Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. 17050016 Commitment Amendment: Weston Shoppes Outlot. Docket No. 17050017 DP Amendment: Weston Shoppes Outlot. The applicant seeks to amend a commitment made to the Plan Commission under Docket No. 5-98 DP/ADLS to remove a park area and replace with a new building. The site is located at 4000 W. 106th Street and is zoned B-2 within the US 421 Overlay Zone. Filed by Jim Shinaver and Jon Dobosiewicz of Nelson & Frankenberger on behalf of the owner, Weston Shoppes, LLP. Jon Dobosiewicz with Nelson & Frankenberger and Richard Hoover with Hoover Engineering, LLC presented the project. Mr. Dobosiewicz said the petitioners are asking for the Commitment Amendment that would allow the development of a building rather than the green space that was originally approved. Also, the petitioners are asking for additional pedestrian enhancements along the frontage that do not exist today. Mr. Dobosiewicz said the building elevations and other site information would be filed at a later time once the tenant has been finalized. Joanie Clark – Vectren Energy -Ms. Clark asked if gas service will be required. Mr. Hoover said since a tenant has not been finalized he is not sure what the gas requirements will be. Ms. Clark said if gas service is needed, a service request as well as load information will need to be called into Vectren. Theresa Krueskamp – City of Carmel Addressing Coordinator -Ms. Krueskamp said she is just trying to get familiar with the process since she is the new addressing coordinator. Daren Mindham – City of Carmel Urban Forestry -Comments sent. Mr. Dobosiewicz asked if theDepartment would have any suggestions about the landscaping around the bike rack area, and said it is his understanding that the developers will need to look at the existing plan and be responsible for auditing the area to make sure it matches the plans. Mr. Mindham said where the new building would go, there are spots of additional landscaping that does not match the plans. Chris Ellison – City of Carmel Fire Department - Mr. Ellison said once the Department receives consruction drawings, there will be comments. Alex Jordan – City of Carmel Engineering -No comments on the BZA waiver. Once construction drawings are submitted, the Department will review and offer comments.Mr. Dobosiewicz said several items such as the site circulation pattern and drive through need to be established before the actual building design can take place. Page 1 of 3 City of Carmel Technical Advisory Committee June 21, 2017 David Littlejohn – City of Carmel Alternative Transportation - Mr. Littlejohn said one item he’d like to see is the bike parking spread out so if someone would like to access a store on the south end they would not have to park their bike at the north end and walk the length of the building. Mr. Dobosiewicz asked for feedback regarding the bicycle rest station next to the bike path and if there were any recommendations for amenities that could be provided besides benches and bike racks.Mr. Littlejohn said some ideas would be a public bicycle pump or a bike fix station, although these would require regular maintenance. Nick Mishler – City of Carmel Building & Code Services - No comments. Rachel Keesling – City of Carmel Planning & Zoning -Ms. Keesling said after examining the old file, it was the original developer who proposed the park. Mr. Hoover said the developers are trying to offer alternatives to the park that make more sense. Ms. Keesling said one concern that arose involved parking and how many spaces are required, since the use of the building has not yet been specified. If the use will be a restaurant there are not enough spaces, but if it is a bank, there are enough. Mr. Dobosiewicz said the stacking is based on restaurant use. Ms. Keesling said she only counted eight spaces and a restaurant would require 10 spots. Ms. Keesling said regarding the lighting plan, the Department would like to see something more decorative when the building design comes through for approval. Ms. Keesling said one suggestion for an amenity to be added would be outdoor seating areas for the restaurant. Mr. Dobosiewicz said there would perhaps be the opportunity for outdoor dining on the north side of the building. 