The Hamilton County Surveyors (Mice conducted an inspection of the drainage facilities
for Huntington Chase Sec.2 (formerly Sutton Place Sec.2)on April 23, 1997.
The following punchlist items will need to be addressed before these drainage facilities
are accepted as part of the Sutton Place storm system.
1. Structure#226(Curb inlet)Grout around 18"pipe. Underdrains OK.
2. Flush storm pipe between structures 226&225.
3. Structure#225 (Curb inlet)Structure OK. Found slight negative fall in south underdrain,
North underdrain OK.
4. Structure#224(Curb inlet) Grout under flat top arid costing. Underdrains OK.
5. Structure#223 Unable to inspect structure (Sedimentation). Prepare structure for re-
inspection, Regrade around structure. Seed disturbed areas. Reset erosion control.
6. SSD riser Lot 107 Found riser under 8" to 10" of soil. Builder needs to regrade rear yard of
lot 107 to match elevations of riser,
7. SSD riser lot 103 Riser OK.
8.Found tie-in of 6" underdrain into existing stomi structure east of lot 102 in Crooked Stick
OK.
9.Found no SSD riser between lots 101-102. The plans do not depict a riser at this location.
The Surveyors Office is asking a riser be placed at this location,
10. SSD riser lot 99 Riser OK.
11, Structure#214A(Concrete End Section) Reset erosion control.
12. Structure#214 Unable to inspect structure(Sedimentation), Prepare structure for re-
inspection. Re-grade around structure. Reset erosion control.
13. Structure#215 (Curb inlet) Grout structure. Clean.out both under drains,

31.Found no underdrain riser on lot 110, The plans do not depict a riser at this location. The

37. Found new structure rear of lot 123. This field change will need to be reflected on record

38. Found ponding water between new structure and existing structure on lot 123. Regrade area
to alleviate ponding water.
39. SSD riser lot 125 Riser OK.
40. Structure#205 Grout structure. Add two steps below existing steps. Found no 6" laterals to
lots 123-124 as depicted on plans.
41, Structure#204(Curb inlet) Structure&underdrains OK. Found step slightly misaligned in
structure.
42. Structure#203 (Curb inlet)Grout structure. Clean out structure. Buildup benchwalls in
structure. Found negative fall in north underdrain. South underdrain OK.
43. Flush storm pipe between structures 203-204.
44. Structure#202 Backfill and grade around structure. Reset erosion control.
45. Structure#201 Grout structure. Remove old erosion control material.
46. Structure#200 Grout structure. Remove old erosion control material.
47. Install breather or riser where tile connects to underdrain on lot 79. This is depicted on sheet
4 of plans.
48. SSD riser lot 78 Did not locate riser on lot 78. Locate or construct riser and bring up to
grade.
49. Found yard inlet constructed on top of existing CMP on east side of Towne Road. Inlet OK.
50. SSD riser lots 85-86. Did not locate riser. Locate or construct ri ser and bring up to grade.
51. Structure#208 Grout structure. Reset erosion control.
52. Structure#228 Grade around structure. Reset erosion control.
53. Seed all areas per erosion control plans.
54.The inspection revealed 6"underdrain installed under the curbs in Huntington Chase Sec. 2.
55.All underdrain laterals are to be a minimum of 18" above grade,capped and secured to a steel
fence post.

I have reviewed the plans for this project and have the following
comments.
1. The drainage for this site will needto be petitioned to become
regulated drain, Because of this, all storm sewer and subsurface
drain easements will need to be 30' in total.
2. Please show subsurface drain riser locations on the plans. These
are required at all turns, splits, beginnings and ends of runs of
subsurface drain.
3. Please show lot dimensions on the site grading plan.
4. Subsurface drain is recommended in swales with less than a 1% slope.
This occurs behind Lots #99, 100, and 102 along the East property
line.
5. All storm structures greater than 3' deep need to be enlarged and
made accessible with steps installed. Please note this on the
inlet details.
6. Structure 211 is mislabeled as 201 on the plan and profile sheet.
7. Please show steps on the manhole detail.
8. The storm sewer that runs across 116th Street and along the street
on this site needs to be shown with its structures.
9. The private tile coming onto the site through Lots 78, 79, and 125
needs to be located and connected to the proposed regulated drain
in Section 2.
10. Please show the regulated drain easement along with the regulated
drain along 116th Street.
11. We wanted to let you know that you have the option of running your
subsurface drain in front of the lots as long as the curb is stamped
to show the location of this drain. We recommend this especially for
Lots 100, 101, and 102 instead of draining into the existing offsite
drain.
12.- You will need permission to work in the Shell Oil pipeline easement.

only locate the soil types with abbreviated soil names_
According to the USDA-SCS inventory df potential wetlands and USDI-NWS inventory
maps there is not the potential of a wetland on this site_ Naps may be viewed at the
SCS-SWCD office. Private consultants wfll make an on-site determination-
It appears from the size of this project a Notice of Intent letter is required to
be filed with Indiana Department of Environmental Management.
Comments:
1_ 4 tile from the fire station needs to be connected. I believe it crosses 116th
Street west of proposed Towne Road.
2. Address tile access for lots 107, 18 and 109.
3. Some rear yards swales are deeper tlien needed for a I% slope. In general, swales
mill be drier and easier to establish grass if they are shallower.

