Plan Update Committee have suggested to me that the Sept. 12th meeting be delayed or postponed. The Indiana Association of Cities and Towns is meeting that week in Indianapolis, and several events are scheduled that conflict with the meeting. The 12th has been cleared with HNTB and the firm doing the polling and looks to be an important and full agenda of transportation and survey information. The media and the committee members are also aware of the 12th, but all of this can be changed. I feel the next possible dates to meet would be Wednesday, September 20th or Tuesday the 26th. Alan Potasnik is the person who called me about a possible change, so you may want to talk with him. Whatever date is decided upon, we should inform the media no later than Friday, Sept. 1st, so that it is in the paper on Wed. the 6th. I can have Dorothy notify the committee members. Committee needs to decide the type of document (map) they want as a final product . -Depicting the ideal land uses for Carmel and Clay Township (a dream plan)? -Depicting the current land uses of Carmel and Clay Township (current zoning)? -Or a combination of the above two plans? 2 . Determine the method of interpretation and drafting the map. -Will the boundaries/colors of the land uses be site specific or solely in recognition of a potential need for a type of uses? ( i .e . Palmer Dodge once proposed site) 3 . Determine how the text should read. -Site specific or general recognition of a potential need. 4 . Should the text of the plan match the map? -Current map and text vary from one another i . e . Shadybrook area. 5 . Does the committee want Transition Areas depicted on the map? -Some have expressed the need and desire for flexibility in some areas? -If yes , then where and how should the text portion read? -If not on the map, then perhaps a statement in the text of the plan may be appropriate . 6 . Committee and especially the Plan Commission members need to know and understand the need and reasoning behind the green belt ( link) area and realize the needed commitment of the Plan Commission in obtaining and implement this portion as will as the overall plan. -It may not be a bad idea to outline procedures and methods of implementation .
