HomeMy WebLinkAboutMinutes TAC 05-20-98 TECHNICAL ADVISORY COMMITTEE MAY 20, 1998 Members present were: Mark Monroe,DOCS;Dick Hill, Carmel Engineering;Paul Amone, Carmel Utilities; Steve Cash, County Surveyor's Office;John South,Hamilton County Soil& Water Conservation; and Mark McCulloch,Hamilton County Highway Department. Lost Oaks at Haverstick, Section 2, SP Petitioner seeks approval(Secondary Plat)to construct 65 lots on 26 acres. The site is located north of the northwest corner of 1314 Street and River Road (north of the Prairie View Subdivision.) The site is zoned S-1/Residence(cluster option ordinance subdivision.) Filed by Tom Kutz of Centex Homes and Ed Fleming of Stoeppelwerth and Associates. Tom Kutz of Centex Homes, Dennis Olmstead and Ed Fleming of Stoeppelwerth and Associates were in attendance for the petitioner. Tom Kutz gave a brief overview of the proposed development. Comments: - County Surveyor's Office, Steve Cash says internal storm sewers are in Carmel's jurisdiction. Regarding reconstruction of Warner drain—suggest handle as one reconstruction and build in phases. Petitioner inclined to develop dry detention area; petitioner does not anticipate any reconstruction of tile. Steve Cash will handle as previous sections. Section II will need outlet request. Petition submitted to reconstruct and relocate drain. Show revisions on Sheet 2. Existing tile outlets into lake. -Hamilton County Soil&Water Conservation,John South has submitted comment letter. Concerns: 1) Drainage behind lots 142 thru lot 164--Kutz says beehive behind 142. Concern regarding topo as to accuracy; drainage pretty tight. South recommends petitioner install tile adequate to resolve drainage thru main swale—will only be utilized if necessary. Consider upgrade in size of swale. 2) Conservation comment, recommend utilize/harvest any useable lumber. Lots 140 and 41—drainage swale constructed along rear not shown on plans. Lots 100 thru 117 backing up to ditch--top of bank higher than grades at rear of lots—petitioner says top of bank to be shaved; selective clearing to be done. Petitioner to check with Mike Hollibaugh regarding tree preservation on site. John South requests revised set of plans; suggests petitioner show 100 year elevation on plans. Development plan to be labeled at southeast corner as common area. Recommend temporary seeding on lots 100 thru 117 to prevent sediment from open ditch. Erosion control plan—recommend blanket seeding completed within 2 weeks of installing 48 inch culvert pipes at north end of project. John South recommends extending silt fence in a few areas. Maintenance requirement for stone access drive and silt fence. - County Highway, Mark McCullough questioned entrance to existing west exit of school. Letter received from Capt. Wyler . Petitioner says school to abandon southern most entrance off River Road. Curb cut for entrance from school to main boulevard. School is widening River Road at school to 146th Street. Petitioner has agreed to widen south bound lane of River Road to 12 feet in width with 3 foot shoulder to entire length of frontage. Petitioner also to provide resurfacing of River Road from 1314 to 146th Street and has also committed to install 1 s:\minutes\tac1998may west bound lane of 1311 Street to a 15 foot width with three foot chip and seal shoulder. Petitioner also installing accel/decel and passing blisters. - Cannel Utilities, Paul Arnone says most comments addressed. Reimbursement for difference between 8 inch and 12 inch line. Utilities contemplating having valve shut off at "T" on hydrant. Petitioner requests detail. Arnone says sanitary sewer looks good. - City Engineer, Dick Hill says reimbursement agreement to be completed and approved by Board of Public Works. Warner drain is legal drain—easement on section one. Need enforcement for section one—new easement to be established. Emergency overflow, homeowners to be aware of emergency overflow—petitioner to provide statement on plot plan for lots 83, 98, 97, and 82. Policy regarding perimeter roads. City consistently asks developers to widen to 15 foot half with 3 ft. stone shoulder, required from both sides if developer owns both sides within platted area. Dick requests meeting wit petitioner, Kate, and County Highway Dept. to iron out. City requires cross section of River Road for any improvements. - DOCS, Mark Monroe says most concerns addressed. Signage & location requested, also tree preservation detail for trees VS drainage. Blockbuster Building(ADLS) Petitioner seeks approval (Architectural Design, Landscaping, Lighting, and Signage) to construct an 8,000 square foot retail building on 2.5 acres. The site is located on the northeast corner of 116th Street and AAA Way. The site is zoned B-8/Business. Filed by Craig Hessee of the Linder Company. Jim Nelson, overview. Also present Phil Warrenburg of Weihe Engineers and Craig Hessee of Linder Co. Revised plans provide for 6500 square foot building. All else remains as originally submitted. COMMENTS: - Carmel Police Dept., letter from Michael Fogarty stating nothing in plans to hamper law enforcement efforts. -County Surveyor's Office, Steve Cash no comments. -County Soil&Water, John South no comment. - City Utilities, Paul Aurone says plans look good. External meter pit? Petitioner responds in the affirmative; city requires access. City will require backflow device on inside of building. sanitary sewer line OK. - City Engineer, Dick Hill has reviewed plans. Outiots to be looked at on individual basis regarding sewer access and availability. Commercial curb cut already in existence; no work to be done in right-of-way. Only question is easement. -DOCS, Mark Monroe sent comment letter, revised plans received. Most comments relate to ADLS review (color elevation of buildings, signage detail, lighting plan levels of illlumination to be confirmed at point three foot candle. Revised parking plan not yet reviewed. One parking space required for every 200 square feet of floor space area computes to 32/33 parking spaces required. Petitioner says a shared parking agreement exists with NCB. Mechanical is roof top--to be screened with fencing or parapet wall—needs to show on site plan. Single tenant building. Comments to be submitted on landscape plan. Mark concurs with Dick Hill regarding easement Iocation. Petitioner is in process of creating an easement description for all utilities. Mark questioned building design which fronts east; petitioner says tenant needs wall s:\minutes\tac 1998 may 2 space; Department suggests continuing dryvit/stucco tenant could possibly have three signs due to frontage on public streets. Building design in keeping with uniformity of mall. Some concern expressed by Plan Commission members regarding window signage and/or signage at back of building, for instance yellow sun rising as a backdrop. -Cannel Fire Dept., comment letter from Stan Puckett requests knocksbox and information as to sprinkling building.
