BRENWICK DEVELOPMENT CORP.
Docket No. 51-86 Z, Rezone Application for 62.4 acres of land located at
the S.W. corner of 131st Street and Spring Mill Road adjacent to the exist-
ing Springmill Streams Subdivision. Site is currently zoned S-1. Petitioner
is requesting S-2 for the development of a residential subdivision.
PETITIONERS PRESENT: George Sweet, Petitioner; Al Oak, Engineer; Terry
Partridge and Marianne Koby, Clay Township residents; Ila Badger, Plan Com-
mission member.
85 lots on 62.4 acres.
%r Sewer to be from Clay Regional Sewer District; this area was included
in the original U.S. 31 corridor sewer district area through a "Credit
Enhancement Agreement" between the Clay Regional Sewer Board and the
10-11 property owners along the U.S. 31 corridor, who have established
the bond for sewer improvements along the U.S. 31 corridor.
This project has received conditional approval by the Clay Regional
Sewer Board in the amount of 25,000 gallons per day average daily flow
of sewerage.
• Water will be provided by Indianapolis Water Company.
• The flood plain of the Williams Creek runs through part of this site.
• Dorset Boulevard will connect with 126th Street and run to U.S. 31.
•• County has requested two (2) feet of additional road pavement along
131st, fronting this project.
Petitioner will dedicate additional right-of-way on 131st, now 16 ft.
(1/2); proposed is 40 (1/2) right of way; and on Spring Mill Road,
now 25 ft. (1/2), proposing 50 (1/2) right-of-way.
• County will not request pavement or drainage improvements on Spring
Mill Road.
There will be an acell-decell lane on 131st Street.
• Petitioner will expand acell-decell on Springmill Road.
• S-1 district zoning allows a density of 2.4 units per acre.
• Petitioner proposed a density for the project of 1.4 units per acre,
less than that allowed by S-1 or S-2 zoned district.
• The Carmel/Clay Recommend Land Use Plan proposes moderate density,
single family residential development for this area.
• Residents would request that Petitioner consider eliminating road cut
on Dorsett Boulevard and outlet all traffic to the area from 131st
Street and Springmill Road.
• Mr. Partridge expressed drainage concerns over Williams Creek and
Henley Creek.
• O.F. Henley creek is a regulated drain which crosses a part of the
site and outlets into Williams Creek. It is the maintenance respon-
sibility of the County Drainage Board and Mr. Kent Ward, County
Surveyor. Mr. Ward will look into their concerns.
Drainage problems along Williams Creek is the responsibility
of each property owner who adjoins the Creek.
At the present time, there are three storm water outlets from the ex-
isting Springmill Streams Subdivision into Williams Creek.
Petitioner proposes no retention/detention facility for storm water on
the 64 acre site; storm water will outlet directly to Williams Creek
at multiple locations; this proposal is being considered by Mr. Ward's
office. Mr. Ward will request drainage calculations for area with and
without storm water detention/retention facilities.
TAC recommends approval of overall technical aspects of proposal as it
relates to a rezone request.
TRUES DALES SUBDIVISION
Docket No. 49-86 P.P. , Primary Plat Application for Trues Dales
Subdivision, consisting of five lots on 6.8 acres located on the north side
of 136th Street about 2,000 feet east of U.S. 31 (previously submitted as
Docket No. 9-86 P.P. ). Site is zoned R-2 with a portion lying within the
U.S. 31 Overlay Zone. Variances required for U.S. 31 Overlay requirements.
PETITIONERS PRESENT: Max Truesdale, Petitioner; E. Davis Coots, Attorney;
Stan Neal, Engineer.

This revised Subdivision is now presented for review.
• The original Trues Dales Subdivision had 11 lots; this revised plan
shows five lots. One existing home is located on one of the five lots.
• 100 year flood plain elevation is 115 felt.
One change includes the addition of an on-site storm water dry reten-
tion area; the location is within the flood plain of Cook Creek with
five year storm water outfall rate rather than 10 year storm outfall
rate. Drainage plan approved by Kent Ward.
A second change includes the elimination of a through road easement
north of the proposed cul-de-sac.
• Accel-decel lane is proposed along 136th Street.
• Petitioner proposes on-site wells.
• Carmel Sewers proposed, petitioner appeared before the Carmel Board of
Public Works on July 2, 1986 and received approval for the five lots.
• Petitioner will need its approval for regulated drain by the Hamilton
County Drainage Board.
Revised plan reduces the need for filling in of the flood plain of
Cook Creek. One lot and part of road will require some filling of the
flood fringe area which is outside of the floodway, in the area
between the floodway and the DNR designated 100 year flood level.
• Petitioner will improve roaddrainage on north side of 136th Street
along frontage of this project site.
Include on plan:
* Easement across lot one and between lots three and four
to indicate drainage easement only, not meant for utilities.
• Need detailed cross sections of dry retention area.
* Soil erosion method to be used on all major swales.
* TAC recommends approval of technical aspects of project
changes proposed by Petitioner.
MCDONALDS
Docket No. 46-86 ADLS, Architectural Design, Lighting and Signage Application
for McDonald's food restaurant children's play area within a B-8 Zoned
District. The existing restaurant is located on the north side. of Carmel
Drive East at the intersection of Carmel Drive East, Keystone Way and U.S.
431 (Keystone Avenue).

