New structure is proposed at intersection of Scottish Bend and Lynnwood Boulevard on east side adjacent to golf course. Plans have been sent to TAC members—some comments received. COMMENTS: - Carmel Fire Dent., Stan Puckett says review letter sent. At present, John Harder says no plans to sprinkle building, if so, Fire Dept to look at again—petitioner will verify. Petitioner agreeable to imocksbox installation. -City Utilities,Paul Arnone, review letter sent; petitioner has.addedline sizes to plans—two inch service to building, existing six inch lateral stubbed from existing sewer; grease trap will be included in design. Plans are for inside service linetmeter setting. If bldg. to be sprinkiered, suggest six inch line for sprinkler system into building installed at same time and designed together with service line. Erosion control plan provides for protection for lake, outlet, golf course, inlets to be placed on site and to protect golf course. KARRINGTON OF CARMEL (ADLS/TTV' Petitioner seeks approval (Architectural Design, Landscaping, I_ihring, and Signage, and Use Variance)approval to construct a 40,000 square feet assisted living center for senior citizens on 3.17 acres. The site is located at 301 Executive Drive within the Executive Commons area.. The site is zoned B-8Business. Filed by Andy Weeks or the Karrington Communities. Proposed is a two story, assisted living f ciiity to house Alzheimer residents or other senior citizens affected with cognitive impairment. Existing acuities in Cleveland, Columbus, and Dayton, and two under construction in Indianapolis. Project exterior and interior to be residtsrial in nature. Typical resident is mid-80's, Bail. Facility is alternative to nursing home care, Licensed by State of Indiana as comprehensive care fariiity. C0IN MENTS: Carmel Fire Dept., Stan says comment letter sent—as yet no response—petitioner says overlooked. Petitioner to sprinkle building. Petitioner & Fire Dept. to meet and discuss fire dept. connection. Petitioner agreeable to knocksbox installation. Height (8t width) of main entryway to accommodate ambulance—petitioner to doublecheck. Installation of additional fire hydrants? Petitioner says will re-evaluate. Limited access to all sides of building— i especially kitchen area, petitioner to work with Fire Dept. Delivery area? Petitioner says no -- semi-trucks, only step van delivery—no loading dock. Petitioner to meet with Chief of Fire regarding site plan. - City Utilities, Paul Arnone says revised plans reviewed and comment letter sent—major concern regarding 8 inch line and splitting to 6 inch outside in a vault—flat acceptable. Water line to property into existing "r--require 18 inch separation between sewer and water lines; back ow device needed; kitchen required to have grease trap. - County Surveyor. Steve Cash no comment. - County Soii & Water, John South says drainage flow from north to South needs to be maintained; sheet drainage offsite to adjacent properties. Original overall site plan may have been directed internally to detention basin—petitioner sheeting over half the site to east or south—manhole on southwest corner flows what direchon? Surrounding storm sewer may not have capacity for subject site; design plan for commercial park? Draining to detention area at northwest corner of site—a large portion does not. Erosion control under jurisdiction of Rule 5—Request toll size sheet of erosion control plan, and will send a review. Traffic Issue: study to be submitted; 38 spaces shown on plan more than petitioner requires—parking for staff and 18 spaces for guests; one parking space for every two units. COMMENTS: -Carmel Fire Dept., Stan Puckett says comment letter sena requests meeting with petitioner regarding sire hydrant locanons and sprinkler location, also knocksbox. - County Highway, nra Neal says comment letter sent to petitioner, curb detail OK. Petitioner will work with highway dept., permit form needed for driveways. - County Surveyors Office, Steve Cash needs outlet request permit for Park Northwestern drain to the south on west side of 421. Condition of swale? Petitioner says State Highway is developing improvements on 421—petitioner hopes to be picked up by State storm system. Steve Cash recommends safety ledge on ponds—Steve Cash suggests meeting with Mark Obereil and petitioner. - County Soil & Water, John South says at rezone of property, drainage ran thru Estridge property—now being radically changed and John South does not like to see it redone. Hamilton Business Park to south has design for roadside swale culvert of handling drainage coming their way from this project Drainage improvements shown to south are not adequate according to previous engineers design. Condition of entrance culvert downstream at 106th? Not known to petitioner. Property to north drains to the south. - Tnriinna Gas Co., Mary Shultz says gas is available in area and can serve. - Indianapolis Water Co. Pam Waggoner says 15 inch math at 106th Street requires fee for connection--no tap fee for Michigan Road main. DOCS, Mike Hollibaugh says directional islands to be located at ends to serve for traffic circulation, especially entrance off Michigan Road. Choice of plant species not good.