We support the idea of a special committee/study effort for this due to the unique nature and specific needs of this area. 94 4 040b This is HNTB' s recommendation and should be . discussed by the Steering Committee. This is HNTB' s ; recommendation to achieve what the steering committee has been talking about in terms of concerns about public spaces behind private lots. 107 1 Nt What would be the best way to qualify the term "overall"? 108 hilik0 .The text does read residential for both west and east of Spring Mill. As per consensus at the November Steering Committee meeting, densities are to be generally lower to the west and more moderate to the east. 108 Eas - 41 Agreed. The fourth bullet item from "Western Section Consensus Items" should be repeated under the "Eastern Section" . 108 Rationale This issue of an appropriate planning horizon was MAY 15 'S0 12:42 HNT3 <CS 815-332-9011 P.7 first discussed at the May and July Steering Committee meetings. ETTB understood that the committee wanted to plan for a time when the community had no more vacant land for development so that infrastructure and road rights-of-way could be sized appropriately now, to protect for future needs. 118 A. At 441Abig604114opeoassistance from Staff? In general, assumptions and description from the 1985 Update remain the same. If you compare the actual plans, they are virtually the same with the addition of item (i) - networks of open spaces and the elimination of the "Transition Zone" designation. Overall, the distribution of land uses and densities remain the same. (See graphs on summary poster comparing land use distribution between 1985 Plan and 1990 Plan) . Accordingly, information originally presented in Item 4; "Supportable Population Growth" remains valid. There have been no investigations of historic population growth and trends as part of the 1990 Amendment. 122 1&2 ` Actually, HNTB recommends deleting paragraph 1 as indicated by strike outs. What is wrong with suggested edits to paragraph 2? 123 3 Agreed. The "Land Use and Circulation Plan" refers to the exhibit where the two plans are combined. This is found on the Executive Summary Poster. In the past document, this combined plan was the "Official" plan and represents the legal instrument which is what is being referenced in this paragraph. 125 3 4,412 Apip HNTB will correct typographical error. 125 2 Implementation technique questions for S-i, S-2 are valid. Densities were agreed to at January Steering Committee. 125 5 Paragraph does refer to buffering between "LDR" and more intense residential such as "HDR" as well as commercial areas. At no time did the committee indicate that "LDR" should be buffered from Moderate Density Residential ("MDR") . Is this Staff's idea? Does the Committee support this? 126 2 Yes, by density definition. (Where there enough question marks after this comment?) 126 6 4J. HNTB will correct typographical error. 127 5 Perhaps "HDR" and "LDR" should be included. Perhaps language should be revised to read that commercial/ MAY 15 '90 12:43 HyTB KCCS 916-333-9011 R.9 • office areas are "buffered" from all, types of residential uses. 128 2 Is staff suggesting the use a blue asterisk to indicate combined facilities? 128 4 What is the correct reference? 134 5 HNTB was not under contract to amend the 1985 Housing Plan. Accordingly, no changes were made to text under Section C: Housing Plan, pages 134 through 136. 135 5 See comment above. 136-170 JWM should check these items. 171 Agree. This item needs to be discussed by committee.
