MAYOR January 18, 1990 Ms. Christine W. Letts, Director Indiana Department of Highways Room 1101 - State Office Building 100 North Senate Avenue Indianapolis, Indiana 46204 Dear Ms. Letts: We appreciate your careful review and interest regarding the proposed rebuilding of Spring Mill bridge over I-465 in connection with the improvements at U.S. 31 and I-465. I have reviewed the correspondence, dated December 27, 1989, from Mike Higbee and Joe Staehler, two of our department directors, which would lead to our recommendation not to widen the Spring Mill bridge to four lanes. To suggest that this collector route should serve purposes, other than to allow inter-neighborhood traffic, is extremely insensitive given the historical 11SP of Spring Mill Road. It is our hope that any constructed improvement would not dramatically change the current use of that portion of Spring Mill Road. In light of these sentiments, I would offer my support to the neighborhoods served by the Heartland Coalition by offering the following position statements: 1) Spring Mill bridge should not be widened to four lanes. 2) Egress and ingress from any major developments from along Spring Mill Road in Hamilton County should be carefully reviewed and restricted, so that all major traffic is funneled to Meridian Street. 3) This issue speaks to the need of a renewed commitment for more inter-county cooperation. A Compassionate and Competitive City 2501 CITY-COUNTY BUILDING • INDIANAPOLIS, INDIANA 46204 • (31 7) 236-3600 Ms. Christine Letts January 18, 1990 Page Two It is essential, on a project such as this, that we renew our efforts at minimizing the potential negative impacts on these established residential areac. We are hopeful this position statement reflects the obvious genuine concerns of the affected neighborhoods in Marion County.