— viburnum and bayberry too tail for site as well as hammer maple and magnolias are site problems for future. Potential disease problems with ban Pines at perimeter buffer. Mike will submit comments in letter form. -DOCS, Mark Monroe says review letter submitted July 1st. Original survey indicates two separate parcels--petitioner says one parcel of real estate, two building, under one ownership. Summary of roadway improvements: Mark Obergfeil says proposal on 421 involves creating a iuil width right turn lane along 421 the entire length of property, varies from 6 to 9 it. for a 12 foot lane, 170 r3:taper into normal traffic lane (will be torn out in a few years for redo by INDOT). Widening along 421 to create decal lane, affil width right nun lane into development, and lett turn.lane into development as well as providing for three traffic lanes. Summary of updated traffic study..by Bill Featibach: new traffic count in March- -issue of curb cuts, Mark says current pian does not align cuts, petitioner reviewing. Mark suggests recommending to DOT that they reconsider and perhaps combine curb cuts to accommodate traffic for both Marsh and Village Pantry farther north—three cuts not really needed—petitioner to review. Mark says foundation plantings required for Village Pantry, and canopy for gas station: parking requirement for Vinage Pantry needs to be redone and parking lots curbed. Petitioner states he is not acquiring : acre parcel to the east. BEESON SURGERY INS frru rE (DP/ADLS) Petitioner seeks approval (Development Plan and Architectural Design, Landscaping, Lighting, and Signage) to construct a 15,000 square feet office building on 6.137 acres. The site is located on the southwest corner of 136th Street and U.S. 31. The site is zoned B-5/Business. Filed by Jim Nelson of Nelson and Frankenberger. In attendance: rim Nelson, attorney; Paul Shoopman, Dura Builders; Jim O'Bara, Weihe Engineers; and Bill Fehribach of A&F Engineering. Petitioner seeks approval (Development Plan and Architectural Design, Landscaping, Lighting, and Signage) for a 15,000 square feet office building on 6.137 acres. Trac statement prepared by A&F Engineering submitted (update); executed non-opposition letter submitted.. Plans are for the construction of a single story, brick masonry, medical, professional office building within the triangle formed by 136th Street and U.S. 31 which would house Dr. Beeson's practice; minimal space available for other related fields. Single point of ingress/egress from 136th St., building to be oriented to U.S. 31. Parking area around the building, not lighted COMMENTS: -Carmel Fire Dept., Stan Puckett questioned if building to be sprinkiered; petitioner says not required at this point, if so, petitioner to get with Stan prior to construction. Petitioner agrees to installation of knocksbox. - County Highway, Jim Neal defers to Terry Jones - County Surveyor, Steve Cash says no permit required for this project; request berm be constnrted so as not to be compromised during high water. Suggest outlet into Little Cool Creek be rip-rapped and held in place by screen. -County Soil& Water, John South says letter submitted; petitioner will provide easement for channel and major drainage way; drainage improvements needed for 136th Street roadside ditch. - Indiana Gas Co., Mary Shuitz no comment - Tnciiananolis Water Co., Pam Waggoner does not have plans; it their jurisdiction, will require main extension. - DOCS, Mark Monroe says most items addressed. ADLS items referred to Gary Weaver for cornments—no drawings recd. as yet. Traffic Summary, Bill Feanbach: Two scenarios: one for 25,000 sq. a. bldg. one for 40,000 sq. i. bldg; trip generation report 7,L-5 for medical office is 37 cars, (90% of traffic would be coming orr Meridian Street); petitioner not adding to intersection because of hours of operation and reduction in sq. footage of buildings. Proposed curb cut location: temporary curb cut allowed orf 136th Street to be removed at such time as property to west developed and Oakridge Road installed—curb cut then allowed off west property line and 136th Street cut eliminared, - DOCS, Terry Jones gave brief history of area: rezone occurred in 1988, in 1989 R&K