Members present were: Dave Cunningham and Mark Monroe, Department of Community

Office; Kevin Walker, Indpls. Power & Light; and Jerry Robinson, Indiana Gas Co.
ASHMORE TRACE SECONDARY PLAT
Petitioner seeks approval (Secondary Plat) to plat 67 lots on 36.05 acres of land located on the
south side of 146th Street and east of Hazeldel Road.

Overview by Stan Neal of Weihe Engineers. Primary Plat approved 8-16 at Plan Commission.
Project served by Carmel water and sewers. Commitments made at Plan Commission level are
being followed at Secondary Plat. Petitioner is in compliance with primary plat as approved and
has added to wildlife habitat to enhance area and provide project with fill material for
construction of subdivision. Sidewalks on both sides of internal street system and along 146th
Street. Internal walking path system consists of two low water crossings on Kirkendahl Creek,
permits already applied for.
COMMENTS:
- Communications 9-1-1, LuAnna Stephens no comment
- County Highway, Jose Kreutz re placement of bridge--petitioner has submitted copy of
agreement between County Attorney and petitioner (also on file with DOCD), meets
County Highway requirements. Jose requests driveway permit; letter of concerns needs
to be addressed by petitioner.
- County Soil & Water, John South to send review letter to petitioner; erosion control
plan needs to be looked at. Of-site drainage needs to be looked at; rear side swales
should be shown as seeded (anything disturbed in Right-of-Way needs to be seeded).
Petitioner to send copy of DNR planting detail to South. Construction close to creek
needs a barrier on west side (silt fence). Drainage way behind lot 8 is graded below
level--needs attention. Existing drain tile should be shown on plan. 100 yr. flood
elevation needs to be shown. John South needs full set of plans for review--up-date to
follow.
- Carmel Utilities, John Duffy states development to be served by gravity sewer--needs
letter granting easement, if not, will condemn property. Would like constr. plans to show
valves and water lines. Five properties on 146th Street to have rhino pumps.
- Ind Gas, Jerry Robinson states will come in from south end of development; petitioner
to meet with Gas personnel.

- Carmel Engineer's Office, Randy Powell will defer any requirement for storm drainage
to Co. Surveyor's office. Any work done in Right-of-Way on 146th Street will require
Bonding to County Highway; Bonds to City required on internal streets. Petitioner to
post separate bond for one common drive.
- DOCD, Dave Cunningham comment letter of 7-28 to be addressed.
APPLEWOOD PRIMARY PLAT
Petitioner seeks approval (Primary Plat) to plat 30 lots on 10 acres of land located on the west
side of College Avenue and approx. one quarter mile south of 116th Street.
Filed by Kirkpatrick Development.
Dave Schmitts with Wright & Craig gave overview. Wright and Craig represents Kirkpatrick
Development. Also in appearance for Kirkpatrick were Dennis Blind and Joe Nicolucci.
Proposed project to be consistent with WoodPark. Project to be known as Applewood Estates,
presently zoned R-1/Residential. Petitioner has filed for five variances which will allow project
to be consistent with Wood Park. Petitioner to appear before BZA Monday, August 22nd, for
variance applications and scheduled for September Plan Commission for plat approval.
COMMENTS:
- County Surveyor, Steve Cash requests regulated drains; State Code requires 30 foot
drainage easement, 20 foot easement shown along back of lots abutting Northern Heights,
will need additional footage. Rear of lots on south side will need to be looked at re
easements. Most items can be dealt with at secondary. Steve requests site map.
Communications, LuAnna requests Applewood Circle be divided into two streets and two
new names submitted.
- County Highway, Jose Kreutz requests right-of-way off College and 116th Street; will
require decel lane for entrance; requests review fee.
- County Soil & Water, John South states large majority of southeast corner filled during
sanitary sewer construction, fill not compacted, needs to be removed. Wetland site on
property prior to being filled (10 years prior?), could be problem. Storm sewer design
adequate?
- Indpls. Power & Light, Kevin Walker states plat, easements and roadway OK, point of
concern is pole line along College (Ameritech or Ind. Bell)
- Carmel Utilities, John Duffy no comment
- Indiana Gas, no comment
- DOCD, Mark Monroe, no comment
- City Engineer's Office, Randy Powell states property cannot be annexed because of no
contiguity.
- DOCD, Dave Cunningham letter of 7-25 needs to be addressed; requests letter of non-
opposition to annexation, if and when.

