Time: 9:00 a.m. (Approximate start times for each item are listed below.) 9:00 a.m. Docket No. 16020006 Z: Heritage at Spring Mill PUD Rezone (with Primary Plat). The applicant seeks approval to rezone 27.4 acres to PUD/Planned Unit Development, in order to plat 42 residential lots. The site is located at approximately 11300 Springmill Rd., south of Temple Dr. It is currently zoned S-2/Residence and West 116th Street Overlay Zone. Filed by Jim Shinaver of Nelson & Frankenberger, on behalf of PPV II, LLC and Suburban Land Reserve, Inc. Steve Pittman and Nick Churchill with Pittman Partners, Jon Dobosiewicz with Nelson & Frankenberger, and Brandon Burke with HWC Engineering presented the project. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said there are a few conflicts between the landscape plan and the storm water plan. Trent Godsey – Duke Energy - Mr. Godsey said this project will take place in Indianapolis Power & Light jurisdiction. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. Mr. Littlejohn said there will need to be a path connection to the existing sidewalks on the site. Chris Bluto – MetroNet Fiber-Speed Internet - Mr. Bluto said MetroNet does not currently serve this area but they would be interested in possibly sharing a trench with other utilities to make it easier to install once the service does expand to this area. Chris Ellison – City of Carmel Fire Department - Comments sent earlier in the month. Mr. Ellison said the minimum requirement for outrigger usage would be 20 feet. Alex Jordan – City of Carmel Engineering - Department is concerned with road widths, and parking may need to be restricted on one side of the street. Also, Mr. Jordan said the cost per foot of right-of-way improvements will need to be calculated and a proposal will be sent to the developers. Nick Mishler – City of Carmel Building Permits - No comments. Angie Conn – City of Carmel Planning & Zoning - Comments sent June 27. Department is awaiting an official response. Mr. Dobosiewicz asked if the side and rear elevations being shown on the plans will be required in the future. Ms. Conn said this is an internal requirement that has been established, requiring either renderings or photographic examples of the side and rear elevations. Mr. Pittman said when neighborhoods are designed, there will typically be an active side of a house facing an inactive side of the house next door as to not have windows facing each other. She said the largest concerns were tree preservation, and also a breakdown of the open space on the plans versus tree preservation. Rodney Johnson – Indianapolis Power & Light - Mr. Johnson said the IPL lines run north-south along the east side of Springmill Road, and this would be the preferred option for getting power to the site. 9:15 a.m. Docket No. 16050020 Z: Woodside at West Clay PUD Rezone. The applicant seeks PUD Rezone approval for 40 single-family detached homes on 20.344 acres. The site is located at 2288 W. 136th St. It is currently zoned S-1/Residence, with a request to change to PUD/Planned Unit Development (no Primary Plat right now.). Filed by Nick Churchill of PPV II, LLC on behalf of Andrew & Rhonna Crook, owners. Nick Churchill and Steve Pittman with Pittman Partners presented the project. Mr. Churchill said there will be a primary entry off of 136th St. There will also be a connection to the existing stub at Westwood Estates. Mr. Churchill said this docket does not include primary plat, so the developers will come back with the primary plat at a later time. The reason for this is it’s not yet been decided whether the lots will be 65-feet or 75-feet wide. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. No comments on the PUD. Trent Godsey – Duke Energy - Mr. Godsey said this is being reviewed by Jessica Harrington and Duke’s Subdivision Group. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. No further comments. Chris Bluto – MetroNet Fiber-Speed Internet - Mr. Bluto said this is in the vicinity where MetroNet service will be provided in Carmel, and depending on the density, it may be at no-cost to the subdivision. Mr. Bluto said he will need an AutoCAD file. Chris Ellison – City of Carmel Fire Department - No comments. Alex Jordan – City of Carmel Engineering - Mr. Jordan said there is a concern of cost per platted lot for the thoroughfare commitments. Mr. Jordan said regarding the half right-of-way, the petitioner is proposing 30-feet but the thoroughfare plan calls for 45-feet, so there will need to be 15-feet added. Nick Mishler – City of Carmel Building Permits - The building permits department will issue individual house permits as they come in. