MEETING MINUTES

9:00 a.m. Docket No. 17030016 TAC: Home Place Housing Gardens.
The applicant seeks administrative construction plans approval for a mix of 10 attached and
detached dwelling units on 2.4 acres. The site is located at approximately 1141 E. 106th Street
and is zoned R-3/Residential. Filed by Jennifer Miller of HAND (Hamilton County
Neighborhood Development, Inc.)
Brad Schrage and Chad James with Structurepoint, and Michelle Westermeier with HAND, Inc.
presented the project. Mr. Schrage said this project will be six buildings, including 2 single-
family buildings and 4 duplex buildings. There will be small sections for parking on both the
north and south ends of the development, as well as a small recreational playground.
Greg Hoyes – Hamilton County Surveyor’s Office
- Mr. Hoyes said he has sent a letter, as well as a SWPPP (Storm Water Pollution Prevention
Plan) review. Mr. Schrage asked if providing a video of the tile is something that is required
or just suggested. Mr. Hoyes said he recommends doing this to find out what exactly is there.
He added that this tile was installed in the 1940’s, and although there are legal descriptions,
something that says 180 feet may actually be 176 feet.
Ryan Hartman – Clay Township Regional Waste District
- Mr. Hartman said he has not done a formal review, as he is still waiting on plan review fees.
Mr. Hartman asked if these will be rentals or individually owned units. Mr. Schrage said these
will all be rental units.
Daren Mindham – City of Carmel Urban Forestry
- Comment letter sent. Mr. Mindham said the two main items were matching the site plan
with the landscape plan, and adding landscaping on both sides of the street for buffer-yard
requirements.
Alex Jordan – City of Carmel Engineering
- This site is outside of Carmel Engineering’s jurisdiction so there are no comments.
David Littlejohn – City of Carmel Alternative Transportation
- Mr. Littlejohn said there is a small section of path just east of the drive that did not show up
on the site plan. Mr. Schrage said this portion of the site falls off severely and until the
neighboring property develops this area it will be difficult to build a path in this area. Mr.
Littlejohn said this may be something that can just be noted on the plans and talked about
during the Plan Commission process, but it will definitely need to be addressed in the future.
Also, Mr. Littlejohn asked about long term bicycle parking and whether garages are included
in these plans. Ms. Westermeier said garages are not included but the developers have talked
about the possibility of small storage units where bikes could be stored. Mr. Littlejohn said

the department would like to encourage long term bicycle parking and there are
recommendations on how to provide parking in the ordinance now. Ms. Keesling said this
project is TAC-only and will not go before the Plan Commission. Mr. Schrage said he will
continue to work with the department to address these issues.

Rachel Keesling – City of Carmel Planning & Zoning
- Ms. Keesling said City Planner Alexia Lopez sent a letter with general questions about
architecture, tree protection fencing, lighting, and other general questions. Mr. Schrage said
there will be minimal lighting such as an individual sized residential pole.
9:15 a.m. Docket No. 17030017 SP: Woodside at West Clay.
The applicant seeks secondary plat and construction plans approvals for 40 lots on 20.3 acres.
The site is located at 2288 W. 136th Street and is zoned PUD/Planned Unit Development. Filed
by Nick Churchill of Pittman Partners.
Nick Churchill with Pittman Partners and Brian Robinson with Stoeppelwerth presented the
project.

- Letter sent. No further comments.

- Mr. Hartman said he sent a very extensive letter with comments. He added that low pressure
systems are not very common in this area.

- Mr. Mindham said since the landscape plans are staying the same, there are no further
comments.
Alex Jordan – City of Carmel Engineering
- Mr. Jordan said this project was sent to Crossroads Engineering for a full review, and

comments were sent on April 3. Mr. Robinson said there will probably need to be a meeting
to discuss these issues.

9:25 a.m. Docket No. 17030018 SP: The Sanctuary at 116th Street, Section 2C.
The applicant seeks administrative approval of the Secondary Plat & Construction Plans, for 15
lots on 7 acres. The site is located at approximately 4351 W. 121st Street and is zoned S-
1/Residence-ROSO III. It is located east of Section 2B and east of West Rd. Filed by Paul
Shoopman of Shoopman Homes.
Rusty Skoog with Weihe Engineering, and Paul Shoopman with Paul Shoopman Home Building
Group presented the project. Mr. Skoog said the developers have turned in a replat of the south
side of West Road to revise some of the lot lines in order to create empty nester housing, which
will include ranch layouts and a walking path around the lake. Mr. Shoopman said the empty
nester project is something they are experimenting with, and added that behind his personal house
will be 2-story housing with a higher price point.

