Exh;bit EXHIBIT "B" EXPLANATION OF DEVELOPMENTAL STANDARDS VARIANCE REQUESTED The Applicant is the Owner of the 12.302 acre parcel of real estate located in the development known as Meridian at the Interstate with a common address of 10330 N. Meridian Street ("Real Estate") and zoned B-6 Business District under the Zoning Ordinance of the City of Carmel, Indiana ("Ordinance"). The Applicant received approval from the Carmel Plan Commission on the 18th day of February, 1992 under Docket Number 1-92-DP/ADLS (Amend) to construct the America's Headquarters for Thomson Consumer Electronics on the Real Estate. The plans as approved by the Commission provided for a four-story building containing 215,663 square feet and 720 parking spaces (719 required). The Applicant is modifying the approved plans by increasing the size of the atrium by 17,368 square feet. The parking requirements under the Ordinance are calculated based upon one parking space per 300 square feet. The modified plan results in 58 additional parking spaces being required. The Applicant is requesting a permanent Developmental Standards Variance from Section 17.1 of the Ordinance to permit a reduction in the number of required parking spaces from 777 to 719 (720 provided). The Applicant is of the opinion that the increased size of the atrium area, because of its use for aesthetic, entry, and display purposes will not result in space requiring additional parking spaces. CARMEL/CLAY BOARD OF ZONING APPEALS CARMEL, INDIANA Docket No.: V- -92 Petitioner: Thomson Consumer Electronics, Inc. FINDINGS OF FACT - DEVELOPMENTAL STANDARDS VARIANCE 1. The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the community because: the increase in• the size of the office building will not result in the need for additional parking spaces. 2. The use and value of the area adjacent to the property included in the variance will not be affected in a substantially adverse manner because: the increase inthe size of the office building will not result in the need for additional parking spaces. 3. The strict application of the terms of the Zoning Ordinance to the property will result in practical difficulties in the use of the property because: the applicant would be required to install additional parking spaces which are not needed. DECISION IT IS THEREFORE the decision of the Carmel/Clay Board of Zoning Appeals that Developmental Standards Variance, Docket No. V- -92 , is granted, subject to any conditions stated in the minutes of this Board, which are incorporated herein by reference and made a part hereof. EXECUTIVE SUMMARY Thomson Consumer Electronics, Inc. is the fourth largest manufacturer of consumer electronics in the world. Thomson is a producer and marketer of color televisions, video cassette recorders, camcorders, compact disk players, high-end and mid- line audio systems and telephones. While the name "Thomson" is still relatively unknown in the United States, the company is certainly well recognized by two of its famous brand names--RCA and General Electric. Business analysts have characterized the consumer electronics industry as among the most fiercely competitive in the world. To be successful, companies must adopt a global scope and expert management team. Thomson participates worldwide in 17 countries with 40 factories and eight research and development facilities. The proposed Americas Headquarters will be the headquarters for all of North and South America and would include marketing and research, but no manufacturing. The company cemented its place as a serious and truly global player in consumer electronics through a series of acquisitions in the late 1980 's, crowned by its purchase in 1987 of the number one brand shares of televisions and audio products in the United States--RCA and GE. Today, Thomson is a $6 billion company, significantly larger than the metropolitan area's biggest corporate neighbor, Eli Lilly & Co. In addition to its clear number one position in the U.S. television market--the biggest marketplace in the world--Thomson is also number two in the TV's in Europe, number two in the manufacture of color TV picture tubes worldwide, number one in the U.S. audio products market, number two in the U.S. telephone market, and number one and number two in the U.S. and Europe, respectively, in the VCR and camcorder market. More than a product manufacturer, however, Thomson is among the current leaders of such exciting technologies for the future as high-definition television (HDTV) . Worldwide, Thomson employes 55, 000 people. Approximately 15, 000 of these people work in North and South America (with 9, 000 in the U.S. ) , and report to the Indianapolis Headquarters. Roughly one-half of Thomson's worldwide sales are generated in this country and managed from its Americas Headquarters. In addition to having its Americas Headquarters here, Thomson has been steadily investing in the expansion of a high-technology research and development center.
