College Ave. Indianapolis, IN 46280 RE: Ashmore Trace Subdivision S. of 146th St. \ W. of Cherry Tree Road Clay Township Dear Stan: This letter serves to acknowledge receipt on August 11, 1994 of a Secondary Plat and sheet 2 of 10 of the Development Plan for the above referenced project. The following comments apply: i Secondary Plat 1. The non-access easement along 146th Street needs to be broken at the common driveway for the 4 lots. Development Plan 1. In addition to the plan submitted, we need to review the vertical profile of the two driveways, especially for the subdivision entrance west of the bridge, where a sight distance encroachment due to the bridge's guardrail has been discussed. Please be advised that we do not allow the driveway to drain onto 146th Street. 2 . Please duplicate our standard roadside swale grading detail on your plan; the grading and swale proposed along 146th Street is to match this detail. Also, the portion of the swale with a grade flatter than 1. 0% requires a subsurface drain. 3 . The ends-of-radii for the curb at the Cherry Ridge Road entrance are to be dimensioned 24 ' from the centerline of 146th Street. The new pavement within the right-of-way fofor an146th Streets is to consist of a 1" surface, stone base cross-section. 5. The Vestal, as well as, the Kirkendall Drain flows through this site and serves as the principal outlet for storza water runoff. '4'e-id/SO ;,ice Stan Neal July 28, 1994 Weihe Engineering 10505 North College Indpls., IN 46280 Re: Ashmore Trace - Secondary Plat - Preliminary review Dear Stan, Upon review of your submitted materials, I have found the following items will need to be addressed: It appears to me that a layer of the computer was shut off during printing of the plat - i.e. streets and easements labels Support items - Statement from the City Street Department and the City Engineer's office regarding the impact of the development on the surrounding roadway system and recommended improvements for each adjoining street and entrance point - Covenants and restrictions for this development - have received a preliminary copy - still reviewing - A statement from Carmel Sewer and Water Utility needs to be submitted confirming adequate capacity - Landscape plan - being reviewed by Mike Hollibaugh - Will the greenbelt be included in the lots or will it be separate from the lots and maintained in a common area? - Please add green belt buffer easement to the perimeter of the project. In addition add landscape and signage easements where appropriate in the development. - For the Commission's information label the block area for the proposed open space. - A parking plan will need to be submitted per Cluster section 7.1.8, Upon submittal of the complete parking plan, additional comments will be forthcoming. - Signage plan - please dimension proposed signage - to confirm compliance with the sign ordinance - where will the signage be place, at what entrances? They will need the Board of Public Works and Safety approval as shown. - Location, size and capacity of storm sewer, water system and sanitary sewer will need to be reviewed by the appropriate Departments, County Surveyor, SCS & City Engineer for drainage, sanitary and water. - Drainage easements will need to be added along the floodplain areas pursuant to the Zoning regulations - Monuments, markers and benchmark need to be added to the plat - Plans and profiles need to be submitted as soon as completed - Soils Map and report need to be submitted - Report describing the water, sewer and drainage system will need to be submitted - Scale and north arrow need to be added - Source of title needs to be added - Streets and rows - need to be shown - Locations - Names - Widths - Complete curve notes needs to be added - Dimensions of land to be dedicated and reserved - Certificate of approval from the commission needs to be added on each page - Confirm easements from plat to the development for matching and missing easements - Prepare a break down of overall acreage/common area/flood plain/and surrounding developments density be completed and included for the file? Supportive materials - per Cluster ordinance - Please refer to section 7.1.3 of the cluster ordinance and be prepared to address the following items at the Plan Commission; - the location and style of building units - the general architectural style - the exterior building materials - treatment of the greenbelt buffers and other open spaces - site lighting, landscaping, and signage - number of and location of all parking spaces - proposed restrictive covenants - means of adequately maintaining all common areas Page 3 Ashmore Trace July 28, 1994 - Minimum sideyards will need to be maintained between structures during development- I would strongly recommend that you study the placement of the different footprints on lots to avoid conflicts with the sideyard setback requirements - As stated previously, no parking plan has been submitted, the Department would request that full parking plan that meets section 7.1.8 (especially the 4 bedroom criteria) be prepared and submitted. The above comments will need to be addressed and updated plans need to be submitted no later than August 4, 1994, to assure our office adequate time to review your proposed project.
