COUNCIL CHAMBERS/CITY HALL/ONE CIVIC SQUARE MEETING CALLED TO ORDER Council President Sue Finkam; Council Members: Kevin D. Rider, Ronald E. Carter, Laura Campbell, H. Bruce Kimball, Anthony Green, Jeff Worrell and Deputy Clerk Jacob Quinn were present. Council President Finkam called the meeting to order at 6:02 p.m. INVOCATION Pastor Jerry Zehr, Carmel Christian Church, delivered the Invocation. Councilor Campbell led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS There were none. APPROVAL OF MINUTES Councilor Rider moved to remove minutes from the June 9, 2017 Special Meeting from the Table. Councilor Kimball seconded. There was no Council discussion. Council President Finkam called for the vote. Motion was approved 7-0. Councilor Carter moved to approve minutes from the June 9, 2017 Special Meeting. Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the vote. Minutes were approved 6-0 (Rider abstained). Councilor Rider moved to approve minutes from the June 19, 2017 Regular Meeting. Councilor Kimball seconded. There was no Council discussion. Council President Finkam called for the vote. Minutes were approved 6-0 (Finkam abstained). Councilor Rider moved to approve minutes from the July 6, 2017 Regular Meeting. Councilor Kimball seconded. There was no Council discussion. Council President Finkam called for the vote. Minutes were approved 6-0 (Campbell abstained). RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL Jane Rosenfeld addressed Council regarding concerns about the proposed roundabout at Medical Drive and Carmel Drive. . Tim Hannon spoke in opposition to the new bond proposals (D-2369-17 and D-2370-17). COUNCIL AND MAYORAL COMMENTS/OBSERVATIONS Councilor Worrell thanked all of the CarmelFest volunteers. Councilor Rider thanked City of Carmel employees who have helped put on the Late Night on Main events. Councilor Carter asked Mayor Brainard to direct the Police Chief to begin enforcing laws on the Monon Greenway. ACTION ON MAYORAL VETOES There were none. CLAIMS Councilor Rider moved to approve Payroll in the amounts of $1,700,996.13. Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the vote. Payroll was approved 7-0. Councilor Rider moved to approve General Claims in the amount of $2,201,718.53. Councilor Kimball seconded. There was no Council discussion. Council President Finkam called for the vote. Claims were approved 7-0. Councilor Rider moved to approve Retirement in the amount of $93,886.35. Councilor Green seeonded. There was no Council discussion. Council President Finkam called for the vote. Retirement was approved 7-0. Councilor Rider moved to acknowledge Wire Transfers in the amount of $21,405,563.94. Councilor Campbell seconded. There was no Council discussion. Council President Finkam called for the vote. Wire Transfers were acknowledged 7-0. COMMITTEE REPORTS Councilor Rider announced that the Finance, Utilities and Rules Committee had met and the committee report would be given when the item appears on the agenda. Councilor Kimball announced that the Land Use and Special Studies Committee had not met. OTHER REPORTS Corrie Meyer, Director of the Carmel Redevelopment Commission, gave the monthly report to Council Sam Burgess, Staff, gave the quarterly report for the Carmel Historic Preservation Commission. 2 OLD BUSINESS Council President Finkam announced the Fifth Readina of Ordinance Z-622-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Amending a Variety of Procedures for the Carmel Plan Commission and Carmel Board of Zoning Appeals in the Carmel Zoning Ordinance. This item is returning from the Plan Commission with Amendments. John Molitor, Counsel to the Carmel Plan Commission, presented the item to Council. There was extensive Council discussion. Mike Hollibaugh, Director of the Department of Community services, presented to Council. Council President Finkam referred the item to the Land Use and Special Studies Committee. PUBLIC HEARINGS Council President Finkam announced the First Readine of Ordinance D-2374-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Vacating Excess Public Right -of -Way Northwest of the Carmel Drive and Range Line Road Roundabout. Councilor Worrell moved to introduce the item into business. Councilor Rider seconded. Councilor Worrell deferred to Rory O'Bryan, Harrison & Moberly, LP, to present the item to Council. Council President Finkam opened the public hearing at 6:56 p.m. Seeing no one who wished to address Council, Council President Finkam closed the public hearing at 6:56:30 p.m. Councilor Worrell moved to suspend the rules and act on the item this evening. Councilor Rider seconded. There was no Council discussion. Council President Finkam called for the vote. The motion was approved 7-0. Councilor Rider moved to approve Ordinance D-2374-17. Councilor Carter seconded. There was no Council discussion. Council President Finkam called for the vote. Ordinance D- 2374-17 was approved 6-0. NEW BUSINESS Council President Finkam announced the First Reading of Ordinance D-2369-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Approving Certain Carmel Redevelopment Authority Lease Rental Bonds, Approving One or More Lease Agreements Between the Carmel Redevelopment Authority and the Carmel Redevelopment Commission, Pledging Local Option Income Tax Revenues of the City to Pay Certain Obligations, and Taking Other Actions Related Thereto. Councilor Rider moved to introduce the item into business. Councilor Carter seconded. Mayor James Brainard went through projects outlined in the ordinance and described their benefits to the City of Carmel. Mayor Brainard also explained the debt in relation to the growing tax revenue generated from businesses headquartered in Carmel. In turn, he explained, this keeps utility fees and taxes low for residents. There was extensive Council discussion. Council President Finkam referred the item to the Finance, Utilities and Rules Committee. Council President Finkam announced the First Readina of Ordinance D-2370-17; An Ordinance of the Common Council of the City of Carmel, Indiana, Approving Certain Carmel Redevelopment Authority Lease Rental Bonds, Approving One or More Lease Agreements Between the Carmel Redevelopment Authority and the Carmel Redevelopment Commission, Authorizing an Amendment to the Revenue Deposit Agreement Between the City and the Carmel Redevelopment Commission and Taking Other Actions Related Thereto. Councilor Rider moved to introduce the item into business. Councilor Worrell 3 seconded. Mayor Brainard presented the item to Council. Council President Finkam referred the item to the Finance, Utilities and Rules Committee. OTHER BUSINESS City Council Appointments 1.