Dear Art:
This letter serves to acknowledge receipt on July 1, 1994, of a Secondary Plat
and Construction Plan for the above referenced project. The following comments
apply:
Secondary Plat:
1. The proposed 45' half rights-of-way for relocated Towne Road and 116th
Street do not meet the County's Thoroughfare Plan. The full 60' width is
required to fit a Primary Arterial (a 4 laned roadway), especially at its
intersection with another Primary Arterial that will certainly require
multiple turn lanes. Per the compromise worked out at T.A.C. , we ask that
the drainage and utility easement be decreased, a common area (non-access
easement) be provided and the right-of-way be increased.
2. Triangular corner cuts are required at the intersection of Paget Drive and
116th Street, similar to what is shown at Towne Road, in order to
accomodate future improvements.
3. The rights-of-way of all local streets must intersect with 20' radius
curves.
Construction Plans:
1. Additional discussions are warranted regarding the vacation of the portion
of Towne Road. The county attorney has been contacted to determine the
vacation procedure, and whether this department is willing to assume the
maintenance and liability of the 1± Acre tract west of the relocated Towne
Road.
2. The Towne Road typical section is to be revised as follows:
A. The two 15' lanes proposed are too wide, considering that
Towne Road is only 18' wide (total) north and south of
this site; therefore, please revise to 12' lanes.
B. The 10' shoulders are to consist of 3' wide, 6” deep #53 or #73
stone. The remaining 7' are to be earth shoulders.

C. The roadside swales are to be graded as shown in the attached
standard detail.
3. Traditionally, the subsurface drains for the individual lots have been tied
into the pavement base drain; however, this comment is deferred to the
Surveyor's Office.
4. The median along Paget Drive needs to be terminated at Station 4+00±, to
allow the minimum vehicle turn radius.
5. A roadside swale matching the attached standard detail is to be constructed
along the southside of 116th Street; invert elevations are to be shown
every 100' .
6. Rather than the roll curb shown, please provide chairback (also reverse
slope) curb for the entrance median. Also, duplicate our detail on plan.
7. Please revise the grading at the entrance off 116th Street to drain into
the subdivision. As shown, you can not build the 1/4"/ft cross-slope
required.
8. Please note on sheet 17 that the surface is to be #11, binder #8 or #9, and
the base either all #53 stone, or mixed with #2.
9. The attached detail is to be shown for the pavement transition into
existing Towne Road.
10. A note may be required in addition to the "Existing Pavement to be Removed"
calling for the regrading of Towne Road to ensure that the area drains into
the new roadside swale.
11. Please verify that the Shell Oil Company has no additional specific
requirements regarding the crossing of Relocated Towne Road across its
facility.
12. If the developer is to install sidewalks, please show joint schedule on
plan.
13. Please duplicate our utility location and crossing details on plan.
14. Please be advised that a discussion regarding the traffic
control along Towne Road is to be shown on the plan. Obviously, we should
minimize the road closure period.

Upon review of your submitted materials, I have found the following items will need
to be addressed:
Plat and supporting data
- Two legal descriptions need to be attached to the applications
- Street names need to be confirmed with the Carmel Communications Center on
the street name availability

3. Engineer's estimate for storm sewers (including SSD), erosion control,
and monuments. The contract is also acceptable.
4. Letter of credit for 1O0X of the engineer's estimate.
5. Approved plans and calculations. (Calos have been received).
Construction Pians and Plate
1. The D&i3E on lots 82. 83, 84 & 85 need to show 15' per half to reflect
the secondary plat.
2. The D<E on lot 111 & 110 need to be increased where the SSD is present
to conform with IC 36-9-27-33(e). The secondary should also be changed.
3. Change the inlet detail note. "Steps to be added if "C" is greater than
36"." The deep inlets are to be accessible.

This letter serves to acknowledge receipt on August 12, 1994, of a Construction
Plan and Secondary Plat revised per our letter of July 26, 1994. The plan
addressee the majority of our previous concerns; however, the following comments
apply:
Secondary Plat:
1. Effective April of 1994, the County's policy regarding curbed
medians is to allow the medians within the right-of-way (not in
blocks). The covenants would state that the homeowner's association
is responsible for its maintenance, and that any landscaping or
signs must be approved by the County Engineer. Also, please be
advised that the median is to terminate at the 116th Street right-
of-way.
2. Block 'A' is not to have access off 116th Street.
3. Please submit the limitations, in terms of non-access, of Blocks 'E'
and 'D".
Construction Plan:
1. Please call for a sand backfill over the existing storm pipe along
116th Street, for the portion within the Paget Drive right-of-way.
2. The attached traffic control details are to be corporated in your
plan for the area along the relocated Towne Road.
3. 1 am transmitting four (4) copies of the Inspection Agreement for
your execution. Please be advised that the next Commissioner's
meeting is September 12, 1994.
