Time: 9:00 a.m. (Approximate start times for each item are listed below.) 9:00 a.m. Docket No. 16030009 TAC: Temporary Cell Tower Facility, Coxhall Gardens. The applicant seeks administrative approval of an 82-ft tall Verizon Wireless temporary wireless communications facility to be utilized during the BMW 2016 PGA golf tournament at Crooked Stick Golf Course. The site is located at 2020 W. 116th Street (just east of Cox Mansion) and is zoned S-1/Residence. Filed by Russell Brown of Clark, Quinn, Moses, Scott & Grahn, LLP on behalf of Verizon. Elizabeth Bentz-Williams with Verizon Wireless and Russell Brown with Clark, Quinn, Moses, Scott & Grahn presented the project. Ms. Bentz-Williams said this type of tower was used previously during this tournament at Crooked Stick. She said the tower is nicknamed a “COW”, which is short for Cell On Wheels. Greg Hoyes – Hamilton County Surveyor’s Office - No comments. Trent Godsey – Duke Energy - No comments. Daren Mindham – City of Carmel Urban Forestry - No comments. Ryan Hartman – Clay Township Regional Waste - Mr. Hartman said there are private sanitary sewers in the area the cell tower. Alex Jordan – City of Carmel Engineering Department - Mr. Jordan said the only thing required from engineering will be a right-of-way permit. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. No comments. Nick Mishler – City of Carmel Building Permits - Mr. Mishler said he spoke to Building Commissioner Jim Blanchard about this cell tower, and since it was shown on the temporary use plan, it would not need a separate permit. Angie Conn – City of Carmel Planning & Zoning - Ms. Conn asked if there will be lights on the structure. Ms. Bentz-Williams said the standards used will be the same as a regular permanent tower. The applicant seeks site plan & design approval for a multi-building mixed-use development with office, retail and residential units, as well as underground parking. The site is located at 1212 S. Rangeline Rd. It is zoned C- 1/City Center. Filed by Timothy Hill of Anderson Birkla Investment Partners, LLC. Brian Smallwood with Wolpert Engineering and Tony Birkla with Anderson Birkla presented the project. Mr. Smallwood said this project will be the former Party Time Rental site, and will include razing the current building. Mr. Smallwood said two-thirds of the development will sit on top of a parking garage. The parking garage will contain approximately 480 spaces. Mr. Smallwood said there will be a roundabout at Carmel Drive and Rangeline Road, and his understanding is there will also be a roundabout at Executive Drive and will connect to the Veterans Drive extension. Mr. Smallwood said the storm water is proposed to be taken off site to the koi pond. Building 3 will be combination of retail and residential. Building 2 is a combination of retail and residential on the north side of the building and residential only for the rest of the structure. Building 5 is 4- story all-residential with an amenity space on the ground floor for the residents of the development. In the middle of the development is a building being called The Tavern, which would be a combination of ground floor restaurant and the rest of the floors would be office space. Mr. Smallwood said each of the buildings would have an elevator for vertical access, and there are also stair towers at either end of the development, including a Grand Stairway which will provide ADA access from Carmel Drive. Mr. Smallwood said trash access will be in an enclosed room with access from Veterans Drive. Greg Hoyes – Hamilton County Surveyor’s Office - Mr. Hoyes said this project does fall within a regulated drain watershed. Mr. Hoyes said he has not yet generated a letter because he has not received drainage calculations. Trent Godsey – Duke Energy - Mr. Godsey asked when Arby’s would be in the removal phase. Mr. Birkla said the Arby’s is not part of their scope of work and he believes it is currently going through the imminent domain process. Mr. Godsey said Shirley Hunter with Duke has inquired if there is any way to preserve the Arby’s cable so it can be connected to the new development. Mr. Birkla said the site will also be used as a staging area for construction. Mr. Smallwood said once the transformer locations are nailed down, they will be able to figure out where to hang meters. Mr. Godsey said if the meters can be outside, this would be preferred. However, if it is not possible, alternatives such as an enclosed designated meter area can be discussed. Daren Mindham – City of Carmel Urban Forestry - Mr. Mindham asked for the latest version of the landscape plan. Mr. Smallwood said the landscape