PETITIONERS REPRESENTATION: E. Davis Coots, Attorney
Petitioner proposes to add 1231 square feet play area to the south of
the existing building; area is currently a landscaped area and drive.
Some pavement will be removed and replaced with landscape material;
this will have a positive effect on drainage.
• A second driveup window is to be added to the west side of the exist-
ing building just north of the existing drive-up window; this should
not impact on technical aspects of site.
• No additional seating on the interior of building.
'• Seven parking spaces will be removed to improve on-site circulation.

No existing drainage problems on site.
TAG recommends approval of technical aspects of proposed project.
MERIDIAN MEDICAL CENTER
Docket No. 48-86 ADLS, Architectural Design, Lighting and Signage Applica-
tion for an 80 square foot identification sign for Meridian Medical Center.
Building site is located at 13450 N. Meridian Street, adjacent to St. Vin-
cent Hospital and is zoned B-6/U.S. Overlay.

SMOKEY KNOLL SUBDIVISION
No. 52-86 S.P. , a Secondary Plat Application for Smokey Knoll Subdivi-
sion Section 1, consisting of 96 lots on 52.8 acres.Project is located
at the N.W. corner of Smokey Row Road and Gray Road in an R-1 zone.
PETITIONER: Richard Fisher for SAFCO Development Co.
:c Final plat conforms to primary plat as approved by Plan Commission.
• Subsurface drain pipe to all lots, show on development plan and
indicate on legend.
• Petitioner will commit to paying for his fair share of the cost of
lowering the bump on Gray Road, north of 126th street.

porated into final plans.
%< Between lots 79, 80 and 81, move beehive drain inlet structure to com-
mon corner of lots 78, 80, 81.
Erosion control plan has been reviewed and meets requirements of the
subdivision ordinance.
Need construction details of dam and drain pipe on lots 85 and 86.
Landscape plan and cross section for buffer along Gray Roads and 136th
Street was reviewed and accepted.
TAC recommends approval of technical aspects of project per
above comments.
HUNTER'S CREEK SOUTH SUBDIVISION
Docket No. 53-86 ADLS, An Architectural Design, Lighting and Signage
Application for a 21.5 sq. ft. sign for Hunter's Creek South Subdivision.
Sign location is on the west side of Rohrer Road about 1/4 mile north of
136th Street and is zoned R-1.
PETITIONER: Quadrant Development
Sign as proposed meets all requirements of the Carmel/Clay
ordinance.
Plan Commission suspended the procedures and approved this
request at their July 15, 1986 meeting.
HARDEE'S
Docket No. 50-86 ADLS, An Architectural Design Lighting and Signage Ap-
plication for an addition/remodel and a change in signage for Carmel
Hardees. Project is located at 2350 E. 116th Street, Carmel, IN, in a B-8
zoned zone.
PETITIONER: James Goodin, Kevin Dooley, representing Hardees.
x Petitioner proposes an approximately 800 sq. ft. addition to existing
building and upgrading of exterior.
Seating capacity of existing building is 88 seats; proposed seating
capacity of expanded building is 124 seats.
%< Landscaping will be increased.
No drainage problem exist at present time nor any expected as a result
of the proposed building addition.

• Exterior material to match existing.
• On-building sign to be changed in accordance with the Carmel/Clay sign
ordinance.
• Existing trash receptacles to be screened via brick wall that
matches existing building.
Accent lighting proposed to highlight building.
• Carmel Board of Public Works has approved increase in sewer and water
capacity.
• Existing 57 parking spaces remain the same; parking spaces required by
ordinance with the 800 sq. ft. addition is 37 spaces.
TAC recommends approval of technical aspects of this project.
CARMEL BRETHREN CHURCH
Phase I and II including recreation facilities.
Docket No. 54-86 D.P./ADLS, A Development Plan and Architectural Design,
Lighting and Signage Application for Phase I and II of proposed buildings
for Carmel Brethren Church. The 2240 sq. ft. church building is located on
the west side of Rohrer Road about 1/4 mile north of 136th Street in a B-3
zone.
PETITIONERS: E. Davis Coot, Attorney; Fred Parker, Engineer, Jim Barker,
Church Member.
This project received conceptual approval at the June 19, 1986 TAC
meeting.

Kent Ward needs storm water drainage calculations for entire
10 acre site as it relates to'15 inch storm water pipe under Rohrer
Road.
'• Erosion control plan to include straw bales around all storm water
inlets.
Parking lot will be curbed as part of Phase III; Phase III addition
will come back to Board of Zoning Appeals for review.
Project needs to be submitted to County Commissioners and County High-
way for review and aproval of road curb cuts and county road
improvement.
All other requested changes from TAC meeting of June 19, 1986 have
been incorporated in plans presented today.