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling said she is representing Urban Forester Daren Mindham, who could not be present. She said the largest concerns were tree preservation, and also a breakdown of the open space on the plans versus tree preservation. Ms. Keesling said a concern when the common areas are on the lots themselves, the homeowners have a tendency to make changes on the lot that they shouldn’t make. The applicant seeks approval to rezone 14.8 acres to PUD/Planned Unit Development to allow the current land use, as well as future redevelopment of the site for office uses generally consistent with the US Highway 31 Corridor Overlay Zone. The site is located at 1110/1300 E. 96th St. It is currently zoned R-1/Residence. Filed by Jim Shinaver of Nelson & Frankenberger, on behalf of Corporex Companies, LLC. Jon Dobosiewicz with Nelson & Frankenberger presented the project. Mr. Dobosiewicz said this re-zone would be to allow a redevelopment of the site for office use. The actual development timeline would depend on the market for this property and may be 10 years in the future. Greg Hoyes – Hamilton County Surveyor’s Office - No comments. Trent Godsey – Duke Energy - This property is in IP&L service area. David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn said the department is requesting short and long term bike parking, along with consideration of shower and locker room facilities. Docket No. 16060018 SW: Hamlet Waiver, SCO chptr 6.03.20 (every property shall be served from a publicly dedicated street). Docket No. 16060019 SP: The Hamlet at Jackson's Grant– Secondary Plat. The applicant seeks primary plat and secondary plat approvals for 44 lots on 9.77 acres, as well as two Subdivision Control Ordinance waiver requests. The site is located at approximately 11922 Spring Mill Rd. The site is zoned Silvara PUD/Planned Unit Development and falls within the Village Neighborhood subarea. CARMEL, IN 46032 (317) 571-2417 Doug Wagner with Republic Development, Brett Huff with Stoeppelwerth & Associates, Gary Nance with Gary Nance Design, and John McKenzie with Homes By McKenzie presented the project. Mr. Wagner said this project will require all utilities to work together to coordinate since there are some very tight spaces. Mr. Wagner said in order to accommodate more parking in the rear spaces, the buildings may need to be moved closer to the street. Mr. Nance said the goal is to make this project look like Lincoln Park or the north side of Chicago with the master bedrooms on the main floor. There will be three different elevations for these buildings, with an optional elevator to the lofts. Mr. McKenzie said these buildings will contain high-end finishes and provide low maintenance living to attract more than just empty nesters. David Littlejohn – City of Carmel Alternative Transportation - Letter sent asking for sidewalk connections. Chris Bluto – MetroNet Fiber-Speed Internet - Mr. Bluto said MetroNet does not currently serve this area but they would be interested in possibly sharing a trench with other utilities to make it easier to install once the service does expand to this area. Rodney Johnson – Indianapolis Power & Light - Mr. Johnson said the elevators referenced earlier are typically three phase. Mr. Wagner said this will most likely be single phase, and the elevators will be an option and not a standard feature. Mr. Wagner added that all homes will have at least a two car garage and some will even have three car garages. Chris Ellison – City of Carmel Fire Department - Autoturn plan requested. Mr. Ellison said with this area being so tight, there are concerns over how the fire department will have access. Mr. Wagner said there will be a distance from wall to wall on each unit. Mr. Ellison said it is crucial to be able to get equipment to each unit quickly, and added that in March, the department responded to a 6000 square foot house fire and even with a response time of 6 minutes, the fire was fully involved. Mr. Ellison also said another important item is to make sure there is no parking in the back alleys of these homes. Linda Lohmiller – Indianapolis Power & Light - Ms. Lohmiller asked if this will be one large building with multiple townhomes and firewalls or one large building with no firewalls. Mr. Wagner said the townhomes are attached by outdoor living walls so they will have the appearance of being detached from each other. Alex Jordan – City of Carmel Engineering - Mr. Jordan said in addition to providing access for emergency vehicles, the alleys will need to be designed to City standards. Mr. Huff said the alleys will be curbed. Nick Mishler – City of Carmel Building Permits - No comments. Angie Conn – City of Carmel Planning & Zoning - Letter sent. Ms. Conn said the department is awaiting an official response. Mr. Wagner wanted to clarify that the drawings that were included in the exhibit were conceptual drawings. The applicant seeks approval to rezone 34.5 acres to PUD/Planned Unit Development, in order to plat 77 residential lots. The site is located at 1517 Sanctuary Ct., at the intersection of Main Street and Clay Center Rd. It is currently zoned S-1/Single Family Residential and is not located in any overlay zone. Filed by Jim Shinaver and Jon Dobosiewicz of Nelson & Frankenberger, on behalf of Village Lots, LLC and Gary McNutt of Wedgewood Building Co. Jon Dobosiewicz with Nelson & Frankenberger, Ken Brasser with Platinum Properties, and Matt Oman with Schneider Corporation presented the project. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said he will need slightly larger easements for drainage. Also, the pond can be in the easement as long as there is a flat space for maintenance. Trent Godsey – Duke Energy - This project is being reviewed by the subdivision review assistant. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. Mr. Littlejohn said he has requested that sidewalks be included on at least one side of every street. Mr. Littlejohn said the bike and pedestrian plan shows a 10-foot path as a requirement. He added that if an existing path is in good condition, it could be connected to the newly constructed path. Chris Bluto – MetroNet Fiber-Speed Internet - Mr. Bluto said MetroNet does not currently serve this area but they would be interested in possibly sharing a trench with other utilities to make it easier to install once the service does expand to this area. Chris Ellison – City of Carmel Fire Department - Mr. Ellison requested an auto-turn illustration to ensure that fire apparatus will fit on site. Alex Jordan – City of Carmel Engineering - Letter sent. Mr. Jordan asked if the new proposed entrance will be shifted to the south. Mr. Brasser said he spoke to Troy Yackle with Panhandle Pipe Line who said there is an alternative layout due to the pipeline in the area but that is normal and there are ways to work around it. Mr. Jordan also said the north road along West Main shows a taper to a 30-foot right-of-way down from a 50-foot right-of-way, but the Engineering Department would prefer that this remain 50-feet the entire distance. Nick Mishler – City of Carmel Building Permits - No comments. Rachel Keesling – City of Carmel Planning & Zoning - Letter sent. Ms. Keesling said the largest item would be the alignment to Clay Center Road and the connection to West Main Street. Ms. Keesling said it was earlier agreed upon that this entrance would be a right-in, right-out entrance. Mr. Brasser said there would be nothing planted in the gas pipeline easement. 9:55 a.m. Docket No. 16060023 ADLS: West Carmel Commons – Lot 3, Retail Building. The applicant seeks site plan and design approval to construct an 11,900 sq. ft. multi-tenant retail building. The site is located at 10216 N. Michigan Rd. It is zoned B-2/Business and is within the US 421 Overlay Zone. Filed by Todd Bauer of ForeSight Consulting, LLC, on behalf of the owner, E&J Enterprise, LLC. Todd Bauer with ForeSight Consulting, Greg DeWeese, and Jin Park presented the project. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said an outlet permit will be required as well as a basic set of drainage calculations to show this is in compliance with the master drainage plan. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. Mr. Littlejohn asked for a sidewalk connection to the existing sidewalk through the parking lot, as well as notification of the bicycle parking requirements. Chris Bluto – MetroNet Fiber-Speed Internet - No comment. Rodney Johnson – Indianapolis Power & Light - Mr. Johnson asked how the retail tenants will be broken down. Mr. Bauer said there will most likely be four tenant spaces. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said Fire Marshal Bruce Knott sent comments. Mr. Bauer said the developers have decided to run fire protection to the building, so they are in the process of updating their plans. Mr. Ellison asked how many fire hydrants are on site. Mr. Bauer said there is one at the entrance and he believes there are a couple more on site. Mr. Ellison said there will be at least two required: one for the sprinkler system and a second as well. Mr. Ellison said the hydrant and the fire department connection need to be within 100 feet of each other. Alex Jordan – City of Carmel Engineering - Letter sent. No major concerns. Mr. Jordan said the department asked for a cost estimate for obtaining the right-of-way to extend Retail Parkway. Nick Mishler – City of Carmel Building Permits - Mr. Mishler said this will require a state construction design release prior to obtaining a building permit. This building will be permitted as a shell permit and then each individual tenant will pull their own building permits for the individual suites. Also, Mr. Mishler said the addresses and suite number layout will be assigned by the Building & Code office. Mr. Mishler also said any restaurants will need to have grease trap inspections by Clay Township Waste. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling said this is a beautiful building and the comments the department has can be addressed rather easily. Also, Urban Forester Daren Mindham has sent a comment letter requesting a few changes. Mr. Bauer said they have made the changes and sent the plan back to Mr. Mindham, who has since informed them that his requirements have been satisfied. Rodney Johnson – Indianapolis Power & Light - Mr. Johnson said IP&L will require that the meter be placed outside the building and in a central location. 10:05 a.m. Docket No. 16060024 DP/ADLS: Enterprise Car Leasing/Rental Facility. The applicant seeks site plan and design approval for a new 2,789 sq. ft. building on 0.88 acres. The site is located at 4200 E. 96th Street, east of Randall Drive (Bypass). It is zoned B-3/Business and not located within any overlay zone. Filed by Jeff Kusz of Enterprise Leasing Company of Indianapolis, LLC. Jeff Kusz with Enterprise Rent-a-Car, Jared Hoffman with U.S. Architects, Joe Calderon with Bose, McKinney & Evans, and Brad Schrage with American Structurepoint presented the project. Mr. Calderon said this will be a typical rental car facility with high-end cars featured as well. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. No comments. Mr. Littlejohn said he would like to make sure there will be ADA accessible walks, as the crosswalks on the plans appeared to have curbs associated with them. Chris Bluto – MetroNet Fiber-Speed Internet - Mr. Bluto said MetroNet is currently not serving this area but may be in the future. Linda Lohmiller – Indianapolis Power & Light - Ms. Lohmiller said the transformer will need 10-feet of clearance from the building. Mr. Hoffman said three-phase electrical will be required for the car wash. Chris Ellison – City of Carmel Fire Department - No comments. Alex Jordan – City of Carmel Engineering - Mr. Jordan said the department is researching whether the Randall Drive right-of-way has been vacated, and specifically who it would be dedicated back to if it were to be vacated. Nick Mishler – City of Carmel Building Permits - Mr. Mishler said a state release will be required, and an address will be assigned through the Building & Code office. Mr. Kusz asked if it would be possible to be assigned a 96th Street address. Mr. Mishler said Pam Lux is the person who assigns addresses. Rachel Keesling – City of Carmel Planning & Zoning - Comments sent. Ms. Keesling said the plans show 83% lot coverage as opposed to 80%. Also, Ms. Keesling said the lighting will need to be revised. Also, the department will need details on the signage plan. Regarding design, Ms. Keesling said the buildings around this area are more modern, so if this building will be traditional, the department would like to see the traditional elements as part of the design. Ms. Keesling added that on the August Plan Commission schedule there are ten items listed, but the number of items that can be heard is limited to seven. This project would be number eight on the list and will need to be postponed if there are no items tabled. 10:15 a.m. Docket No. 16060025 DP/ADLS: Penn Circle Outlot – Encore Sotheby’s Realty. The applicant seeks site plan & design approval for an 18,000 sq. ft., 3-story tall, mixed use building. The site is located near 12346 Old Meridian Street, south of the Penn Circle apartments. It is zoned OM/O – Old Meridian Office. Filed by Mark Zukerman of Encore Sotheby’s Realty. Danielle Thireault with Blackline Studio, Mark Zukerman with Encore Sotheby’s, and Aaron Hurt with CEC Inc. presented the project. Mr. Hurt said this is kind of an odd parcel because it is next to the roundabout and has two frontages. Mr. Hurt said the utilities for the site were master planned when the Penn Circle project was developed, and added that all of the drainage is directed north to the pond. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said there is an outlet permit on file. Trent Godsey – Duke Energy - Mr. Godsey said where the sidewalk bumps out, Duke may need to add additional equipment if the existing system needs to be increased due to the additional load. Mr. Hurt said the hope was to use the transformer that is already on site, but if additional equipment is needed, they will work with Duke. Mr. Godsey said Duke can look into the idea of moving the equipment to a different location. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. Mr. Littlejohn said the path would need to be in either a right-of-way or an easement, and added that the bike and pedestrian plan calls for a 10-foot path along Old Meridian Street. Chris Bluto – MetroNet Fiber-Speed Internet - Mr. Bluto said MetroNet does not currently serve this area but he said they have conduit in the area and it would be possible to create service. Mr. Zukerman said they are interested in having this service because Encore always tries to have the best technology available. Alexia Lopez – City of Carmel Planning & Zoning - Ms. Lopez asked if the seats on the roof are part of the restaurant. Mr. Zukerman said the roof deck would be a casual space that would be available for agents to do business. He added that this space would be available for all tenants of the building to use. Regarding the restaurant, Mr. Zukerman said he envisions it as a breakfast and lunch-centric restaurant but he would be open to whatever the market demands. Chris Ellison – City of Carmel Fire Department - Mr. Ellison asked what the occupant load for the roof will be. Mr. Zukerman said the deck will only cover a portion of the roof instead of the entire roof. Mr. Ellison said if a certain occupancy threshold is crossed, there would be a requirement for two means of egress. Mr. Ellison added that the developers will need to submit a detailed life safety plan with fire systems, sprinkler systems, and alarm systems. Alex Jordan – City of Carmel Engineering - Letter sent. Mr. Jordan said most of the issues were master-planned previously. Nick Mishler – City of Carmel Building Permits - Mr. Mishler said a state release will be required prior to permit submittals. Mr. Mishler also asked if there will be any multi-family units in this building. Mr. Zukerman said it will only be an office building and tenant spaces. Mr. Mishler said this would be permitted as a shell permit for the tenant spaces and each individual tenant would apply for their own tenant finish permits. Mr. Zukerman said regarding addressing, the developers would like to request a Pennsylvania Street address. Mr. Mishler said Pam Lux in the Building & Code office assigns addresses. Rachel Keesling – City of Carmel Planning & Zoning - Ms. Keesling said based on the Old Meridian zoning requirements, the developers could be looking at a lot of variances. Ms. Keesling added that on the August Plan Commission schedule there are ten items listed, but the number of items that can be heard is limited to seven. This project would be number nine on the list and will need to be postponed if there are no items tabled. Mr. Zukerman said they may need the time to prepare this, so the schedule change wouldn’t necessarily be a negative.
