Monroe, AICP Planner Department of Community Services One Civic Center Carmel, Indiana 46032 Re: Merchants Square West Building - ADLS Dear Mark: In response to your August 5, 1996 review letter regarding the above-entitled matter, please accept the following: Application. 1. We acknowledge that the application is complete as filed. ADLS: 1. Please find enclosed a traffic statement prepared by A & F Engineering in connection with the use of the West Building. A Traffic Impact Analysis is being completed for the entirety of Merchants Square and will be forwarded to you upon receipt. 2. The Linder Company plans no roadway improvements in connection with the West Building; however, roadway improvements are contemplated in connection with the Development Plan for Merchants Square. 3. Weihe Engineers has been advised to indicate all easements on the site plan. 4. The following are the comments to the July 31, 1996 memo regarding landscaping: (1) Even though The Linder Company acknowledges the concerns associated with crabapple trees, it remains their desire to retain crabapple trees as part of the Landscape Plan. Mark T. Monroe August 13, 1996 Page 2 (2, 3) Please find enclosed revised plans prepared by Weihe Engineering which address items 2 and 3 in the landscaping memo. Following your review, should you have any questions about the adequacy of the revised plans addressing the comments, please contact us. 5. We acknowledge that the parking lot is required to be paved and curbed. 6. It is the belief of The Linder Company that to install a sidewalk adjacent to the AAA Way frontage at this time would serve no useful purpose, inasmuch as the northern terminus point for the sidewalk would be the fence which surrounds the post office and could, in fact, encourage people to enter an area unsafe for pedestrian traffic. However, AAA Way is to be redesigned as part of the overall Development Plan for Merchants Square, and, in connection with the re-routing of AAA Way in this area, The Linder Company is willing to install a sidewalk adjacent to it at that time. 7. Please find enclosed revised drawings showing the dimensions of the building, materials and colors, as requested. 8. Please refer to the lighting plan which has been previously submitted. The Linder Company has no objection to the proposed lighting to be .3 footcandle at the property line. 9. I have been advised that no ground-mounted mechanical equipment will exist, and that all mechanical equipment will be roof-mounted. Please find enclosed revised drawings indicating the screening of the roof-mounted mechanical equipment. Should you have any questions, please contact me. The past use of crabapple trees in the Carmel area i created concerns in the business community of business and sign visibility. Also, the cam ii, ieslef crabapples grow to heights and spreads which often interfere with delivery truck tr:i c, damaging both vehicle and tree. 1 It is recommended that you replace the majority of the crabapples with +:l ictuous canopy trees, such as White Ash or Honey Locust which, among other reasons.. an be maintained to keep their canopies up as they mature, and allow clear visual access to ,•UI p fronts and building signs. I 2. Species Selecton. Suggest providing species diversity within the shrub 1 rlantings in the parking area perimeter. This can be attained simply by alternating spec;4 s massings with a different low growing species, such as Hydrangea (macrophylla) or Qui lice, or Spirea. 3. DOCS Guidelines for landscape bufferyards between commercial uses (I ost Office and Merchant's) suggest planting: three (3) deciduous canopy (shade)treesand five (5) deciduous ornamental trees per 100 linear feet.
