PETITIONERS PRESENT: Carter Jackson, Jim Nelson, Chris White - Presentation of project was given. - Street agreements were explained. - Carmel Drive will be 4 lanes, curbed with 70' R-O-W. This road is being realigned in order to connect U.S. 31 with existing Carmel Drive. - Petitioner also is requesting elimination of the elderly housing. - The realignment of Carmel Drive changes the alignment of College Road extended. The engineer (HNTB) feels that the College Road/Congressional Drive/122nd/ Carmel Drive alignment is the only reasonable road layout since it is Carmel Drive that is the primary road and dictates the alignment of other secondary roads. - Fertig Drain will go directly to Carmel Creek, petitioner will clear Carmel Creek and provide erosion control. Will be part of Phase I. - More detailed information concerning drainage easements are needed by Tom Welch and Kent Ward. - Sanitary sewer will go to Carmel temporarily and then to Clay regional. - Landscaping and mounding along Wilson Village will be put in first. - Mr. Jackson commented that existing area will be maintained, mowed, etc. - Mr. Jackson and Mr. Sweet to complete Carmel Drive to U.S. 31 prior to the f 1986. - Water will be either Carmel or Indianapolis Water Company per Carmel Board of Public Works. - Chief Couts has reviewed and approved water hydrant locations. - Streetscape plan was presented and has been reviewed by City Engineer. (not in City) PETITIONERS PRESENT: Will Wright, Dennis Grumpp - Zoning R-1 - Streets will be Hamilton County, 26' streets, Nevelle 30' - No cul-de-sacs. - Rohrer Road to be improved by developer. Existing pavements 17' to be widened to 24' with shoulder, to be done on west side along entire frontage of Rohrer Road. Existing R-O-W Rohrer 33' total. Dedicate 40' west side by developer. Ft. building - Future plans to construct church on site. - Drive and parking lot to be stone. - Variance for parking lot curbs and paving of access road and parking lot. Has been filed for two (2) years. Will curb and pave road and parking lot if still youth center in 2 years. Will need drainage approval then. - Outside basketball court proposed. - Will need curb cut approval from County Engineer - Parking spaces proposed 28, needed 28. - New septic system proposed, approval from Hamilton Counth Health. - Use existing well. - No landscaping/screening proposed. - Check site visibility to east of road cut on 131st St. plans. Hill involved, may be problem (Charlie Whitsitt). - 3 pole mounted light shielded down lighting, 16' ht. - : ecd two (2) sets full-size prints as revised. - Nearest fire hydrant - entrance to Brookshire Subdivision. - No signage. - Trash to be kept inside. - Wood building to be painted red with white trim. - No change in drainage.
