RESOLUTION REGARDING
U.S. 31 FREEWAY STATUS ON UPDATE THOROUGHFARE MAP
Since "Based on the conceptual Sketch Plan review, the U. S.
31 freeway alternative forms the basis of the updated
thoroughfare plan" (pg. 124) ; and
Since " Failure to accomodate excess demand on U.S. 31 will
most surely result in traffic diversion to Spring Mill Road
and College Avenue , where congestion and impacts from high
traffic volumes are more disruptive" (pg. 124) ; and
Since the Comprehensive Plan Steering Committee recognized
" the potential magnitude of future needs and probable
extended timeframe for implementation" and " that nothing
should be done prior to the next major plan update (5 years)
to jeopardize implementation of major sketch plan
components" (pg. 123-124) ; and
Since "This planning process has verified the need for a
freeway facility (pg. 135) ; and
Since "The combination of the U.S. 31 freeway , parallel
collector roadways, and interchange connectors will operate
as a system, supporting the need for a high degree of
cooperation by local and state officials in future planning
activities for this corridor (pg. 136) ;
The Carmel City Council desires that the Thoroughfare Map
reflect the text of the Comprehensive Plan Update and
identify U.S. 31 as a potential freeway .

RESOLUTION REGARDING
LOW DENSITY RESIDENTIAL IN THE COMPREHENSIVE PLAN UPDATE
Since the Lower Density Residential category " is intended to
provide opportunities for large lots/estate type single
family residential development (pg. 99) ; and
Since "This category is intended to preserve and maintain
open space by limiting development to this lower level of
intensity (pg. 99) ; and
Since "Currently , no zoning categories exist which would
restrict residential development to densities as low as
those contemplated in the LDR plan designation when sanitary
sewer service is available (pg. 99) ; and
Since " It is the Plan Steering Committee's opinion that
provision of areas for development of low density
residential uses is important to the community (pg. 99) ; and
Since " In lieu of rewriting the Zoning Ordinance at this
time and/or rezoning any parcels of land, " the Steering
Committee has established guidelines "when dealing with the
potential inconsistencies with the LDR plan designation and
underlying zoning" (pg. 99) ;
The Carmel City Council desires that the guidelines state
that development density in S-1 should average no more than
1 (one) unit per gross acre ; and that development density in
S-2 should average no more than 1 .5 units per gross acre .