contractors have added more detail to the original TAC landscape plan. He added that planter boxes and anything added to the top of the parking garage may have structural implications for the entire structure. Mr. Smallwood said because the trees will need to be planted in containers, there are only certain trees that can be used for the project. Ryan Hartman – Clay Township Regional Waste - This project falls outside CTRWD service area. Alex Jordan – City of Carmel Engineering Department - Letter issued. Mr. Jordan said the developers can schedule a meeting with Engineering to discuss the details. Mr. Smallwood said a vast majority of the configurations on the plans stem directly from conversations with Jeremy Kashman. David Littlejohn – City of Carmel Alternative Transportation - Letter sent. Mr. Littlejohn asked if the developers could provide an accessible route plan showing how a person in a wheelchair would get around the site. Mr. Smallwood said this project is unique because most of the development is actually on a building, and would be subject to building codes. Mr. Smallwood said the developers reconfigured the elevator core of Building 5. Mr. Littlejohn said the department would like to see details of how a person in a wheelchair would be able to get around on the site, especially when they are on the ground level. Mr. Smallwood said Corrie Meyer with the Carmel Redevelopment Department has spoken to him regarding covered bike parking, and the developers will consider it. Mr. Smallwood said the green area adjacent to the tavern is a bed that will be raised 18 inches in order to plant real grass. Nick Mishler – City of Carmel Building Permits - No comments. Rachel Keesling – City of Carmel Planning & Zoning - Department would like to meet with the developers to review design of the buildings and how they will interact with the street level. Mr. Birkla said this was originally proposed as a future office building, but that plan shifted quickly into a current office building. Mr. Birkla asked how the office building would eventually be brought through for approval. Ms. Keesling said this would probably be reviewed as an ADLS amendment and approved administratively. 9:30 a.m. Docket No. 16030011 PP: The Grove at the Legacy – Primary Plat. Docket No. 16030012 ZW: Zoning Waiver, Min. Lot Width (51’ required, 39’ requested). Docket No. 16030013 ZW: Zoning Waiver, Min. Lot Size (5,000 sq. ft. required, 3,500 sq. ft. requested). Docket No. 16030014 ZW: Zoning Waiver, Min. Front Yard (25’ required, 10’ requested with min. 18’ setback to garage door). Docket No. 16030015 ZW: Zoning Waiver, Min. Side Yard (3’ required, 0’ requested with a min. 6’ between dwellings). Docket No. 16030016 ZW: Zoning Waiver, Min. Rear Yard (20’ required, 15’ requested). Docket No. 16030017 ADLS: The Grove at the Legacy – Architectural Design/Lighting/Landscaping/Signage. The applicant seeks primary plat approval for 249 lots (155 detached units and 94 attached units) on 38.733 acres. The applicant also seeks zoning waiver approvals for minimum lot width, minimum lot size, and minimum front, side, and rear yard setbacks. Lastly, the applicant seeks site plan and design approval for the proposed 94 attached units (in 47 duplex buildings). The site is located approximately at 14200 Community Dr., south of the Legacy Towns & Flats, Phase 1. It is zoned Legacy PUD/Planned Unit Development. Filed by Jim Shinaver of Nelson and Frankenberger on behalf of Todd Pyatt of PM Development Holdings, LLC. Todd Pyatt with PM Development Holdings, Jon Dobosiewicz with Nelson & Frankenberger, and Brett Huff with Stoeppelwerth and Associates presented the project. Mr. Dobosiewicz said this item includes several zoning waivers to allow for wider lots and front loading garages. Greg Hoyes – Hamilton County Surveyor’s Office - No comments on the primary plat. Daren Mindham – City of Carmel Urban Forestry - New revised plans have been received. If there are any comments, they should be fairly minor. Rachel Keesling – City of Carmel Planning & Zoning - Letter sent. The largest issue was the departure from the original design that was approved in the PUD and the amount of the driveways. Specifically, the new design seems to show much more pavement on the lots. Also, Ms. Keesling said the department has concerns with the attached homes and the lack of driveways for these homes. The department has had issues in the past with residents not using garages for parking cars, and then having no place to park for themselves or their guests. Mr. Dobosiewicz said the developers will see if they can accommodate additional off-street parking for guests.
