ADDITIONAL SERVICES AMENDMENT TO
AGREEMENT FOR PROFESSIONAL SERVICES
THIS AMENDMENT TO THE AGREEMENT FOR PROFESSIONAL SERVICES ("Agreement") entered into
by and between the City of Carmel and United Consulting Engineers, Inc. (the "Professional'), as City Contract dated
June 1, 2016 shall amend the terms of the Agreement by adding the additional services to be provided by
Professional consistent with the Scope of Work attached hereto and incorporated herein as Exhibit "A", The terms
and conditions of the Agreement shall not otherwise be affected by this Additional Services Amendment and shall
remain in full force and effect.

Item 1— Stream and Culvert Relocation
The original scope of work included review of the hydraulic conditions of Little Cool Creek at
Rangeline Road with an overall goal of eliminating roadway overtopping. A hydraulic model was
evaluated based on DNR requirements. This modeling revealed that the Little Cool Creek
channel and Rangeline Road bridge are sufficient to contain the base 100 -year storm event
without over -topping the banks upstream of the bridge. However, an unnamed tributary drains
into Little Cool Creek originating west of US 31, crossing US 31 and traversing through the
cemetery into a pipe that drains into Little Cool Creek upstream of the bridge. This pipe is
undersized for the existing drainage flows, causing backwater. Further, when flood elevations
rise in Little Cool Creek, water backs up through this existing pipe and overtops Rangeline Road
north of the bridge.
Because the backup in this pipe is considered ineffective flow in the DNR hydraulic model, raising
the elevation of Rangeline Road above the flood elevation can be permitted through the DNR.
However, while raising the roadway will eliminate overtopping, it will also cause additional
backwater on upstream properties. This additional backwater must be mitigated. As such, a new
box culvert will be constructed that eliminates the existing pipe connection to the upstream side
of the bridge, putting the outfall at a more hydraulically beneficial location, downstream of the
bridge. The box culvert will be adequately sized to bring the backwater caused by raising the
road back down to existing elevations. This solution will eliminate roadway overtopping and
excessive backwater on upstream properties for the 100 -year storm event.
To implement this solution and to account for the additional hydrologic and hydraulic analyses
completed to date, we are requesting additional fees. The following details the scope changes
necessitating this increase in preliminary engineering fees.
Topographic Survey:
Additional survey was acquired upstream of the existing pipe for the unnamed tributary to re -
grade and armor the channel and to design the inlet to the new rbox culvert. Exhibit 1 depicts the
additional survey area.
Geotechnical Investigation:
Two additional borings are required to define the subsurface conditions for the proposed culvert.
Regulatory Permits:
The original permitting scope only included impacts to Little Cool Creek as a preliminary estimate
of what the ultimate hydraulic solution would require. These estimated minimal improvements
could be permitted using State Form 51937 (R4 15-15); IDEM's Section 401 WQC Regional
General Permit Notification Form. Now that the hydraulic solution includes modifications to the
unnamed tributary along the west side of Rangeline Road, including relocation of the centerline
of the stream, the project will require Section 401 permitting using State Form 51821 (R2 111-
15); Application for Authorization to Discharge Dredged or Fill Material to Isolated Wetlands
and/or Waters of the State.
Culvert Hydrology and Hydraulics:
The original scope did not account for completing separate culvert hydrology and hydraulic
design. However, hydrology and hydraulic design is required to properly size the proposed
culvert.

Culvert Desiqn and Plans:
Implementation of the new culvert will require additional design effort. New detail plan sheets will
be required for the box culvert, the sump and backfill condition, the wing walls, and the channel
re -grading and armoring. Four additional plan sheets are anticipated. Additional specifications
and quantities will be required.
Waters of the US Report
The impacts to the unnamed tributary will also require the completion of a Waters of the US Report
to verify the absence or presence of jurisdictional features.
