Carmel-Clay Comprehensive Plan Update
Dear Mr. Bucher:
The p 'poe of %.“ letter i to provide additional detail regarding o-,r
proposal of December 8, 1989 to investigate potential alignments and con-
figurations of three intersections within Clay Township. These tater
-
sections are:
o U.S. 31/Smokey Row/Rohrer Road
o U.S. 3I/Range Line Road
n 96th Street/Westfield Boulevard
Additional stud') i$ proposed for the locations since "ordinary intersec-
tion design" fit, asoamed in developing the Thoroughfare Plan would not be
effective th meting localized neds. Defining alignment and construction
limItg now would assist the Carmel-Clay Plan Commission and others in
influencirg development patterns to permit future improvements without
major disruption.
The following products will be provided for each intersection:
1. Alternative sketches (to be reviewed informally with the DCD
staff)
2. Recommended intersection layouts, illustrated on Aerial
photographs (400-scale or larger)
3. A;rproximace construction and right-of-way areas illustrated or
the aerial photographs.
4. Order of Magnitude Doat 2stimates (soitaole for programming)
t. Summary of assumptions, major considerations, and characteris-
tics (pros and cons) of each configuzation r,l,c,ommended.

As stated in December, we are prepared to investigate each mite and provide
the listed information for these three locations for $7.500. We assume
authorization would be in the form of a supplement to our agreement for, the
Comprehensive Plan Update, bur would entertain other options if they :might
better serve your needs.
We are prepared to begin this work immedietely following approval and
notice to pro eed, Timing will be contingent on availability of aerie_
photography and euntcur maps, but in any case, it is anticipated that the
work. will be conplete in less than six weeks.
