My purpose in writing is to invite you personally to attend the introductory public information meeting for
the Hamilton County/US 31 Corridor Study. The meeting will outline the scope of the study and initiate
an open dialogue among all parties who might have an interest in the ultimate design of US 31 in the
greater Carmel area.
By way of a little background on the project, in 1989 the Indiana State Senate passed a resolution
directing the Indiana Department of Transportation (INDOT) to formulate a plan for the improvement of
traffic flow on US 31 from Indianapolis all the way to South Bend. Pursuant to this resolution,several
studies along US 31 are under way. As a part of this larger effort, INDOT has selected the consulting
team of Bernardin, Lochmueller &Associates, Inc. in association with A & F Engineering Company, Inc.
to study the corridor form 1-465 north to State Route 32 near Westfield. The specifics regarding the time
and place of the public information meeting are as follows...

The purpose of this letter is to confirm the discussion that
we had concerning the interest of your Board in distributing a
mail-in questionnaire.
First of all, I want to go on record as stating that a mail
questionnaire as described to me has no statistical validity.
Since the Board intends to pursue this program, we will provide
you with support in order to tabulate the results.
It is extremely important that whatever questionnaire is
approved for use in the telephone interviews not be released to
the public in any way prior to the conclusion of our field work.
The publication of the research instrument could affect the
accuracy of our interviews, and would cause the survey's accuracy
to be corrupted.
If the mail survey is circulated after the field work is
completed, then we will enter and tabulate the data at a cost of
$27 .50 per hour of operator time. Included in this price is one
complete report of the data. The estimated charge for tabulation
of the data, setting up the tables, and producing the report
would be approximately $50 per 100 questionnaires processed.
Let's get together over the next few days and plan this
carefully and try to anticipate all of the ramifications of the
mail project.

The City of Carmel and Clay Township is currently
experiencing a rapid municipal growth rate in retail,
commercial and residential areas. This rate of growth has
give the area's leadership cause for concern regarding the
attitudes and opinions of residents who currently reside
within their respective municipal boundaries. Because of
this concern, the Community Development Department is in need
of performing a random sample public opinion survey of the
residents of Clay Township and the City of Carmel. This
survey would be performed as part of the Comprehensive Plan
Update.
AMERICAN MARKETMETRICS will conduct a random sample
Survey of three hundred (300) respondents who meet the
established geographic criteria. The Survey will be
demographically representative of the existing population.
It is our understanding at this time that the Survey
Instrument will be prepared by AMERICAN MARKETMETRICS with
input and final approval by the Community Development
Department and shall consist of approximately thirty-five
(35) questions including demographics. The Survey will be
conducted by telephone. All interviews will be verified,
entered, cross-tabulated and analyzed. Analysis and
recommendations will be included in the Survey Report.
Given the above parameters, we estimate that the entire
project will take three (3) weeks to complete. Total cost of
the project will not exceed seven thousand three hundred and
fifty dollars ($7,350.00).

Thank you for contacting Walker Research regarding your Township Image Study.
This letter will outline the specifications and estimated cost to conduct this
study.
STUDY DESIGN
A local telephone survey will be conducted with individuals who live in Clay
Township. Interviewing will be conducted during the evening and weekend time
frames.
QUALIFICATIONS/QUOTA
A total of 300 interviews will be conducted with male or female head of
households residing within Clay Township. In an attempt to obtain a relatively
equal representation of males and females, we will ask first to speak with the
male head of household.
SAMPLE
Name and telephone numbers necessary for this project will be obtained from an
independent sampling firm. The names will be generated on a random digit basis.
That is all households in Clay Township with a telephone will be included for
participation.
QUESTIONNAIRE
The questionnaire for this study will be finalized upon project authorization.
However, for the purposes of this estimate, we have provided three options:

TABULATION
Upon completion of interviewing, all questionnaires will be coded and edited.
The data will then be tabulated on a question by question basis by up to 18
different variables.
WRITTEN ANALYSIS
A written analysis has been provided as an optional cost. Typically an analysis
includes 15-20 pages of key findings, plus a 2-3 page executive summary
highlighting conclusions and recommendations.

and Board of Public Works, City of Carmel ( hereafter known as
Carmel ) 40 East Main Street, Carmel, Indiana 46032.
AMI and Carmel agree that for the consideration set out
herein, AMI shall provide survey research services to Carmel as
specified in the attached Description of Research ( Attachment A )
and subject to the following terms and conditions:
Services:
The services which shall be performed under this AGREEMENT
are specified in Attachment A, which is incorporated by
reference. No further or additional services are included under
the terms of this AGREEMENT.
Term:
AMI's services to Carmel shall commence upon execution of this
AGREEMENT and shall terminate upon completion of the final
presentation as defined in Attachment A.
Performance Schedule:
AMI shall perform its services as specified in Attachment A
in accordance with the following schedule:

