HomeMy WebLinkAbout003-88 PP INTRODUCTION "ROHRER WOODS" is a proposed subdivision of 14.96 acres in Clay Township, Hamilton County, Indiana. It is more specifically located on the east side of Oakridge Road, 1/2 mile north of 136th Street. It is bounded on the east by farmland, on the north by Hunter's Creek Village Subdivision, on the south and the west by Village of Mt. Carmel and the southeast by Hunter's Creek South Subdivision. THE C. P. MORGAN CO., INC. The mission of The C. P. The land is currently being used as farmland, with the exception of a stand of trees on the west half of the property. The site is currently zoned R- I as arc the adjoining lands to the north, cast, south, and S-2 to the west. ^ Soils maps from the United States Department of Agriculture, Soil Conservation Service, identify three different soil types on the proposed project: Crosby, Brookston, and Miami. Brookston is generally associated with very impermeable soils and having a high water table. -- Crosby and Miami soils arc more permeable than Brookston soils, and in general have a somewhat lower water table. There arc sanitary sewers available to the project in the immediate vicinity, located in Hunter's Creek South Subdivision and arc provided by the City of Carmel. There arc public water mains in the immediate area of the proposed subdivision, both along Oakridge Road and in the adjacent subdivisions. Service will be provided by Hamilton Western Utilities. Existing drainage for this site is comprised of surface water flow to the cast and southeast. The eventual outfall is the Hunters's Creek South Legal Drain. There are no storm sewers within the property boundaries. The site is presently served by a county road on the west side of the development. Oakridge Road, on the west, is asphalt along the entire west boundary. Howe Drive, a street in Hunter's Creek village, is stubbed to the north property line. The Petitioner would like to point out that the resulting average lot size would be in excess of 10,000 square foot minimum requirement. The Comprehensive Plan places this real estate in Planning Sub-Area Three, which is bordered by 146th Street on the north, Spring Mill Road on the west and Meridian Street (U.S. 31) on the south and east. The Comprehensive Plan states: "The most northern portion of this sub-area is proposed to continue to develop as Moderate Intensity Residential development." The Comprehensive Land Use Plan places the proposed development inside a "Moderate Intensity Residential" area. Moderate Intensity Residential is defined in the Comprehensive Plan as follows: "This level of development recommends more intensive types of single family and cluster types of residential development. It is intended to be suburban in character and to provide for the infilling of vacant developable sites with suitable supporting community facilities and services, generally located between Meridian Street and Gray Road. The category also provides for "new" development areas east of Gray Road and between Meridian Street and Spring Mill Road." The Petitioner feels that the proposed development is in conformance with the Comprehensive Plan. It is anticipated that this development will not be annexed to the City of Carmel in the foreseeable future. Since this development involves "infilling" of existing developed areas, the Carmel/Clay Recommended Circulation Plan makes no proposals. The existing local streets, which are based on current standards, will be extended or constructed as formerly proposed. The Carmel/Clay Recommended Circulation Plan proposes Oakridge Road as a Collector Street. The pavement is currently asphalt and will require some improvement. The Petitioner will dedicate 50 feet for right-of-way purposes off of the entire west end of the property to match existing dedications by the subdivisions on each side. The internal street system is proposed to consist of an entrance on Oakridge Road as well as connection to the adjoining subdivision to the north. The entrance will have the standard acceleration lanes, deceleration lanes and tapers. Interior streets will be 30 feet in width, with the exception of the cul-de-sac streets, which will be 26 feet in width. These streets will be dedicated to Hamilton County. Domestic water will be provided by Hamilton Western Utilities which have existing water mains immediately west of the proposed development and in the subdivision to the north. Additionally proposed water mains inside the project will be looped. The Petitioner is currently working with Hamilton Western regarding locations and sized of proposed water mains. It is proposed to serve the sanitation needs of the project with a sanitary sewer system. The Carmel City Engineer has indicated that the sanitary sewer and the sewage treatment facility have the capacity to handle the proposed subdivision. The storm drainage system is anticipated to consist of curb inlets, storm sewers, and swales leading to dry detention basins. Also, each lot in the subdivision will be provided with subsurface storm drainage with either direct or indirect drainage access to a subsurface outlet. Flood Insurance Rate Maps for Carmel, Indiana show that this site does not lie within any flood prone area. All the disturbed areas within the subdivision will be either seeded and mulched or sodded. Any swales in which erosion is anticipated will either be sodded or lined with riprap to prevent erosion. It is anticipated that the storm sewers and drainage system will be dedicated to Hamilton County through the use of subdivision legal drains.
