Dear Mr. Nelson:
Our office has reviewed the ADLS application submitted by The Linder Company
(Ben Mar) for the Blockbuster Video project at Merchants' Square on East 116th Street.
At this time we have the following comments:

As this site fronts on three roads, it will have two front yards (AAA Way and
East 116th Street- pending dedication and acceptance of the AAA Way and loop
ro)ad to the City). The building setbacks will need to be adjusted accordingly.
Tease mark all easements clearly on the site plan and indicate their purpose.
0/If and when the loop road around the mall becomes a public street,the curb cuts
for this site will need to be reviewed in detail.

floor area. The total number of parking spaces required for an 8,000-square-foot

to be a shared parking arrangement with the National City Bank site to the east,
pl9ase provide or Department with the details.
VAs a reminder all parking spaces must be 180 square feet in area, which can
include a two-foot overhang for bumpers where appropriate.
All rooftop or ground mounted mechanical equipment needs to be shown on the
siO plan and screened with suitable landscaping and/or fencing.
The building elevation provided seems to indicate that this will be a multi-
tenant building. Please clarify the tenancy of this structure.
If not already done, please distribute the plans to the members of the Technical
Advisory Committee immediately in preparation for the April 15th meeting. Our office
will need to receive a copy of any correspondence from the committee members.
Once revised plans addressing all concerns are submitted, a docket number for
this project can be issued and the project can be placed on the next Plan Commission
agenda.

Dear Mr.Nelson:
Thank you for submitting the information regarding the existing National City Bank building in Merchants Square.
Based upon your submission,additional water and sanitary sewer availability fees are not required. The E.D.U.
calculation for the previous usage for the NCB and F.C.Tucker buildings is less than the E.D.U.calculation for the
proposed usage for Blockbuster and the new NCB buildings.
• We understand that the right-of-way of the ring road has been dedicated to the City. Even though there are curb
cuts at this location that are to be utilized with the new construction,we are asking that you request Commercial
Curb Cut approval from the Board of Public Works and Safety. Please enclose an 81/2x 11 reproducible site plan
drawing indicating the curb cuts.
• The contractor connecting/reconnecting water,sanitary sewer and storm sewer service lines and mains must be
bonded with the City of Cannel. This office has a listing of current bonded plumbers/excavators.
• This office will require five(5)sets of certified construction plans. The City Engineer will approve the drawings.
This office retains two sets,two sets are retained by Cannel Utilities and one set will be returned to the
developer/contractor to be kept on the construction site.
• There does not appear to be a requirement for a Street Cut/Right-of-Way Permit for this project. However,it the
entrances from the ring road are to be modified or if any water,sanitary or storm construction occurs in the right-of-
way of the ring road or AAA Way,a permit and bond will be required.
• The only outstanding item is the issue of easements for storm sewers. I understand from the T.A.C.meeting,this is
to be resolved.
The next available Board of Public Works and Safety meeting is scheduled for June 17,1998. Our agenda deadline for
submission of items(Commercial Curb Cut request)for this meeting is Friday,June 5th. The project requires Plan
Commission and/or BZA approval before it will be placed on the Board of Public Works and Safety agenda.

are 100'4"x 56'. The second floor is the same dimension as the first floor. The total
square footage of the entire building (first and second floors)is 11,233 square feet.
The proposed new building is 8,500 square feet (65'x 100').
The previous and existing occupants are as follows:

Dear Mr.Nelson:
We have reviewed the plans for the proposed Blockbuster retail facility to be located within Merchant's Square.
Following are comments generated from this review:
• Our Water and Sanitary Sewer Utilities will submit separate review letters.
• We assume that there are no modifications planned for the existing entrance. If there are not,Commercial Curb Cut
approval from the Board of Public Works and Safety will not be required.
• I believe the outlot buildings were not included in our original discussions regarding additional sewer and water
capacity requirements. The new bank building did not require additional capacity since the business usage
remained the same(office)and building size was approximately the same(or a little less)as the original building.
The new Blockbuster building is a different classification. The previous building was classified as office @ 0.5
EDU's per 1,000 square feet of office space. The Blockbuster facility is a retail establishment @ 1.0 EDU per
1,000 square feet of retail space. Thus,Board of Public Works and Safety approval would be required for an
additional 4.0 EDU's of Sewer and Water Availability(8,000 square feet @ 0.5 EDU difference between office and
retail classification.
• The additional Connection Fees for this facility would be:
Water — 4.0 EDU's @$1,310.00 per EDU=$5,240.00
Sanitary— 4.0 EDU's @$ 795.00 per EDU=$3,180.00
Total $8,420.00
• The contractor reconnecting water and sanitary service lines must be bonded with the City of Cannel.
• Please submit drainage calculations for the project.
• Please indicate and label all existing utility easements on the plans.
• Please label all existing utilities,structures,pipes,etc. as existing or proposed.
• Depending on timing of street dedications,work in existing street right-of-ways will require a Street Cut/Right-of-
Way Permit and$2,000.00 Street Cut Bond. There does not appear to be a requirement for a permit for this
project.
There may be additional drainage comments at the T.A.C.meeting. The drawings will be reviewed for drainage issues.
