Recommendations
1) Revision of the text to indicate that the freeway concept is one of
three alternatives, with no indication that any one alternative is
preferred. The freeway concept should simply be identified as a
contingency that would be indicated only if actual construction
trends over the next five years validate the likelihood of need
within the plan time frame.
2) Revision of the maps (thoroughfare and comprehensive plan) so that
Meridian Street is not shown as a freeway. Instead, Meridian Street
could be shown with a distinctive marking (such as cross-hatching),
together with a legend indicating "See plan text for alternatives."
3) Revision of the text to recognize the completion of the 1989-1990
Meridian Corridor improvements, and to explicitly encourage the
State of Indiana to proceed without delay to implement the planned
improvements to the I-465 and Meridian interchange. The
encouragement to the State should be strong and unequivocal.
