HomeMy WebLinkAboutDOCS/TAC Correspondence MEMORANDUM TO: Mark Monroe FROM: Kate Boyle DATE: November 19, 1996 RE: Comments on Projects on Agenda for Plan Commission Meeting 11-19-96 Keltner Site: This office had previous meetings and discussions regarding access and a potential curb cut along Carmel Drive - IF it were to be granted off of Carmel Drive (No approval was given, this is granted by the BPW). The location was evaluated for safety, and primary concern was for adequate sight clearance (horizontal and vertical). Merchants Square:, Basic issues involving: Traffic Circulation (internal/external), Parking Lot Movement, Intersection Modifications and Maneuvering, Road/Pavement (ivscf Details, Drainage Improvements, Proposed Traffic Light, Utility Line 61" t e Relocations, Pedestrian Improvements and miscellaneous items have been discussed and are being addressed in ongoing meetings and updated plans. AutoZone: No major issues. This office has discussed adding storm sewers to improve the drainage on the site, which have been included and addressed on the plans. There is still a question as to if the property to the south will agree to the access easement for the south entrance. The modification to the existing curb cut on Medical Drive will need to go to the BPW. Liberty Healthcare: This office reviewed the site plans and had some issues with the storm sewers/drainage, which have been modified to our satisfaction. There is one issue with the curb cut on the north end of Technology Drive. This will be addressed at the next BPW Meeting (12-4-96), where this office will recommend the approval of this cut, with the condition that if and when the City is asked to take the rest of Technology Drive (the portion to the south is privately owned), the City be allowed to reevaluate the need for two curb cuts for this property, and the modification or elimination of one may be requested. NE -Keystone Way/perimeter road (Keystone Way East), 2. NW - AAA Way/perimeter road, 3. West - AAAWay/Carmel Medical Drive, and 4. SW - AAA Way/perimeter road Roads • Pavement/parking lot asphalt thickness • Roads intended to be accepted by City, meet current standards utilized by City • Required improvements (i.e. curbs, sidewalks, drainage improvements, etc) • 116th Street changes, center lane/turn lane - will this need median improvements? • Carmel Drive changes - Light at AAA Way needs redesign, still permit left turns at Keystone Way? Drainage • Evaluate current drainage analysis, determine increases to peak flows due to modifications to site • Criteria to look at: typically 100 year developed Q's held under the 10 year pre-developed Q's, but due to existing condition being developed, will look at effects of increased impervious surfaces only, want to check possibilities of detention (either ponds or within pipes) if peak flow rates (after development) leaving site are higher • Erosions control devices shall be in place during all construction, want no sedimentation in runoff from this area, residential areas downstream are extremely sensitive. it ® sane October 9, 1996 IP:00 q41 . The following comments need to be addressed and plans updated accordingly: Application: The application is complete as filed. Site Plan: t '. The specific proposed uses for the facility need to be presented. 0 A parking summary needs to be provided showing how the required and provided number of parking spaces were derived. yam.rr-T ? As a reminder, any new parking lot areas need to be paved and curbed. 0 The traffic circulation of the site needs to be discussed in detail. A few areas of concern (but not including all of them) include the intersection of AAA Way and Medical Drive East, the reconfiguration of the Merchant's East Drive, and the reconfiguration of the parking lot in between the present location of the movie theater and the present shopping center. ADLS: t/ The proposed colors of the building materials need to be submitted. Colored elevation drawings need to be submitted, as well. 6 The height of the proposed entrance signs needs to be labeled. The foot candle limits need to be labeled on the site plan. The Department recommends a foot candle limit of.3 at all property lines. Our department needs to receive a copy of all correspondence from the Technical Advisory Committee. Sidewalk location(s). This plan does not clearly show the locations of proposed sidewalks, nor provide any hint of a pedestrian circulation system. Sidewalks should be included to connect 116th Street with the building; connect Carmel Drive with the building, and connect 116th with Carmel Drive. It is also my suggestion that a sidewalk be constructed along 116th Street, consistent with the newly constructed sidewalks on east 116th. 2. Parking Lot circulation. Traffic control within the Merchant's parking lots should be in the form of curbed traffic islands. These traffic islands should be located at the ends of each parking row, and landscaped using shade trees and vegetative groundcover. 3. Parking lot screening. In areas of the parking lot where the fronts of vehicles face the public way, a low shrub planting buffer should be provided. A planting scheme that is consistent with the Merchant's West building is recommended. 4. Loading Area, west elevation buffer. This area appears to be suffering from a lack adequate attention. A greater degree of architectural detail should be given to the visible portion of the west facade, and to the detail and/or method(s) of screening, than has been proposed. The existing box signs on the facia of the building are outdated and do not conform to the projected image of the Merchants Mall area. I am requesting that the signage for the shopping center be changed from the boxes to individual letters with internal illumination. The new signs would be similar to the letters for Sears and for MCL Cafeteria. The sizes of the new signs would be in accordance with the sign ordinance. I am also requesting the ability to install two additional parking lot light fixtures on the location as shown on the plan. I feel these are required to properly illuminate the entrances to the shopping center. These are necessary due to the lack of street lighting on Keystone Way. I am also going to change the canopy lights to a more decorative fixture from the plain fluorescent fixture. MERCHANTS' SQUARE UARE Q PROJECT DESCRIPTION The Linder Company plans to redevelop and remerchandise the existing Keystone Square Mall and Shopping Center beginning in late 1996. The 311,000-square-foot center will become Merchants' Square and will undergo a dramatic architectural facelift; improvements to related roadways (AAA Way and the perimeter road; landscaping; lighting;., new retail, identification and directional signage; and improvement in retail selections. The project will include the elimination of the existing mall concourse; all store entrances will directly face attendant parking areas. The southern portion of the shopping center is intended to serve convenience/neighborhood shopping needs, while the northern half of the facility will house various categories of retail stores.
