INTRODUCTION
Estridge Development Corp. , the President and principal
shareholder of which is Paul E. Estridge, Sr. , is the owner of
the 40 acre parcel of real estate located on the northeast corner
of East 99th Street and Westfield Boulevard commonly known as The
Northside Drive-in Theatre . This parcel of real estate is
presently zoned S-2 Residence District under the Zoning Ordinance
of the City of Carmel and the purpose of this district is to
provide for low density, single family, residential development
in areas facing conversion from the rural-agricultural nature to
�- the residential nature .
Under the Comprehensive Plan, dated September 30, 1985, this
parcel of real estate is located within Planning Subarea 8 and
the only development proposed for this area is the continuation
of Moderate Intensity Residential Development. The category
Moderate Intensity Residential, under the Comprehensive Plan, is
comprised largely of single family homes located on smaller
parcels of land.
Estridge Development Corp. is requesting the recommendation
of this Plan Commission that the real estate be rezoned from its
current S-2 Residence District Classification to the R-1
Residence Classification, the purpose of which is to provide for
low to medium density, single family, residential development.
Upon the adoption of an ordinance by the Carmel City
Council rezoning the real estate from S-2 to R-1, it is proposed
by Paul E. Estridge, Sr. , that he will file with the Office of
the Director of Community Development an application for a

primary plat providing for the development of the real estate as
a single family, residential subdivision under the cluster option
and in strict compliance with the R-1 Residence District
regulations .
It is anticipated that the proposed development of the real
estate will be serviced by Indianpolis Water Company and the Clay
Township Regional Waste District, a Conditional Sewer Permit
having been obtained.
The rezone of the real estate to R-1 and the proposed
development of the real estate for a single family, residential
subdivision under the R-1 Residence District regulations is
consistent with the Comprehensive Plan and will be compatable
with other existing development in the area.

SUMMARY OF TRAFFIC REPORT
A traffic report was prepared by Pflum Klausmeier & Wagner
considering the impact of a single family, residential
subdivision development under the Cluster Option but in
compliance with the R-1 Residence District requirements .
It was concluded that a residential subdivision could be
expected to add 5% to 10% to the existing traffic volumes on the
adjacent roadway system, including the intersection of Westfield
Boulevard and 99th Street but that such increase was not
sufficient to warrant signalization.

-- DRAINAGE SUMMARY
EXISTING CONDITIONS
At present, this site is the abandoned Northside Drive-In Theatre.
Although abandoned, the drainage infrastructure of the area is still
functioning and in relatively good condition. The majority of this 40-acre
parcel drains to the east through the Holiday Hills and Dales Subdivision.
A small portion drains to the south through culverts beneath 99th Street.
Following is a more detailed analysis of the existing drainage condition and
drainage condition in a "developed" state.
At present, this 40.94 acre site and the 44.53 acres of off-site water
coming onto this site exit the site at two locations. The entire 44.53 acre
off-site area (Basin 1) and 37.94 acres (Basin 2) of the 40.94 acres on-site
exit the site into the Holiday Hills and Dales Subdivision approximately 650
feet north of 99th Street by open drainage swale. The remaining 3.00 acres
-- lie in the southeast corner of the site and exit to the south through three
18" corrugated metal culvert pipes beneath 99th Street.
._ Using a 10-year, 6-hour storm and predevelopment condition, the
combined discharge of the 44.53 acre off-site and the 37.94 acre on-site
areas is 82.4 cubic feet per second. Individually, the 44.53 acre off-site
area has a peak value of 37.9 cubic feet per second, and the 37.94 acre
on-site area has a peak value of 47.7 cubic feet per second. The 3.00 acre
site has a peak discharge of 9.1 cubic feet per second.
PROPOSED CONDITIONS
Using a 100-year, 6-hour storm and post development condition, the
combined discharge of the 44.53 acre off-site and the 37.94 acre on-site is
179.4 cubic feet per second without retention. Upon providing retention
ponds, the peak discharge to the Holiday Hills and Dales Subdivision is
-- 61.54 cubic feet per second, a 25% reduction. The 3.00 acre site has a peak
discharge of 8.33 cubic feet per second, an 8% reduction.

There is sufficient sewer capacity and Wastewater Treat-
ment Plant Capacity for the proposed development and a Condi-
tional Permit to connect to the Clay Township Regional Waste
District ( Primary) (Merdian Corridor) Project is hereby issue
with the following conditions as marked :
A. • 1/ Conditions and Limitations Recommended by the
District for issuance of a Final Construction
Permit from the Indiana Department of
Environmental Management. (See Supplemental
/Information Sheet) .
B. •• ✓ Applicant ' s Development Project be approved by
the Carmel Plan Commission and/or such other
Board ' s , Agencies or Governmental Units having
Regulatory jurisdiction over said Project.
C. That connection of the Development Project to
the sewerage system will require a Sewer Service
Agreement between the Project Owner and the
District relating to the Construction and
installation of Public Sewers .
D.
That the Project owner pay all availability
charges and other fees imposed by the District
in connection with the Project which may include
— costs incurred by the District for Engineering ,
Accounting and/or Legal services .

E. That the Applicant pursue the approvals and per-
mits necessary to allow the project owner to
proceed with construction of the project.
F. Other Conditions (See Attached )
, Construction on any phase of the Project shall not
commence until all conditions of the Conditional Permit
are met and the District has issued a Final Permit.