CARMEL SCIENCE & TECHNOLOGY PARK
Docket No. 56-86 D.P./ADLS, A Final Development Plan and Architectural
Design, Lighting and Signage Application for a 209,566 sq. ft. , 3 building
office/warehouse facility in Block 3 of Carmel Science and Technology Park.
Site is zoned M-3 and is located at the S.W. corner of West Carmel Drive
and Hancock Street.

Access to site at this time will be off of Hancock St. and Carmel
Drive.
• Total sq. ft. of buildings is 209,566
Building 1: 58,662 sq. ft.
Building 2: 74,082 sq. ft.
Building 3: 76,822 sq. ft.
398 parking spaces proposed; 392 spaces required by M-3 zoning
ordinance.
Proposed landscaping and sign package meets ordinance
requirements.
Proposed lighting plan meets ordinance requirements.
Drainage proposal for the site conforms to the pre-approved
drainage plan for the entire Carmel Science & Technology Park site.
• Six ft. high cedar fence will be constructed to the back of buildings
2 & 3.
•• Two truck loading docks to be constructed with Building 2; Building 3
will be constructed to handle truck loading dock if required by
tenant.
Locations and screening of mechanical equipment meet ordinance
requirements.
Buildings will be sprinkled.
Fire hydrants are located on site.
Mr. Jackson will send letter to Mr. Daugherty, Carmel Utilities

Director, concerning monthly sewer and water readings.
Storm water drains for truck docks will tie into site drainage system.
Storm water retention area for this block of buildings is located on
Blocks 4, 5, 6 and 9, east of Hancock Street.
On-site drainage plan was reviewed and approved by City Engineer.
Change entrance drainage from gutter drains to manhole inlets or move
gutter drain onto petitioners property.
Petitioners received conditional sewer capacity approval from the Clay
Regional Sewer Board on June 19, 1986 for 6,915 gallons average daily
flow, and temporary approval from .the Carmel Board of Public Works in
the amount of 6,915 gallons average daily flow for this project.
CARMEL SCIENCE & TECHNOLOGY PARK BLOCKS 1 3 and 8
FINAL PLAN APPROVAL
On July 16, 1986, the Carmel Board of Public Works approved additional
temporary sewer capacity of 46,492 for total of 88,267 gallons
(average daily flow) conditional on a formal agreement between the
Carmel Board of Public Works and Mr. Jackson concerning the construc-
tion of off-site sanitary sewer facilities from the Westfield inter-
ceptor line to the Carmel Science & Technology Park site.
TAC recommends final approval of site plans for Blocks 1, 3 and 8 in
Carmel Science & Technology Park per final approval of the Carmel
Board of Public Works concerning the off-site Westfield sewer line
construction agreement between the Carmel Board of Public Works and
Mr. Carter Jackson.
GOODYEAR
Special Use Application for Goodyear store to be located in B-3 Zoned District
west side of Rangeline Road, north end of Carmel Plaza Shopping Center.
PETITIONER: Mr. Jim Nelson, Attorney, and Mr. Bob Turner, Architect,
requested that this item be tabled until August monthly meeting.
SMOKEY RIDGE SUBDIVISION
Docket No. 8-86 S.P. , (amendment) A Secondary Plat Amendment for Smokey
Ridge Subdivision located north west corner of Smokey Row Road (136th
Street) and Carey Road. Zoning is R-1. Petitioner requests to reduce num-
ber of lots from 25 lots to 23 lots which requires change in easement
locations.

secondary plat requirements of Subdivision regulations.
Plan Commission suspended rules of procedures and approved
the amendment as presented at this meeting of July 15, 1986.
TAC approved technical aspects of proposed changes.
BRIDLE BOURNE SUBDIVISION
Special Use Application for Horse Stable and private water treatment plant
and distribution systems. 65 lots on 164.53 acres zoned S-1. Project lo-
cated on Shelbourne Road approximately 1300 ft. north of 106th Street, Clay
Township.
BY: Bruce Cordingley for Intent Trust X12.
Special use approval for private water treatment facility and stables
for more than 4 horses (14 stables proposed) and outdoor riding arena.
Stables to include game room, restrooms and offices for homeowner
association, plus stables and living quarters for subdivision main-
tenance person.
* Drainage of this site will go to planned street culverts to northeast
or south per Ken Ward, County Surveyor.
• Show perimeter drain around septic system.
%< Height of building proposed will require variance.
• Outlet for gutter/downspouts to gravel area. Drain gravel areas to
paved parking area and install storm drain inlet in paved parking
area.
• Pump house to be located in middle of peninsula in lake.
Two water systems.

petitioner for stables.
TAC recommends approval of technical aspects of project per requested
changes listed above.
SWIMMING POOL VARIANCE - COOL CREEK NORTH
Board of Zoning Appeals Variance for pool encroachment into side yard line.
Requested setback 10 ft. by Ordinance, request variance for 3 ft. setback.
Pool has been installed. Pool located on lot 51, Cook Creek North
Subdivision, Carmel, Ind. Section 10, located in R-1 zoning.