Development proposed a project at this location; at that time, there was a good deal of discussion regarding roadway commitments; as a result, R&K withdrew its proposed development. Roadway cortuaimnents included participating in improvements az 136th Street and Meridian (right turn lane, exit!or 136th Street, sidewalks on north side of 136th Street within ROW, overall improvements.to-south side of 136th Street, participation on lair share basis of long term improvements regarding traffic at intersection of 136th Street, US 31 and Oakridge Road, maintain highway right-of-way adjoining the property and remove existing fencing. These commitments made by other property owners in area such as Flynn&Zinkan, etc.) Curb cut of significant concern; anal decision was that a temporary curb cut would be allowed off 136th Street—to be removed at such time as property to the west is developed and Oakridge Road installed; curb cut would then be allowed on west property line to Oakridge Road and the one orf 136th Street would be 4iminared. Comments on landscaping plan from Dept. forthcoming. - County Highway Dept., Jim Neal in favor of old, proposed commitments and stub out to proposed Oakridge Rd. would be primary access at development; access off 136th Street would be closed. - Jim Nelson will review prior commitments and get back to Terry Jones—Would like to appear at August Plan Commission meeting. THE BEAUTY CENTER (DP/ADLS) The petitioner seeks approval (Development Plan and Architectural Design, Landscaping, Lighting, and Signage) to construct a 9,000 square feet retail center on 1.035 acres. The site is located at the northeast corner of 96th Street and Michigan Road. The site is zoned B-2Business. Filed by Stephanie Baker of the Suntory Corporation. In attendance: Mike Walsh, attorney for Mai Luu; Gordon Mess and Stefanie Baker of Suntory Corp. Architects. Subject site lies due east of Friendly Foods at 96th Street &Michigan Rd. and is part of subdivision(vacant house) that is encroarhing on lot to the east; directly south is McDonald's. Petitioner intends to build one and one-half story Beauty Center to house cosmetic business. The petitioner would occupy approximately one-third of the space on the east end; service shops on west end of building; office space upstairs. Storm water contained in parking lot and metered outflow; perimeter landscaped; fence proposed around perimeter. Parking space more than adequate; petitioner willing to install sidewalk across front of property. CONMYIENTS: - County Surveyor. Steve Cash has not yet been able to review calculations; petitioner confirms that drainage is contained on site and lows to 96th Street sight-of-way. (to intersection, south, :hen southwest. No problem with discharge—does not wish to overload roadside ditches. Steve Cash requests existing swale be rebuilt; may request applicant sign a. petition for drainage study in area. Steve Cash says there is no good storm sewer system in area to east (Crooked Creek watershed). Steve Cash will submit review letter. No major problem with site. - County Highway, Jim Neal says comment letter sent; concern with using roadside swale as discharge—does not want additional water standing in swale. - County Soil& Water, John South expects erosion control plan. Detention calcs—would like hydrographs rather than volume figures. Important not to block drainage from north and east properties—request verification; recommend pipe size and culvert inverts show on plans as well as erosion control for ditch, seeding;would recommend one width of erosion control mar down middle of swale. - Indiana Gas Co., Mary Shultz gas available? (petitioner says no) Mary Shnit,will look into. - Indpls. Water Co., Pam Waggoner requests detail of domestic service and fire protection needs three sets of plans. -DOCS, MarkMonroe requests lists of adjacent property owners for notification; summary of roadway improvements between petitioner and County Highway (see Co. Highway comments). Curb cut OK, any improvements need permit, driveway permit needed. Dept. requests traffic statement for peak hours of traffic generation; full traffic impact study may be needed. Project on west Carmel Drive to rear of existing Top Value—propose to rework existing truck dock and warehouse space; some parking to be added in previously landbanked space plus some addition. Retention basin to be revisited. COMMENTS: - Carmel Fire Dept., Stan Puckett says comment letter sent; petitioner intends to have a firewall and not sprinkle the building. MERCHANTS SQUARE WEST BUILDING (ADLS) Petitioner seeks approval (Architectural Design, Landscaping, Lighting and Signage) to construct a 26,000 square feet shopping center on 5.9 acres of land.