Draft Questionnaire: Delivery of Draft Questionnaire
will be made no later than 24 hours following approval
of this AGREEMENT.
Field Interviewing: Field interviews will commence within
24 hours of finalization and approval of the draft
questionnaire by Carmel . Completion of field
interviews will occur no later than seven (7) calendar
days after the field interviews commence.
Cross tabulation of Data: Data will be verified, cross
tabulated and compiled no later than 2 working days
following the completion of field interviews.
Presentation of Data and Findings: Final presentation
reports (2) and data will be completed no later than
4 working days following the completion of the cross
tabulations of the data.
AMI and Carmel acknowledge the following calendar schedule
for services as defined in the AGREEMENT:
Approval of Contract: Monday, August 21, 1989
Delivery of Draft Questionnaire: Tuesday, August 22, 1989
Approval of Draft Questionnaire: Wednesday, August 23 , 1989
Field Interviewing Begins: Thursday, August 24 , 1989

It is further understood that in the event that the above
schedule may be mutually altered, that the AGREEMENT shall remain
in full force and effect notwithstanding said schedule changes.
Payment Schedule:
Carmel shall pay AMI a fixed fee of $7, 350. 00 for the
services described in this AGREEMENT in accordance with the
following schedule:
$7, 350.00 on September 12 , 1989 upon presentation
of Findings.
Relationship
AMI is an independent contractor and not an employee of
Carmel . AMI reserves the right to determine whom of its
personnel will be utilized in the performance of this AGREEMENT,
and it is recognized that AMI may change such personnel from time
to time. Each party agrees that it will not solicit or hire
personnel of the other party without the other party's prior
written consent.
Default.
Upon default of this AGREEMENT by either party, the
defaulting party shall have five (5) days from receipt of written
notice of default to cure such default. The persons designated
in this AGREEMENT as representing the parties shall be authorized

to act to resolve by mutual consent any dispute which may arise
concerning any claimed default. If the des rated

In the event either party hereto files an action in law or equity

Exclusion of Warranties

Miscellaneous
A. The paragraph headings in this Agreement are for convenient
reference only and do not in any way modify, interpret, or
construe the intentions of the parties or the provisions
hereof. This Agreement may be executed in one or more
counterparts, and all such counterparts shall constitute one and
the same instrument.
B. Each party has full power and authority to enter into and
perform this agreement and the persons signing this Agreement on
behalf of each have been properly authorized and empowered
to enter into this Agreement. Neither party shall be responsible
for delays or failures in performance resulting from acts
beyond the reasonable control of such party. Such acts
shall include but not be limited to acts of God, strikes,
lockouts, riots, acts of war, epidemics, governmental action
•
or inaction, fire, communication line failures , power
failures, earthquakes or other natural disasters.
C. All notices given pursuant to or in connection with the
Agreement shall be deemed given when delivered in person or by
certified mail addressed as follows:

D. This agreement constitutes the entire agreement between
the parties and supersedes any and all prior agreements written
or verbal and may be amended only by written instrument signed by
both parties.
E. This Agreement shall be binding on the respective
successors or assigns to of parties.
F. This Agreement shall be construed in accordance with the
laws of the State of Indiana
G. If any one or more of the provisions of this Agreement are
held illegal, invalid or unenforceable, the balance of the
Agreement shall remain in full force and effect.
H. A Waiver of any failure on either party's part to carry
out any condition, requirement, term or part of this Agreement
shall not act as a waiver with respect to a failure to carry out
any other condition, term, or part. Neither party shall be deemed
to have waived any condition, requirement, term or part of
this Agreement unless such waiver is in writing.
I. The undersigned parties jointly and severally agree to
execute the terms and conditions of this agreement in good faith
and to the best of their ability.

J. The City of Carmel agrees to indemnify and hold AMI their
personal representatives, executors, administrators,
successors , and assigns safe and harmless from any and all
claims, demands, suits, settlements and payments arising out of
or in connection with Carmel 's performance of the
authorized duties set forth in this agreement. AMI agrees
to indemnify and hold The City of Carmel their personal
representatives, executors, administrators, successors and
assigns safe and harmless from any and all claims, demands,
suits, settlements and payments arising out of in
connection with AMI's performance of the authorized duties
set forth in this agreement.
