Plan 03/14/89 EXECUTIVE COMMITTEE COMPREHENSIVE PLAN - MARCH 14 , 1989 The committee meeting was brought to order by Jeff Davis at 7: 40 P.M. , at the Carmel City Meeting Hall . Plan Commission members present were: Jeff Davis, Sue McMullen , Ila Badger, Bob Boone, Alan Potasnik , Dorthy Neisler ; Citizen Members : George Sweet, Jim Dillon , Lindley Myers, Greg Binder, Bill Merrill were present, Will Wright was absent; Staff Members present were Rick Brandau and Dave Cunningham. Mr. Davis stated the starting date would be as soon as we have a contract signed and HNTB feels they do not have a problem with the completion date being December 15, 1989 and possibly by December 1 , 1989. The scope of the plan will be limited by the amount of money that we have to spend , which is $60,000. Ms. Joanne Greene of HNTB gave a brief overview of what the scope will be for the project. The task plan and the hours for each task has been set up as follows: Task 1 : Develop project work program - 84 hrs . Task 2: Aerial photography/base mapping - 30 hrs. Task 3: Existing land use and density - 68 hrs . Task 4: Existing zoning - 52 hrs. Task 5: Programmed land use and density - 60 hrs . Task 6: Existing and programmed transportation - 332 hrs. Task 7: Environmental considerations - 68 hrs . Task 8: Updated land use plan development - 156 hrs. Task 9: Updated thoroughfare plan development - 225 hrs . Task 10:Plan implementation - 194 hrs. Ms. Greene outlined the services that would be provided by the City , the services to be provided by the plann'er , anticipated meeting schedule and the list of deliverables (which is a part of the official minutes and attached to the permanent record ) . Mr. John Meyers discussed in greater detail the transportation element: 1 ) Compile existing data regarding daily traffic counts, peak hour counts, intersection turning movement counts , and peak hour factors for use in analysis and forecasting ; 2) Review existing arterial roadway service levels and identify existing capacity deficiencies; 3) Estimate additional peak hour trips generated by programmed land-use changes from Task 5, making use of existing traffic impact studies and/or ITE Trip Generation Guidelines , and make generalized assignment of the trips to the arterial system for analysis; 4 ) Review arterial roadway service levels with programmed land-use changes in place and identify capacity deficiencies; 5) Identify potential roadway improvements to address capacity deficiencies found in Tasks 3 and 5. Improvements shall be expressed in terms of roadway classification and lane widths plus specific intersection recommendations at critical locations where improvements exceed ordinary arterial designs ( e. g . grade separations, interchanges) ; 6) Prepare exhibit , tables and text describing major components of existing and programmed transportation network and corresponding deficiencies as it relates to ability to serve existing and programmed development over the next five years. Mr. Meyers also discussed the Updated Thoroughfare Plan Development: 1 ) Identify general traffic levels anticipated on major existing or proposed thoroughfares indicated in Task 6.6 based on information developed in Task 8. 6 plus anticipated , significant land use changes external to the study area for the same period ; 2) Estimate additional peak hours trips generated by the future land-use scenario identified in Task 8. 6 and make generalized assignment of the trips to the arterial system for analysis; 3) Review arterial roadway service levels with programmed improvements and the future land-use scenario and identify capacity deficiencies; 4) Identify potential roadway improvements to address capacity deficiencies found in Task 9. 3. Improvements shall be expressed in terms of roadway classification and lane widths plus specific intersection recommendations at critical locations where improvements exceed ordinary arterial designs (e.g . grade separations , interchanges ) ; 5) Present findings from Task 9 at Steering Committee meeting for acceptance of , or discussions of modifications to, the proposed Updated Land Use Plan and corresponding Updated Thoroughfare Plan . This will end up giving you a guide an important guide for the updated Comprehensive Plan . Mr. Boone questioned with regard to what you are talking about you will take into consideration to what the state is currently saying what they intend to do along Meridian Street? Mr . Meyers stated yes, there are two ways that will be addressed . The state has selected a consultant , they are initiating additional work and I don ' t know if there has been a commitment there or not. Where there has been a commitment by the city , county or the state and we will assume that as an existing situation in our analysis. We would look at that after we assign the traffic and identify the deficiencies and at that point when we are looking at various ways to solve those that would be one alternative. I feel fairly confident there is a drG1n of traffic from 31 that is showing up on Springmill , I don ' t know how much is showing up on College. It is now beginning to shift west . There will be improvements needed on U. S.31 . We would like to identify the problems independently . There was further discussion on this topic. Mr. Davis stated that there may be time from time have questions from staff or from us. Anything' I advise or do will be based on my general information . We have gone without a traffic plan for 16 years , we can go at least another 10 months without any real input into the current project. Unless you feel differently we will leave it that way . Mr. Meyers stated along that line we do fully anticipate to review the traffic studies you have on file and especially for any data that may be available there and also there is going to be information on the intensity of the development and will review some of the trip generation stuff and that point we may want to contact some engineers that have done studies, if they refer to data but don ' t print it . We will ask for it and we expect cooperation among our piers, I feel that they have an interest in this . We will not use data that is over three years old . Mr . Davis stated that some things of great concern is traffic , trees will be discussed in land use, cluster housing , there will a lot of things that this will not cover but this is just an outline. It will not be a full comprehensive plan . Ms. Greene added that the scope of work does include some of the expenses that we will be incurring in terms of the printing , air photography and still some question about the public participation meeting , there may be funds available for that. There still are some expense items that need to be nailed down . We will be using other resources from other offices, such as Boulder, Colorado. Mr. Lindley Myers requested clarification on the relationship between the developers and HNTB. Where will HNTB' s position be? Ms. Greene stated they will not take a position in that capacity with a developer until the Comprehensive Plan is complete. Will not do planning with a developer . Mr . Alan Potasnik questioned if any member has a specific question could we call HNTB at their office? Ms. Greene and Mr. Meyers stated they would welcome any questions or any concerns anytime. Mr. Meyers stated they would like to feel free to share any raw data that we have available that another engineer may need . Mrs . Badger questioned if the proposed sewer on West side will come into land use or traffic study? Mr. Meyers feels that it will effect Land Use but that is not an area that we are spending a lot of time on . We will work closely with the City staff to see where it works in with land use. Mr . Boone feels that it may be inappropriate to call HNTB or direct it through Jeff Davis or go through staff . We may be better served to go through the City Staff . Mr . Brandau questioned if there was any way we could get the master to copy at a later time and the expenses involved? Ms . Greene stated copying will be pretty minimal and the other expenses would be the public participation meeting and the public opinion survey . Mr. Davis stated that the committee would like to approve this contract tonight and get a contract signed within the week . Mr. Greg Binder questioned the impact of drainage on the environmental is that something the staff is going to handle? Ms. Greene stated they are going to review and may identify some new drainage channels? We are going to have to rely on the staff . That will be part of an analysis and land use part of it . Ms. Sue Dillon questioned what can we expect as changes or results from the Plan Commission regarding drainage? Who do we consult for drainage problems? Can we expect anything positive out of this? The problems have been addressed . Ms. Dillon ' s questions were further discussed . Ms. Greene stated that the Comprehensive Plan is a general guideline that will be studied in terms of their potential in the future to become ordinances as specific projects are brought forward . Although specific soils will not be analyzed in this update consideration will be given to that as a part of the Woodlands in a very generalized way . Mr. Davis adjourned the meeting at 9 P.M. .