9:20 a.m. Docket No. 17050011 Z: The Reserve at Cool Creek PUD Rezone The applicant seeks approval to rezone 59 acres to PUD/Planned Unit Development in order to develop approximately 164 dwellings for persons 55 years of age and older. The site is located at the NE corner of Keystone Parkway and 136th Street. It is zoned R-1/Residential within the Keystone Parkway Overlay Zone. Filed by Jim Shinaver and Jon Dobosiewicz of Nelson & Frankenberger, on behalf of Beazer Homes. Jon Dobosiewicz with Nelson & Frankenberger, Ty Rinehart and Paul Claire with Beazer Homes, and Sean Downey with HWC Engineering presented the project. Mr. Dobosiewicz said there are stub streets that adjoin this neighborhood on the north, northwest, and east. He added that there have been several meeting with the City Engineer to discuss how these neighborhoods will be connected. Mr. Dobosiewicz said there will be lots to accommodate duplexes and single-family detached homes. Greg Hoyes – Hamilton County Surveyor’s Office - Letter sent. Mr. Hoyes said most of this site drains to unregulated Cool Creek, so the Department will not be involved. Joanie Clark – Vectren Energy - No comments at this time. Theresa Krueskamp – City of Carmel Addressing Coordinator -Ms. Krueskamp said she is the new Addressing Coordinator and this site will eventually need addresses assigned. He added that the developers will need to have hydrants and asphalt in place prior to wood construction. Mr. Dobosiewicz asked if the Fire Department would be in support of connecting to other stub streets in surrounding neighborhoods, since many of these neighborhoods would prefer to not be connected. Mr. Ellison said generally speaking, the more access, the better. Alex Jordan – City of Carmel Engineering th - Comments issued on the 9. Mr. Jordan said the main concern is that all of the water is being detained and the storm water is being treated. David Littlejohn – City of Carmel Alternative Transportation -Comment letter sent. Mr. Littlejohn said the bicycle and pedestrian plan shows a multi-use path along Keystone. He added that if it’s not possible to build in the right-of-way, the department would still like to see a north-south connection that could connect to the Hagan-Burke Trail at some point. Mr. Dobosiewicz said there are 5-foot sidewalks throughout the site, but the th developers are proposing a 6-foot sidewalk to connect to 136 Street. He added that there would be two locations, both at the common area on the south end, as well as next to Yorktown Woods, where a trailhead would be created along with wayfinding to show pedestrians how to get to the Hagan-Burke Trail. Mr. Littlejohn said for a multi-use path, typically 6 feet would not be wide enough. He added that the standard multi-use path is a 10-foot minimum, which would allow enough space for cyclists and pedestrians to safely share the path. Also, Mr. Littlejohn said there is signage that can be incorporated into the path to show pedestrians where they are located within the network. Mr. Dobosiewicz said he would like to involve Ron Carter and Bruce Kimball from the Carmel City Council in the discussion since there are no other segments in place along Keystone so the developers would like everyone to be in agreement. Nick Mishler – City of Carmel Building & Code Services - No comments. Alexia Lopez – City of Carmel Planning & Zoning -Comments sent. Ms. Lopez said regarding the minimum lot width was listed as 25 feet, but she asked if it is possible to increase this to 50 feet, as most of the lots appear to be almost 50 feet wide anyway. Mr. Dobosiewicz said he will look at these again to make sure it will not be an issue around the cul-de-sacs or curves. Ms. Lopez asked if the villas will be on their own lots. Mr. Rinehart said the residents of the villas will own the lot as well as the unit. Ms. Lopez said on the plat, there appear to be two units on one lot. Mr. Dobosiewicz said there will be an A and a B on each lot. He added that on the secondary plat, this will be listed as (for example) 13A and 13B. Ms. Lopez said she would prefer to see this indicated on the plans right now rather than waiting until later. Mr. Downey wanted to state for the record that if this lot is divided, the actual line may need to be moved at a later time once the house is situated. Ms. Lopez asked if the developer will provide street lighting. Mr. Rinehart said street lighting will be provided and the developers will show this on the PUD. Ms. Lopez said along Keystone a 30-foot buffer is required, and asked if the developers could increase this since it appears they have the room on the plans. Ms. Lopez asked if the petitioners, when connecting to stub streets, could commit to extending any street construction to meet the physical street, and not just to the property line. She added that on occasion, neighborhoods do not pave streets all the way to the property lines, leaving a gap between the physical street and the property line. This leaves the new developers with the responsibility of building on another neighborhood’s property. Ms. Lopez asked about the historical home that exists on the land, and asked if the developers could provide a sketch showing what the lot will look like with the home on the lot.
