The following changes have been made since the last draft submittal: 1. The format of Chapter X has been revised and exemplifies final document format if shading and strike-outs are deleted. 2. Except for the thoroughfare plan, Chapter X tables and exhibits are in final form, including screening and photographic reproduction. The final thoroughfare plan is currently "xerox quality" , reflecting the likelihood of at least minor adjustments following Committee review. 3. Thoroughfare plan text and exhibits have been added to the poster. These elements were not included in previous submittals. 4. A section has been added to Chapter X (Section H) to address transportation demand management. This has not been reviewed by the Committee. 5. Minor changes have been made to Chapter X to address staff and Steering Committee comments, and an annotated copy (with strike-outs and shading) has been provided to the staff. Greater emphasis is placed on the need for parallel collector roadways along U.S. 31. Also, major north-south travel alternatives are now referred to as "sketch plans" , consistent with their limited purpose. These are not intended to be "draft thoroughfare plans" . They do not address full system-wide needs. The enclosed material completes the submittal of the draft report. We have reviewed all written comments on the draft and have discussed each comment individually with the staff. HNTB will submit the floppy disk to the staff for their use. We would like to express our concern over the recent miscommunication between HNTB, the staff and the Steering Committee with regard to the present status of the amended document. Our primary concern is to protect the interests of the City of Carmel and provide a quality, finished document that outlines sound and workable rcommendations for future land use and thoroughfare planning. Subsequent to the delivery of the final document, we intend to be available to the Steering Committee on a continuing basis to assist with general strategies for implementation of our land use and thoroughfare recommendations.