- Mr. Hartman said plan review fees are required in order to do a formal review.

- Mr. Mindham said there were some minor changes required, such as matching up the plan
with the planting schedule. Mr. Skoog said the entrance and the north end are part of the plans
for section 2B, instead of 2C. Mr. Mindham said

- Mr. Jordan said this was sent to CrossRoads Engineering for a full review, and comments
were issued on April 10.
David Littlejohn – City of Carmel Alternative Transportation
- Letter sent. Some of the letter was follow-up from previous sections. Mr. Littlejohn said he
wants to ensure ADA accessible routes will be provided through these islands.

9:40 a.m. Docket No. 17030025 DP/ADLS: Michigan Road Self-Storage
The applicant seeks site plan and design approval for a new self-storage facility. Five buildings
are proposed, with 96,300 sq. ft. on 2.38 acres. The main building is three stories and 38’ tall, and
will be climate controlled. The site is located at 9750 N Michigan Road and is zoned I-
1/Industrial within the US 421 Overlay Zone. Filed by Greg O’Herren of Shamrock Builders,
Owner.

Adam DeHart with Keeler Webb, Adrien Dannemiller and Andy Weatherford with Millstone
Management, and Greg O’Herren with Shamrock Builders presented the project. Mr. DeHart
said this facility will be very similar to the facility currently under construction on Carmel Drive.
Mr. DeHart said this is a next generation type storage facility, in which the customers can drive
into a climate controlled facility and unload in a secure environment and take elevators to their
storage units. Mr. DeHart said he is working with Clay Township Regional Waste on
connections for this building. He added that water is available through an easement that was
granted by the Holiday Inn.
Greg Hoyes – Hamilton County Surveyor’s Office
- Mr. Hoyes said this does not fall within a Hamilton County water shed so the developers will
need to work with Carmel Engineering.
Ryan Hartman – Clay Township Regional Waste District
- Comment letter sent on April 4. Mr. Hartman said his comment was already addressed
earlier, that there is an existing lateral stub that CTRWD would like to utilize.
Daren Mindham – City of Carmel Urban Forestry
- Comment letter sent. Mr. Mindham said the two main comments are regarding portions of
the asphalt drive within the 30-foot greenbelt along Michigan Road. Also, trying to get
perimeter landscaping outside of utility easements.
Alex Jordan – City of Carmel Engineering
- Comments sent on April 12. Mr. DeHart said the intent is to do underground detention, as
well as a couple rain gardens in the front.

- Letter sent. No further comments.
Nick Mishler – City of Carmel Building & Code Services
- Mr. Mishler said the Department will work with the builders in a similar fashion as the
Carmel Drive facility, in that the Certificate of Occupancy would be issued to each building as
it’s complete, with the landscaping and alternative transportation requirements being tied to
the last building to be complete. This will allow the builder to use the first few buildings to
start the business and setting up new customers. Mr. DeHart said this is very helpful and
allows them to kick the business off and get off to a good start.

review comments.

9:55 a.m. Docket No. 17030026 Z: 111 & Penn, C-2 Rezone.
The applicant seeks approval to rezone 35.21 acres to the C-2/Mixed Use zoning district
classification, with the intent of developing the site into a multi-building mixed-use project with
office, hotel, restaurant and parking garage uses. The site is currently zoned R-1/Residential and
is within the West Homeplace Commercial Corridor High Intensity Overlay. It is located at 110

E. 111 Street, at the northeast corner of 111/Pennsylvania. Filed by Jamie Browning of
Browning Investments, LLC, on behalf of The Carmel Redevelopment Commission and Dept. of
Redevelopment.
Jamie Browning with Browning Investments LLC, Roger Kilmer with Ice Miller, and Corrie
Meyer from the Carmel Redevelopment Department presented the project. Mr. Browning said he
is looking at this property as a mixed-use development with potential for offices, hotel, and retail.

