HomeMy WebLinkAboutD-2357-17 Adjusts Specialty pay and Adding Position at BrookshireSponsors: Councilors Finkam, Rider, Carter Campbell, Kimball and Worrell Ordinance D-2357-17 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AMENDING ORDINANCE D-2326-16 Synopsis: This ordinance amends the 2017 salary ordinance by adjusting specialty pays in the Police Department and Fire Department to conform to their agreements with the City, and by adding a new position at Brookshire Golf Club. WHEREAS, the Carmel Common Council passed Ordinance D-2326-16, on October 17, 2016, setting 2017 salaries for appointed officers and employees of the City; and WHEREAS, Ordinance D-2326-16 includes base pay for all City positions and for various specialty assignments in Carmel Police Department and Carmel Fire Department; and WHEREAS, given the increasing scope and complexity of their mission, the Police Department and Fire Department require new specialties to maintain efficient and effective operations; and WHEREAS, due to new technology, course improvements and a lean staffing model, Brookshire Golf Club requires an increased level of technical and supervisory expertise from its maintenance staff. NOW, THEREFORE, IT IS AGREED AND ORDAINED by the Common Council of the City of Carmel, Indiana, as follows: Section 1. The foregoing Recitals are incorporated herein by this reference. Section 2. Ordinance D-2326-16, Section 1.d. is amended to read as follows: d. Police Department employees who meet criteria specified by the Carmel Police Department Rules and Regulations may qualify for the specialty pay specified below, in addition to all other forms of compensation: INVESTIGATOR* SCHOOL RESOURCE OFFICER* PERSONNEL SPECIALIST/FTO COORDINATOR* FIREARMS RANGE/TRAINING COORDINATOR* SPECIAL WEAPONS AND TACTICS (SWAT) EMERGENCY RESPONSE GROUP (ERG) ADVANCED ACCIDENT INVESTIGATOR** MOTORCYCLEITRAFFIC OFFICER* Ordinance No. D-2357-17 Page One of Three Pages Prepared by Barbara Lamb, Human Resources Director UP TO $2500.00 PER YEAR UP TO $2500.00 PER YEAR UP TO $2500.00 PER YEAR UP TO $2500.00 PER YEAR UP TO $1500.00 PER YEAR UP TO $1500.00 PER YEAR UP TO $1500.00 PER YEAR UP TO $1500.00 PER YEAR FIELD EVIDENCE TECHNICIAN* DRUG RECOGNITION OFFICER* IDACS COORDINATOR* CHILD SAFETY SEAT TECHNICIAN* Sponsors: Councilors Finkam, Rider, Carter Campbell, Kimball and Worrell UP TO $1000.00 PER YEAR UP TO $1000.00 PER YEAR UP TO $1000.00 PER YEAR UP TO $1000.00 PER YEAR *Non -supervisory personnel only **Officers receiving Accident Investigator hourly pay are not eligible for this specialty Each Police Department employee shall be entitled to receive only one (1) type of specialty pay at any given time. The employee shall receive the highest specialty pay for which he or she is eligible. All specialty pay shall cease when an employee no longer performs the duties associated with the pay or no longer meets the qualifications for such pay, whether the change results from the decision/action of the City or of the employee. Section 3. Ordinance D-2326-16, Section 2.e. is amended to read as follows: e. Fire Department employees who meet criteria specified by the Carmel Fire Department Rules and Regulations may qualify for the specialty pay specified below, in addition to all other forms of compensation: PARAMEDIC PUBLIC INFORMATION OFFICER (PIO) SHIFT INVESTIGATOR MECHANIC HAZARDOUS MATERIALS SPECIAL DUTY PAY CERTIFIED AMBULANCE CODER 10% OF FIRST CLASS FIREFIGHTER SALARY UP TO $3500.00 PER YEAR UP TO $2000.00 PER YEAR UP TO $2000.00 PER YEAR UP TO $2000.00 PER YEAR UP TO $2000.00 PER YEAR UP TO $1000.00 PER YEAR Section 4. Ordinance D-2326-16, Section 10 is amended to read as follows: CLASSIFICATION MAXIMUM BI -WEEKLY BASE SALARY GENERAL MANAGER/SUPERINTENDENT GOLF PRO OFFICE ADMINISTRATOR MAINTENANCE SUPERVISOR MECHANIC ASSISTANT SUPERINTENDENT PART-TIME/TEMPORARY 4057.46 2321.58 1996.65 2058.85 1625.15 1507.27 UP TO $23.00 PER HOUR Section 5. The remaining provisions of Ordinance D-2326-16, as amended, shall remain in full force and effect and are not affected by this Ordinance. Section 6. All prior City ordinances or parts thereof that are inconsistent with any provision of this Ordinance are hereby repealed as of the effective date of this Ordinance. If any portion of this Ordinance is for any reason declared unconstitutional, invalid or unenforceable by a court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance. Section 8. This Ordinance shall be in full force and effect on and after January 1,2017.
