The meeting will outline the scope of the study and initiate an open dialogue among all parties who might have an interest in the ultimate design of US 31 in the greater Carmel area. By way of a little background on the project, in 1989 the Indiana State Senate passed a resolution directing the Indiana Department of Transportation (INDOT) to formulate a plan for the improvement of traffic flow on US 31 from Indianapolis all the way to South Bend. Pursuant to this resolution,several studies along US 31 are under way. As a part of this larger effort, INDOT has selected the consulting team of Bernardin, Lochmueller &Associates, Inc. in association with A & F Engineering Company, Inc. to study the corridor form 1-465 north to State Route 32 near Westfield. The specifics regarding the time and place of the public information meeting are as follows... Regardless, since citizen involvement is so vital to the success of any transportation project, I'd like to urge you to attend the project kick-off meeting if at all possible. First of all, I want to go on record as stating that a mail questionnaire as described to me has no statistical validity. Since the Board intends to pursue this program, we will provide you with support in order to tabulate the results. It is extremely important that whatever questionnaire is approved for use in the telephone interviews not be released to the public in any way prior to the conclusion of our field work. The publication of the research instrument could affect the accuracy of our interviews, and would cause the survey's accuracy to be corrupted. If the mail survey is circulated after the field work is completed, then we will enter and tabulate the data at a cost of $27 .50 per hour of operator time. Included in this price is one complete report of the data. The estimated charge for tabulation of the data, setting up the tables, and producing the report would be approximately $50 per 100 questionnaires processed. Let's get together over the next few days and plan this carefully and try to anticipate all of the ramifications of the mail project. This rate of growth has give the area's leadership cause for concern regarding the attitudes and opinions of residents who currently reside within their respective municipal boundaries. Because of this concern, the Community Development Department is in need of performing a random sample public opinion survey of the residents of Clay Township and the City of Carmel. This survey would be performed as part of the Comprehensive Plan Update. AMERICAN MARKETMETRICS will conduct a random sample Survey of three hundred (300) respondents who meet the established geographic criteria. The Survey will be demographically representative of the existing population. It is our understanding at this time that the Survey Instrument will be prepared by AMERICAN MARKETMETRICS with input and final approval by the Community Development Department and shall consist of approximately thirty-five (35) questions including demographics. The Survey will be conducted by telephone. All interviews will be verified, entered, cross-tabulated and analyzed. Analysis and recommendations will be included in the Survey Report. Given the above parameters, we estimate that the entire project will take three (3) weeks to complete. Total cost of the project will not exceed seven thousand three hundred and fifty dollars ($7,350.00). . This letter will outline the specifications and estimated cost to conduct this study. STUDY DESIGN A local telephone survey will be conducted with individuals who live in Clay Township. Interviewing will be conducted during the evening and weekend time frames. QUALIFICATIONS/QUOTA A total of 300 interviews will be conducted with male or female head of households residing within Clay Township. In an attempt to obtain a relatively equal representation of males and females, we will ask first to speak with the male head of household. SAMPLE Name and telephone numbers necessary for this project will be obtained from an independent sampling firm. The names will be generated on a random digit basis. That is all households in Clay Township with a telephone will be included for participation. QUESTIONNAIRE The questionnaire for this study will be finalized upon project authorization. Neither party shall be responsible for delays or failures in performance resulting from acts beyond the reasonable control of such party.
