Coppergate Subc31V 1.C_a 1cpri Suri. Docket No. 47-86 S.P. , Subdivision Signage review for Coppergace Subdivision. Sign is located at the subdivision entrance on the south side of 106th Street, 1,000 ft. west of Ditch Road in Clay Township. * Signage meets all ordinance requirementsfor subdivision signs. * All technical aspects are in order. * TAC recommends approval. Picl�e t t� Suit_E Inn Docket No. 57-86 D.P./ADLS for Pickett Suite Inn, a 90,000 sq. ft. , 3-story hotel facility. Site is zoned B-6/U.S. 31 Overlay and is located on the East side of Meridian Street, south of the existing Penn Mark Development. PETITIONERS PRESENT: Bruce Nicholson, Schneider Engineering Corp. ; Dennis Murphy, R. V. Welch; Dennis Green and Bill Harrington, Pickett-Callentine Development. * Penn Mark retension area to be reshaped and made wet with water features (fountains) added. * 115 parking spaces on site; 23 in agreement with Penn Mark by cross easement. * Storm sewers to be directed to wet storm water retention area at west. * Sanitary sewer to pick up stub at south of Penn Mark site. * Water line will be extension of existing 12" line at Penn Mark site-- changed from 6" line shown on plans. Petitioners' engineers working with Chief Couts. * Building to be sprinkled; two new water hydrants to be installed. * All mechanical equipment to be placed in interior courtyard area and screened. * All necessary information (drainage calculations) to be submitted to City Engineer for response by September 2. * Intersection of Pennsylvania Street and entrance drive needs to be designed so excess storm water does not drain to south--direct water off entrance drive to north. * Need detail of storm sewer outlet into lake, erosion control plan and show cross easement around lake. Page 2 Technical Advisory Committee Minutes August 21, 1986 x Show perimeter drainage easement on north and south property sides. * Lake maintenance covered by agreement between property owners. * Temporary sewer capacity has been granted by Carmel Board of Public Works--when Meridian corridor sewer is operational, will hook on there. * Maintenance of private water mains and fire hydrants should be considered. * Signs meet ordinance requirements. * Details of trash enclosure to be submitted prior to September 2--completely enclosed facility is proposed. * Petitioner will request annexation of site by Carmel City Council. * Water will be provided by Indianapolis Water Company. * TAC recommends approval of project. Stratford Cernter Docket No. 58-86 D.P. , Development Plan Amendment (previously submitted as Docket No. 48-85 D.P. ) for Stratford Center, a 3-story building, 27,300 sq. ft. office complex. Site is zoned B-7 and is located at 1990 E. 116th Street, Carmel, In. PETITIONERS PRESENT: Stan Neal, Weihe Engineering; Jim Nelson, Attorney; Mark Boyce, C P Morgan Company. •• Change in architectural design to allow for additional window area. * Parking area narrowed to allow for new wet retention pond and landscape area. * Enclosed storage area reduced in size. * Mr. Ward and the City Engineer have reviewed drainage plans and comments have been incorporated into final plans; revised plan to be submitted to Tom Welch and Carmel Dep'artment of Community Development by August 30, 1986. * Sidewalk along 116th Street is required to be installed by petitioners at time of construction of building. * Provision needs to be made for drainage cross easement from existing Barber building across Morgan property to storm water retention/detention facility that serves entire 6 acre area. * TAC approved technical aspects of proposed project revisions. Project is zoned B-6/B-2 and is located at the N.E. corner of 116th Street and Pennsylvania Street in Carmel, IN. PETITIONERS PRESENT: Dennis Murphy, R.V. Welch; John Dierdorf, Architect. • Comprehensive sign package was presented; includes complex signs, building signs, directory signs, tenant signs, and miscellaneous informa- tion signs. * Signs will be landscaped, colors and material was presented. * All proposed signs meet requirements of Carmel Sign Ordinance. * TAC recommends approval of sign package. Rocky T2c3c2.c3cIta Rist iir.irit Docket No. 60-86 ADLS, for Rocky Rococo Restaurant, a 3,030 sq. ft. facility located at the S.E. corner of Carmel Drive and AAA Way. Site is zoned B-8. PETITIONERS PRESENT: Jane Merrill, Attorney; Peter Yakimick, Madison Pizza Corp. * Sewer availability and curb cuts have been approved by the Carmel Board of Public Works. * Sidewalk along Carmel Drive to be installed when City undertakes sidewalk project in area. * Mechanical equipment on roof to be screened by three foot parapet wall. * Set of plans to' be submitted to Steve Couts, Carmel Fire Chief. * Directional signs to be three ft. sq. maximum and three ft. high. * Water line is on south side of street, not north, as shown on plan. * 1000-gallon grease trap must be provided--details to City Engineer Tom