The following are comments that need to be addressed and plans updated accordingly: Application: •The application is complete as filed. ADLS: •A statement of traffic impact needs to be submitted. 'Comments on the landscape plan are attached for your review. .As a reminder, the parking lot is required to be paved and curbed. 'Sidewalks should be installed along the AAA Way frontage. .The building elevation drawings need toshow the dimensions shownoat the P1an building, Commission and colors. Samples of the materials will need to meeting. 'We recommend .3 foot candles at the property lines for the proposed lighting. -Any outdoor or roof-top mechanical equipment needs to be shown on the site plan. This will need to be screened with suitable fencing or landscaping. .All correspondence from the Technical Advisory Committee will need to be submitted to our office. Species Selection. The past use of crabapple trees in the Carmel area has created concerns in the business community of business and sign visibility. Also, the canopies of crabapples grow to heights and spreads which often interfere with delivery truck traffic, damaging both vehicle and tree. It is recommended that you replace the majority of the crabapples with deciduous canopy trees, such as White Ash or Honey Locust which, among other reasons, can be maintained to keep their canopies up as they mature, and allow clear visual access to shop fronts and building signs. 2. Species Selecton. Suggest providing species diversity within the shrub plantings in the parking area perimeter. This can be attained simply by alternating species massings with a different low growing species, such as Hydrangea(macrophylla) or Quince, or Spirea. 3. DOCS Guidelines for landscape bufferyards between commercial uses (Post Office and Merchant's) suggest planting: three (3) deciduous canopy(shade) trees and five(5) deciduous ornamental trees per 100 linear feet. In addition to the previous comments from the July TAC Meeting, which were: 1. Sewer and water availability will need to be obtained; 2. Commercial curb cut will need to be obtained; and 3. Additional detail for detention and drainage would need to be provided (requirements for the first two items include the showing the building square footage and including a legal description of the property), I have a few comments regarding the site's proposed drainage layout. I have tried to reach Phil Warrenburg of Weihe Engineers to discuss a few questions I have on the determination of the parameters used in the drainage calculations, such as: (1) what are the factors used in determining the discharge rates shown as existing (i.e. "c" factors, intensities, times of concentration, etc.); (2) the report mentions Areas 1 and 2, but I did not find any corresponding map or exhibit; and (3) is it stated in the report what the actual capacity of this 48" underground system is? (i.e. 4 - 170' lengths of 48" pipe laid at ? slope can hold ?ac-ft of runoff) My basic questions are the same as they would be for any site being considered for development, but I cannot follow the drainage narrative as it is presented. I think all the necessary calculations have been done, so I believe it is just a matter of clarifying this information for me. I have a couple of other comments on the proposed underground system: The entire system will need to be moved to the north such that it will be a minimum of 10 feet from the existing sanitary line located at the south edge of the parking lot. I don't think this will be a problem, as it is just a lateral move northward along with an extension of the connecting 6" pipe. The invert depths and cover over the pipes are unclear and will need to be clarified. The detail of ' the schematic section of the system (Sheet C4) shows the pavement section(which by another detail on Sheet C3 indicates a total of 9" of depth) above the 12" minimum compacted fill over ONE CIVIC SQUARE CARMEL,INDIANA 46032 317/571-2400 the pipes. As the pipes themselves are 48" in height, the proposed T.C.'s and inverts will not accommodate these depths. We will need to discuss how this will be modified. The Sewer Structure Schedule table calls out Structures 9, 10 and 11 as Type 3 Structure. I did not see a detail for this `structure Type. Also, it is unclea• as to the center body or unit where the 48" pipes come together. Can this be shown, or perhaps explained in further detail to this office? August 9, 1996 CARMEL,INDIANA 46032 Jim Neli.on Nelson & Frankenberger RE: Merchant's Square Dear Jim, These are our comments and concerns about the proposed building in Merchant's Square: Water: The plans did not specify the size of the line used to service this building. The City of Cannel Utilities is going to require that the building be master metered and have a master backflow device. After the backflow device, you may have as many individual service lines as you need to supply each unit. We have found that this is the best way to handle buildings of this type, as it avoids many future potential problems. Also, as of now we believe the water main that you will tap into for service is a public water main. If we find at a later date that it is indeed a private line, we can deal with that matter then. Sanitary Sewer Please be aware that there were no specifications noted for the sanitary sewer manhole casting frame and cover. We require that all sanitary castings be R-1642.
