9:10 a.m. Docket No. 17040016 DP Amend/ADLS Amend: IU Health – North Campus Parking Lot
Expansion.
The applicant seeks site plan and design approval for a new parking lot, on 5.3 acres. 532 new spaces
are proposed. The site is located at 11700 N. Meridian Street and is zoned PUD within the US 31
Overlay Zone. Filed by Joseph Scimia with Ice Miller LLP on behalf of the owner, Indiana
University Health.
Roger Kilmer with Ice Miller, David Lach and Jennifer Lasch with Cripe, and Mark Burcope with IU
Health presented the project. Mr. Kilmer said the parking lot is to the north of the current hospital,
primarily to add parking for employees.
Greg Hoyes – Hamilton County Surveyor’s Office
- Letter sent. Mr. Hoyes said this project is part of the overall master plan and will require an
outlet permit.
Joanie Clark – Vectren Energy
- Ms. Clark said an email was a sent, and there were no conflicts or comments.
Steve Cook – City of Carmel Utilities
- Mr. Cook said the prints were reviewed and approval was sent. There were no conflicts.
Daren Mindham – City of Carmel Urban Forestry
-Comments sent. Mr. Mindham said the issue was minor, and he is waiting for revised plans.
Jason Stewart – City of Carmel Utilities
- Mr. Stewart said this project does not fall within the City of Carmel Sewer district.
Alex Jordan – City of Carmel Engineering
-Mr. Jordan said an email has been sent with comments. He added that they were general
comments, and the Department does not have any major issues with the site.

- Comment letter sent. There are no further comments.

Rachel Keesling – City of Carmel Planning & Zoning
-Comments sent. Mr. Kilmer said in the email response, he included a draft of the public notice.
Mr. Lach said the owner of the property would like to consider lowering sections of the curb on
the east side of the parking lot for easier snow removal. Ms. Keesling said the Department
typically only allows curb reduction when there is a water quality feature. Mr. Jordan said if the
feature is benefitting a Best Management Practice (BMP), this would sometimes be allowed, and
added that the Department recently granted this for a self-storage project. Mr. Jordan asked the
petitioner to send him a sheet showing where these are being proposed it will be considered by the
City Engineer and potentially the Board of Public Works. Ms. Keesling said the parking
ordinance does require a full curb all the way around the parking lot, so this may require BZA
approval as well. Mr. Burcope said the reasoning behind this request is that hospitals never close,
so on occasion there is a need for speedy and continuous snow removal so the hospital can stay
open.
Rodney Johnson – Indianapolis Power & Light
-Mr. Johnson wanted to clarify where the parking is in relation to the existing building, so he can
make sure the existing underground primary line doesn’t create a problem. Mr. Johnson said the
only conflicts he sees would be the two entrances into this parking lot. He added that as long as
IP&L can maintain their five feet of coverage and they are kept aware of where these entrances
will be, they should be able to work around this. Mr. Lach said the developers may have to adjust
a storm structure, but should be able to accommodate this. Ms. Lasch said at the area where these
lines will cross, the new pipe will be six feet deep, compared to IP&L’s line, which is three feet
deep. Mr. Lach added that the stormwater pipe is 42 inches wide, so it is very large.
9:20 a.m. Docket No. 17040017 SP: Waterfront of West Clay, Section 5A.
The applicant seeks administrative approval of the Secondary Plat & Construction Plans for 13 lots
on 12.8 acres. The site is located at approximately 11821 West Rd. and was formerly

called The Sanctuary at 116 Street. The site is zoned S-1/Residence - ROSO III. Filed by Paul
Shoopman of Shoopman Homes.
Rusty Skoog with Weihe Engineering presented the project. Mr. Skoog said this project is a
continuation of The Sanctuary, however because the architecture is being redesigned, the
neighborhood is being re-branded with a new name so it’s identified as a different project.

- Letter sent. Mr. Hoyes said only procedural items are required on this project.

-Ms. Clark asked when this project will commence. Mr. Skoog said the goal is for this project to
start this summer and be complete next spring or fall.

Daren Mindham – City of Carmel Urban Forestry
-Mr. Mindham asked if landscaping will be submitted for this project. Mr. Skoog said the owner
is looking at this as a different product, and would like a row of hedges at the property line, along
with monuments at each driveway, and individual parking areas.

- Mr. Stewart said this project is outside of Carmel Utilities sewer service area.

Alex Jordan – City of Carmel Engineering
-Comments sent. Mr. Jordan said the Department has concerns about the Bio-swale that will be
filled in on lots 108 & 109, and asked if this was shown on the master plan. Mr. Skoog said he
was not sure. Mr. Jordan asked if there is a BMP being proposed to replace this Bio-swale, and
stated that the department would be okay to replace two sump and snout structures at the curb
inlets right before they discharge into the pond.
David Littlejohn – City of Carmel Alternative Transportation
-Letter sent. Mr. Littlejohn said it appears that the ADA ramps are slightly skewed at the
intersection, so these would need to be straightened out.

9:30 a.m. Docket No. 17040018 SP Amend: Bear Creek South.
The applicant seeks administrative approval of the Secondary Plat & Construction Plans, for 32 lots
on 24 acres. The site is located at approximately 14291 Little Eagle Creek Ave. and was formerly
called The Retreat of West Clay. It is zoned S-1/Residence - ROSO III. Filed by Matthew Lohmeyer
of Pulte Homes of Indiana, LLC.
Jay Thorne and Matt Lohmeyer with Pulte, and Brandon Burke with HWC Engineering presented the
project. Mr. Burke said this will connect to the existing Preserve at Bear Creek development to the
north. Mr. Burke said the developers are also looking at connections to Little Eagle Creek Avenue, as

well as 141 Street, although other options are being considered for the 141 Street entrance. Mr.
Lohmeyer said the developers are looking at eliminating this entrance and creating a cul-de-sac
instead. Mr. Lohmeyer said when this project was first being developed, it was to be expanded
st
further to the east, and at that time, the 141 Street entrance would have been warranted. However,
with a smaller subdivision, this entrance may no longer be necessary. Removing the entrance from
the plan would allow the developers to avoid right-of-way considerations as well as potential
problems with homeowners whose properties front this area.

corrections.