Welch. * Show limits of detention on utility plani-send copy to City Engineer. * Need subsurface drain under detention area north of the parking area. • Need to show perimeter drainage easement on west side. * Look into status of easement on existing storm sewer on south property line. * Show easement on storm sewer through property. * Submit revised plans five days prior to September 2 Committee meeting to all TAC members. Indian a S e a l C o mp a riy Docket No. 61-86Z, Rezone Application for a 25 acre parcel of ground north of 116th Street between the existing Public Service Indiana building and the Nonon R.R. track. Petitioner requests a rezone from an existing R-1 district to an M-3. Petitioner covenants to restrict development within a 300 ft. distance of 116th Street to exclude manufacturing and retail sales. * Petitioners did not show up. Project tabled. Carm�1 Office_ Park Phase II Multi-building commercial warehouse/office project located at the S.W. corner of Third Avenue and Cradle Drive; seven acre master plan. Concept plan approved for Phase I. PETITIONERS PRESENT: Steve Schutz and Dale Sollenberger. * Plans were distributed for discussion. •• Three buildings proposed, total of 19,000 sq. ft. * Phase Two includes the rest of looped street, •• Extension of water and sewer lines from Phase I. * Corner building is now proposed to be detached building; does not have any negative effect on parking or utilities; same sq. ft. as previously proposed. * All utilities on site are private. * Project will remain under one ownership; if parcels of project are ever sold, they will need to be platted per subdivision regulations. • Show perimeter drainage easements around entire site. * Final plans will be submitted at later date. Goodyaar Docket No. S 32-86, Special Use Application for Goodyear Store to be located in a B-3 zoned district west side of Range Line Road, north end of Carmel Plaza Shopping Center. PETITIONERS PRESENT: Bob Turner, Architect; Jim Nelson, Attorney. Page 5 Technical Advisory Committee Minutes August 21, 1986 * Mr. Turner needs to check PSI utility easement that may go through site. * Drainage plan as submitted approved byCity En gineer Tom Welch. * Rear of site should not be curbed in that original drainage for entire center would accept water via sheet_ drainage from this site to the west. * Proposed sign meets requirements of Carmel Sign Ordinance. * No outside storage of products by owner. * Additional sheild will be added to light fixtures on north side of site in order to achieve requirements of Carmel Zoning Ordinance. Shield shown on plans as submitted. * Brick used on all sides. * Trash and storage area is enclosed to north of building. * Will need sand and grease trip for inside auto bays. * Show sewer and water connection on plan. * Project will need to go to Carmel Board of Public Works for sewer and water availability approval. * TAC recommends approval of technical aspects of proposed project. PETITIONERS PRESENT: Dennis Grupp, Engineer; Steve Shutz, Developer * Developer proposes to install 620 ft. of 12 ft. rigid plastic pipe to the rear of Lots 14, 15, 16, 17, 18, 19 with three new risers to include existing inlet. * Kent Ward requires all 12" pipe. • Kent Ward requires dome-typ,e inlet casting for rear yard risers. ,< One inlet will serve two lots. • Shallow swale will be maintained along full distance of drainage easement. * Use conical casting for inlets with a "T" riser plugged at an end. •• Revise drainage plan for each rear lot; show on plan. * Revised plans to Department of Community Development and Kent Ward for final approval. * Improvements approved by Director of Department of Community Development and Kent Ward will be installed within 30 days of approval. A variance application for reduction of parking spaces. Parking required would be 39 spaces, petitioners require a reduction to 18; now have 22 parking spaces. Petitioner also requests deletion of the north side (rear) yard line requirement (15' required). PETITIONERS PRESENT: Dave Hollingsworth, Attorney * Required rear yard is 15 ft. Variance requested is to totally eliminate this for proposed north building. * Parking required by ordinance is 39 spaces. Variance is for a total of 18 parking spaces to serve existing storage. Building addition to existing building and proposed second building to north of property. • May need to drain parking area to north of existing building; depends on how area now drains. * TAC recommends approval of this request at this specific location. Front Yard Erzcrc bxner 1L Lot 56, Cedar Point Subdivision Single Family residential structure constructed 4.2 ft. inside the required front yard line. BZA variance requested for reduction of lot front yard line from 35 ft. to 30 ft. PETITIONERS PRESENT: Fred Parker, Engineer * No utilities constructed within easement. * Variance to reduce 35 ft. set-back to 30 ft. set-back. * TAC recommends approval. 1
