed inside. 9:30 a.m. Docket No. 16110012 PP Amend: Replat of Lot 2, Johnson Addition–Primary Plat Amendment Docket No. 16110013 SP - Replat: Replat of Lot 2, Johnson Addition – Secondary Plat - Replat The applicant seeks primary plat amendment and secondary plat approvals to split a parcel into 2 residential lots on .47 acres. The site is located at 605 W Main Street. It is zoned R- 2/Residential. Filed by Michael Mercho with Integra Real Estate, owner. Michael Mercho presented the project. This project would divide a lot in half and build two 4,500-5,000 square foot homes. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. No comments or concerns. CARMEL, IN 46032 (317) 571-2417 Joanie Clark – Vectren Energy - Ms. Clark said there is active service to this property right now, and the developer will need to go through the steps to get the service retired. Ms. Clark said this service comes in on York Drive about 37-feet from the back of the house. Mr. Mercho said he will be able to make this work. Ryan Hartman – Clay Township Regional Waste District - This project is outside of CTRWD service territory. Daren Mindham – City of Carmel Urban Forestry - No comments. Angie Conn – City of Carmel Planning & Zoning - Comments sent for the secondary plat. David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn said the transportation plan requires a multi-use path along Main Street and a 5-foot sidewalk along York Drive. Mr. Littlejohn said the developer would have the option to either build the path or work with the Engineering Department and provide a financial commitment in lieu of building the sidewalk. Nick Mishler – City of Carmel Building & Code Services - No comments. Alexia Lopez – City of Carmel Planning & Zoning - Comments sent. Ms. Lopez said the issues appear to be minor. Mr. Mercho said these homes will most likely be custom built so specific details may not be known until a later time. 9:45 a.m. Docket No. 16120004 Z: Asherwood PUD Rezone (with Development Plan/Primary Plat). The applicant seeks approval to rezone 106.69 acres to PUD/Planned Unit Development, in order to develop a neighborhood with 139 residential lots, a boutique inn, a restaurant, and a private club. The site is located at 10110 Ditch Road, just south of 106th Street. It is currently zoned S- 1/Single Family Residential and it is not located in any overlay zone. Filed by Jim Shinaver and Jon Dobosiewicz of Nelson & Frankenberger, on behalf of Estridge Development Management, LLC. Jon Dobosiewicz with Nelson & Frankenberger, Kevin Sumner with Weihe Engineering and Bryan Stumpf with 11th Street Development presented the project. Mr. Dobosiewicz said this project is going through zoning as a Planned Unit Development and is planned for a gated community. Page 6 of 7 WWW.CARMEL.IN.GOV ONE CIVIC SQ. CARMEL, IN 46032 (317) 571-2417 Greg Hoyes – Hamilton County Surveyor’s Office - Comment letter sent. Mr. Hoyes said there would be 30-foot easements required instead of 20-foot. Joanie Clark – Vectren Energy - Letter sent. No additional comments. Ryan Hartman – Clay Township Regional Waste District - Mr. Hartman said there are no issues with the rezone, but the department asks that when the petitioner submits construction plans, to provide plan review fees at the same time. Mr. Hartman said there are existing mains in Deerfield and laterals are all stubbed, and there should be capacity to extend off the surrounding mains for this development. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham said it is in everyone’s interest to keep the buffer and trees around the perimeter of the property. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn said Alexia Lopez will be sending review comments. Ms. Conn asked about the details of this project being a gated community. Mr. Dobosiewicz said there would be sidewalks along interior streets but the developers will most likely wait to see what the department would like before finalizing the plans. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. Mr. Littlejohn said he had no further comments, but based on Mr. Dobosiewicz’ comments this can be discussed at a later time. Mr. Dobosiewicz said if a multi-use path is added along Ditch Road, depending on how much room is available between widening a street cross-section and providing a path, the petitioners will help preserve the vegetation and fence along the frontage. Mr. Littlejohn said he will take a visit to the site and take photographs. Mr. Dobosiewicz said this is definitely not a cost issue, but since this area is built out, they will need come up with a solution that satisfies everyone rather than start from scratch. Alexia Lopez – City of Carmel Planning & Zoning - Comment letter will be sent soon. Ms. Lopez asked about the actual gates for this neighborhood and if these had been planned. Mr. Dobosiewicz said the gate locations are shown on the primary plat, but these would be placed at all three entrances. These gates will be similar to what would be in place to access a private estate. Ms. Lopez said regarding the connection to Deerfield, the department would like to make sure these right-of-ways match up. Also, Ms. Lopez said the PUD shows 139 lots to be developed but the plans only show 112. Mr. Stumpf said this is due to the current layout of the Page 7 of 7 WWW.CARMEL.IN.GOV ONE CIVIC SQ. CARMEL, IN 46032 (317) 571-2417 mansion and the potential that there could be multi-family units developed for sale within the mansion. Mr. Dobosiewicz asked if there are procedures in place to develop commercial or multi- family units within a residential structure. Mr. Mishler said this would be treated just as a new multi-family structure since multi-family units are being created. Mr. Mishler added that the fire department would want to be involved in this project as well. Mr. Stumpf said these interior units will be essentially a boutique hotel, where a few of the units may be available for purchase. Mr. Stumpf said there will be a restaurant within the mansion and there may be social memberships available for this club as well.
