CARMEL CENTER GREEN SIGNAGE PACKAGE
The project includes the production and installation of signage; to
be located at Carmel Center Green in Carmel, Indiana. Signage
includes display case signage, snap frame signage, and gateway
signage.
Bids shall be executed on forms called for in the specifications and
submitted in duplicate on the State Board of Accounts Form No.96.
Bids will be received until the date and time listed. All bids timely
received will be publicly opened and read aloud at a special
meeting of the Carmel Redevelopment Commission on August 31,
2017 at 8:00 a.m. EDT in the Council Chambers located on the
second floor of Carmel City Hall, One Civic Square, Carmel, Indiana
46032,at which time such Bids will be taken under advisement.
Specifications along with bidding documents will be available
beginning August 10, 2017 and may be examined at the Carmel
Redevelopment Commission Office,30 West Main Street, Suite 220,
Carmel, IN 46032. Copies of the documents may be obtained at

website. Project title and number shall be indicated on the sealed
bid envelope as well as the contractor's name and address delivered

the bid price of the contract awarded to said Contractor, and

NOTICE OF LEASE OF REAL ESTATE

Notice is given hereby. that The City of Carmel Redevelopment
Commission ('CRC')will open and consider written offers for lease
(the 'Proposals') of the parcels of real estate that are depicted on
Exhibit C and located along Veteran's Way at 5th Street SW,
Carmel,IN 46032, (hereinafter referred to as"North Leasable Area'
and "South Leasable Area' respectively). Both the North Leasable
Area and the South Leasable Area will be collectively hereinafter
referred to as the'Leasable Space'.
CRC will open the Proposals at 6:30 p.m. local time on September
19,2017, as part of a Meeting called by the CRC to be held at the
Carmel City Hall, One Civic Square, Carmel, Indiana 46032 (the
'Public Opening'), unless a Special Meeting is called at a date
differing with proper public notice. The Proposals shall be
submitted to CRC at 30 W Main Street, Suite 220, Carmel, Indiana
46032. Proposals may be submitted for the South Leasable Area,
North Leasable Area, or both. Please indicate on your proposal
which area(s)you are bidding for. The deadline for submission of
Proposals is 11:00am local time September 19, 2017 (the 'Receipt
Deadline'). At least five days before the Public Opening,interested
parties will be able to obtain from the CRC Offices information
concerning the room in which the Public Opening will occur.
The offer by CRC of the Leasable Space for sale is made on the
conditions set forth below(the"Conditions for Leasable Space').
Permitted Use: The Leasable Space shall be used for office and/or
retail.
CRC Contribution: CRC will complete a reasonable tenant build-
out for the Leasable Space.
North Leasable Area: 977 square feet on the first floor of the
Midtown South garage building
South Leasable Area: 898 square feet on the first floor of the
Midtown South garage building.
Lease Term: Ten(10)years
Lease Rate: $21 lease,triple net
Leasable Space Condition:The Leasable Space is new construction.
Due Diligence: The successful bidder shall be responsible for
all costs of due diligence with respect to the
Leasable Space.
Acquisition Date: Approved tenant may begin lease negotiations
and tenant improvements immediately
following the CRC approval.
Proposal
Requirements: Each Proposal must comply with the
requirements of this Notice.
CRC has caused to be prepared the exhibits listed below (the
'Exhibits'), and CRC will make all of the Exhibits available at the
CRC Offices for examination and use by all interested persons. This
Notice,together with the Exhibits,constitutes the'Bid Package'.

Materials and Exhibits referenced will be made available at this
office prior to bids due.
CRC reserves the right to: (a) consider or reject without
consideration any Proposals that do not satisfy the Proposal
Requirements; (b)reject any or all Proposals;and(c)make an award
to the highest and best bidder,as described more particularly in the
Bid Package,even if the Proposal submitted by the highest and best
bidder does not satisfy all of the Conditions for Acquisition. In
determining the highest and best bidder, CRC shall take into
consideration the following:
(a) Agreement to the lease rate for the Leasable Space, as
proposed in each Proposal.
(b) The general business reputation of the bidder.
(c) The experience of the bidder with respect to the operation
of projects similar to the bidder's proposed Permitted Use
of the Leasable Space(the"Similar Projects").
(d) The record of the bidder with respect to the operation of
Similar Projects in compliance with plans,permits,and laws.
(e) The current ability of the bidder to operate the Leasable
Space in compliance with plans,permits,and laws.
(fl The financial resources of the bidder and its principals.
(g) The financial resources of the bidder's equity investors.
(h) Satisfaction by the bidder of the Proposal Requirements,
compliance of the bidder with the Conditions for
Acquisition, and satisfaction by the bidder of any
additional requirements of the Bid Package.
(i) Any other factors that CRC determines to be important in
carrying out and serving: (i)the Conditions for Acquisition;
(ii)the legal purposes of CRC; and (iii)the interests of The
City of Carmel, Indiana, and its residents, from the
standpoint of both human and economic welfare.
A successful bidder will be required to execute a binding Project
Agreement with CRC that is acceptable to CRC and that commits
the bidder to: (a) satisfy the Conditions for Acquisition; and (b)
fulfill the commitments made by the bidder in its Proposal.