SYCAMORE FARMS PRIMARY PLAT
Petitioner seeks approval (Primary Plat) - cluster) to plat 83 lots on 47.44 acres of land located
on the east side of Gray Road and approx. one quarter mile south of 116th Street.
Filed by C.P. Morgan Development.
Christie Starr and Mark Boyce of C.P. Morgan, and Paul Claire of Schneider Engineering
appeared on behalf of the petitioner. Paul Claire gave a brief overview of the project. The
petitioner is contemplating annexation; sewers and water will be Carmel, also Carmel streets.
A single entrance is proposed off Gray Road, project will connect internally with Kingswood.
COMMENTS:
- County Surveyor, Steve Cash says if offsite drng. comes from west, outlet is to be
provided. Petitioner should petition for regulated drain.
- Communications, LuAnna says street names and Subdiv. name OK.
- County Highway, Jose Kreutz has not yet received anything on project.
- City Engineer, Randy Powell says all streets surrounding project have been annexed.
Petitioner is to write to Jose Kreutz stating intention to annex.
- County Soil & Water, John South says rear yard swales and flow arrows need to show
on plans. Otherwise OK
- Indpls. Power & Light, Kevin Walker says bottom half of project will be serviced by
PSI, IPL will service balance of project.
- Carmel Utilities, John Duffy states water plans OK; sanitary sewer currently being
evaluated, will give comments later.
- Indiana Gas, Jerry Robinson no comment
- Carmel Park & Recreation, Matt Dickey
- City Engineer, Randy Powell says sidewalk on 116th St. will need to be built in
conformance with development. (plans on file at Engineer's office) Need Right-of-Way
across property, otherwise would recommend moving entrance. Unless right-of-way can
be obtained, plan is not acceptable to Engineer's Office. Petitioner to provide access to
sanitary sewer to homeowner.
- DOCD, Dave Cunningham letter of 7/06 needs to be addressed re: non-opposition,
fencing along Gray Rd., signage, etc. Petitioner will return to TAC in anticipation of Oct.
Plan Commission.
CONSECO AT 11799 NORTH COLLEGE ADLS
Petitioner seeks approval to partially renovate and modify the existing SAM's club located at
11799 North College Ave. Site is zoned B-2 Business.

Jim Nelson gave a brief overview of the proposed project. Tom Jolly of CSO Architects was
also in appearance for Conseco. Conseco purchased the 100,000 sq. ft. bldg. at 11799 College,
formerly The Wholesale Club and Sam's Club, for additional administrative offices and filed
plans for exterior renovation. The property is zoned B-2 Business and consists of 13 acres. Four
additions are proposed to the front of the building, and a new, rounded entrance. Decorative
walkway and additional landscaping will be provided to the front of the building, and landscaping
to the rear and the south of the building. The building will be painted an off-white color and
windows will be added. Twelve additional parking spaces are to be added (9 standard, 3
handicapped). The lighting fixtures on pole lights in parking lot are to be changed and five poles
added. No signage is requested (address only).
Tom Jolly, CSO Architects, explained the architectural design and elevation of the building and
the proposed changes.
COMMENTS:
- City Engineer, Randy Powell asked if consideration had been given to the new,
vehicular traffic pattern as opposed to the old traffic pattern.
- County Surveyor, Steve Cash no comment
- County Soil & Water, John South no comment
- DOCD, Dave Cunningham requests landscaping in parking islands be replaced as part
of this project. Additional lighting? Five new fixtures and poles to be added and fixture
heads to be added to existing poles.
SHURGARD STORAGE FACILITY - DP/ADLS AND VARIANCES
Petitioner seeks approval (DP/ADLS and Variances) to construct a storage facility at the point
of US 31 Meridian Street and US 431 Keystone Avenue. Site is zoned B-3.

Jim Nelson introduced the Shurgard Storage Facility. Doug McCauley, local representative for
Shurgard, and Paul Endris, II of Paul I. Cripe, Inc. were also in attendance. An application for
Special Use will be filed along with DP/ADLS. The facility will be located on a triangular piece
of real estate located south of the intersection of US 31 and Keystone Avenue (US431).
Doug McCauley gave a brief history of Shurgard and an explanation of the Shurgard business.
An aerial photograph of the site was submitted. Mr. McCauley stated that Shurgard is definitely
the "cadillac" of the industry and their sole business is self-storage. The Carmel site is to be the
flagship for similar projects in the Indianapolis market area.
Copies of plans will be submitted at a later date.
