I have reviewed the plans for this project and have the following comments.
1. This project does not affect a county regulated drain. Therefore,no permits are required from this
office, Approval for the drainage system will be made by the City Engineer.
2. I would recommend showing a detail of the underground detention system.
3. It is recommended to show the detention system outlet on the grading and drainage plan sheet.
4, A profile of the storm system would aid in the review of the plans.

First, thank you for your thoughtfulness in providing me with a revised agenda for
Wednesday.
Secondly, Dick Proffitt, of The Linder Company, has hand-delivered plans to the
following members of the Technical Advisory Committee. Obviously, I don't expect them too
have reviewed them in preparation for the meeting, but I thought you should be aware as to
whomhas received plans: Kent Ward; John South; Kate Boyle; Stan Puckett; Michael
Fogarty; Paul Amone, and LuAnna Stephens.
Inasmuch as this parcel of real estate is within the City of Carmel, I thought that these
w ere the only reviewing agencies having a jurisdictional interest therein. The utility companies,
PSI, Indiana Gas, etc., currently provide service to the area and are familiar with the project.

On August 20, 1996, The Linder Company, the proposed purchaser of the real estate
commonly referred to as Keystone Square and now to be known as "Merchants Square," will
present to the Carmel Plan Commission its ADLS request for the construction of a new 26,200-
square foot commercial building, commonly referred to as Merchants Square West Building,
pursuant to the plans filed with the Department of Community Services. In connection therewith,
please find enclosed for filing with the Cannel Plan Commission informational booklets prepared
by the Applicant.
By way of a copy of this letter to Mark Monroe, I am also providing him with a copy of
the informational booklet for the permanent file of the Depaitinent of Community Services.