- Letter sent. No comments on the rezone.
Ryan Hartman – Clay Township Regional Waste District
- No issues with the rezone. Mr. Hartman said there are a few options for the sanitary sewer
connections, so once developers get plans together, CTRWD can look into it further. Mr.
Hartman said there is sewer available on the east side of Pennsylvania Street, as well as two or
three manholes in this area.

- Mr. Mindham said there are no issues with the rezone.

- No comments on the rezone but as soon as construction plans are completed, the Department
will review.

- Mr. Mishler said each of the phases of the project would require its own permit, and also the
developers will need to work with Ryan Hartman regarding the grease trap requirements for
the restaurant.
Rachel Keesling – City of Carmel Planning & Zoning
- Comment letter sent. Ms. Keesling said the department is generally in favor of the rezone
but would like to talk through the concept plan to make sure there are appropriate transitions
to the neighboring subdivisions. Also, the Department would like to see the connections to the
north and east. Ms. Keesling added that the Department is concerned about the trees in the
northeast corner and would like to see an effort to save these and incorporate them into the
neighborhood. Ms. Keesling said the department would like to know if the developers can
wrap the garages so there can be interaction with the street all the way around the project. Mr.
Browning said he can work through the issues since the drawings are only concepts up to this
point. Ms. Meyer said having C-2 on this property is important as this is a prime corner and
will be a blend of office and residential uses. Ms. Meyer added that a building such as this
would be the best possible use for this parcel. Ms. Keesling said the Department can set up a
meeting to work through their comments.

10:05 a.m. Docket No. 17030024 DP/ADLS: Carmel Coffee
The applicant seeks site plan and design approval for site and building modifications to add a
drive thru to an existing building for a new coffee shop. The existing building footprint is about
1,800 sq. ft., on 0.27 acres. The site is located at 240 E. Main Street and is zoned B-3/Business
within the Old Town Overlay Zone, Character Sub Area. Filed by Max Mouser of Studio A of
Indianapolis on behalf of the owner, Matt Schiller.
Max Mouser with Studio A presented the project. Mr. Mouser said the petitioner is interested in
opening a coffee shop at this space, which is currently a photo studio with residential above. Mr.
Mouser said the exterior would be removed and a façade added, although the details have not
been finalized. Also, Mr. Mouser said the existing parking in the front of the building would be
squared up and enhanced. The driveway to the east would remain. There would also be a drive-
through created on the west side of the building which would circle around and connect to the
front parking lot. Mr. Mouser said there would also be a patio or deck on the back of the
building, and he would like to discuss options such as rain gardens or permeable pavement for
drainage. Mr. Mouser added that the second floor residence would remain, and would possibly
house the person who runs the coffee shop.

- Mr. Hoyes said he will need calculations but he would like to make sure storm water runoff
will not increase. Mr. Mouser said the hard surfaces will increase slightly but he believes the
total will still be under the 70% allotted.

- Mr. Hartman said this project falls outside CTRWD service area.
Daren Mindham – City of Carmel Urban Forestry
- Mr. Mindham said an email comment was sent, however the only landscaping requirement is
for a groomed front yard. Mr. Mindham added that the front yard is defined as the area
between the street and the building line, which in this case will be a parking lot. For this
reason, the petitioners will need to work with the Department to determine what should be
required. Mr. Mouser said there is about a five foot strip between the parking lot and the
sidewalk, and said the hope was to create a slight depressed area with a rain garden, and also
do something similar in the back. Mr. Mindham said for the parking requirements the
petitioners will need to work with Planning and Engineering, but for this plan, he recommends
a Cyprus or shade trees that may take rain garden water.
Jason Stewart – City of Carmel Utilities
- Mr. Stewart asked if this will be a demolition and rebuild. Mr. Mouser said there is an
addition that will be demolished, which will take the house back to the original look. Mr.
Stewart said the Utilities Department will require the sewer lateral to be televised. Mr. Stewart
said Teresa Lewis in Carmel Utilities will need to address the grease trap requirements since
this is a restaurant. Mr. Mouser said even though this will be a restaurant, there will not be
fryers, and any food would be heated in microwaves or toaster ovens.

figured out.
