Carmel, IN 46032 December 7, 1990 Members of the Carmel Plan Commission, At the final meeting of the Comprehensive Plan Update Committee, Plan Commission president, Mr. Davis, invited any member of that committee who wished to submit a minority report to do so. As the dissenting vote on the Comprehensive Plan Update, I availed myself of Mr. Davis' invitation to express my concerns with the Update in the form of a minority report. This was mailed on October 26, 1990 to Mr. Bucher at the Department of Community Development and to Mr. Davis. My report was also FAXed to HNTB. I would have to assume that all parties received their copies of my minority report since none were returned to me in the mail. Since my minority report was not distributed with the revised Update text, I am taking it upon myself to send each of you a copy. Representing over 2 , 000 residents in the township, I feel that I owe it to them to make sure that their voice is heard. Was my report intentionally buried or was it accidentally overlooked? I will probably never know, but it certainly reinforces one of the questions I raised in my minority report about whether the interests of the public have been heard, let alone served. As you know, the ten member committee included two developers, one employee of a developer and one realtor. The very reason for a Comprehensive Plan is to determine what kind of a community the residents will be left with when everything is developed. Were the residents fairly represented and were they listened to? I think not. Another frustration experienced by residents outside the city limits of Carmel is the feeling of disenfranchisement. It is not imaginary! It is real and has just been reinforced by this episode. I urge you to consider my report seriously and remember that I am the only voice speaking for the residents in an area that occupies half of the township to be effected by this Update.