-Mr. Jordan said this is under expedited review, and CrossRoads Engineering has sent comments.
Mr. Burke asked if CrossRoads consulted on the thoroughfare or the entrances. Mr. Jordan said
the Department has discussed the entrances and a passing blister, and added that they will discuss

the possibility of the proposed 141
Street entrance changes.

9:45 a.m. Docket No. 17040019 SP: The Prairie at the Legacy.
The applicant seeks administrative approval of the Secondary Plat & Construction Plans for 79 lots
on 5.8 acres, for townhomes. The site is located at approximately 14490 River Rd. The site is zoned
PUD/Planned Unit Development. Filed by Keith Lash of Cal-Atlantic Homes of Indiana, Inc.
Brett Huff with Stoeppelwerth & Associates, and Stuart Huckleberry with CalAtlantic Homes
presented the project. Mr. Huff said the River Road improvements are currently taking care of the
road improvements and frontage of this area.

- Mr. Hoyes said a letter has been sent, and added that the plans incorrectly referenced the 2003
FEMA FIRM panel, rather than the most recent 2014 version.

-Mr. Cook said the Department would like to set up a meeting with the developers.

-Mr. Mindham said there is currently an approved, stamped landscape plans on file, and asked Mr.
Huff to contact him if there are any changes made.

- Mr. Stewart asked for two hard copies of the Legacy extension re-routing sewer plans.

-Comments sent. Mr. Jordan said there are no major concerns except the flood fringe is shown on
some of the northern and western lots. Mr. Jordan asked if there is a LOMR for this area. Mr.
Huff said this is Zone X, or a 500-year flood area, and the 100-year zone is not on this site at all.

The applicant seeks approval to rezone 4 acres to PUD/Planned Unit Development in order to develop

approximately 64 townhomes. The site is located at the SW corner of College Ave. and 116 St. It is
zoned R-1/Residential. Filed by Jim Shinaver and Jon Dobosiewicz of Nelson & Frankenberger, on
behalf of Onyx and East, LLC.

Alexia Lopez – City of Carmel Planning & Zoning
-Letter sent. Ms. Lopez said one issue that has come up is the location of the pond and asked
petitioners to explain the drainage plan for the area. Mr. Shinaver said the developers are
envisioning a dry pond, and the lowest point in the development is the northeast corner of the
development, where the pond is located. Ms. Lopez asked if it is possible to put the pond on the
west side or provide underground detention. Mr. Maple said there will be some underground
detention to go along with the pond, since the pond alone is not enough. He added that the
developers would be open to suggestions on how to make the pond appear more attractive. Mr.
Maple said one of the comment letters showed the roundabout alignment that cut into this area, so
this pond alignment would need to be examined anyway. Mr. Shinaver said he will need to
schedule a meeting between all departments to discuss the plans for the pond.

10:15 a.m. Docket No. 17050002 TAC: Jackson’s Grant Amenity Area.
The applicant seeks administrative construction plans approval for an amenity area for Jackson’s
Grant on Williams Creek Subdivision. The site is located at the northeast corner of Jackson’s Grant
Blvd. and Frenzel Pkwy. and is zoned Silvara PUD, Ordinance Z-553-11. Filed by Doug Wagner of
Jackson’s Grant Real Estate Co.
Brett Huff with Stoeppelwerth & Associates presented the project. Mr. Huff said Doug Wagner with
Jackson’s Grant could not be in attendance, but he will be the main contact for the project. Mr. Huff
said the amenity area sits within section 1-A which was previously constructed, and he added that the
sanitary and water mains have already been stubbed out previously, so no extensions will be required.

- Letter sent. Mr. Hoyes said it appears the landscape plans and the storm plans were not
coordinated because a tree appeared to be planted over an existing storm drain.

-Mr. Cook said if the 1-inch line will not be used, the developers will need to follow
specifications and details to abandon the line.

-Comments sent.Mr. Mindham said one of the main comments involved labeling the trees along
the west side of the plan, as there were several street trees which were not labeled.

- Comments sent. Mr. Jordan said the Department does not have any major issues on the site.

-Letter sent.Mr. Littlejohn said he realized he didn’t include the proper attachment in the letter so
he will provide it after the meeting. Mr. Littlejohn said he was not sure which was the front door,
so he wanted to be sure to note it on the plans. Also, Mr. Littlejohn said he thought it would be a
good idea to have additional racks next to the tennis and basketball courts. As for location, Mr.
Littlejohn said there should be a direct route from the sidewalk or street. Mr. Huff asked about
Mr. Littlejohn’s comment asking for a connection from Jackson’s Grant Boulevard. Mr. Littlejohn
said he would like to see a sidewalk leading to the front door, or a more direct route, so pedestrians
do not need to travel through the parking lot.

Alexia Lopez – City of Carmel Planning & Zoning
-Letter sent. Ms. Lopez asked if the developers have elevations for the building. Mr. Huff said he
has renderings but not elevations. Ms. Lopez asked what lighting will be provided for the
building. Mr. Huff said there will be sidewalk lights, which will be added to the landscape plan.
Ms. Lopez asked about signage on the building and fencing around the pool. Mr. Huff said there
will not be additional signage on the building but there will be a fence around the pool.
