I know these courts are a pervious material — but say they weren't... what would the coverage percentage be with adding them? It should be noted that the proposed volleyball court areas have been reconfigured and reduced to a total of two (2) courts. These modifications to the volleyball court areas were done in order to avoid the encroachment of the FEMA Flood Plain, cover over the existing sanitary manhole, removing and replacing an existing downspout, etc. The following are responses for each of your comments: Construction Plan Review Comments 1. These items have been added to Sheet C0.0. Please see the cover sheet in the revised construction plans. 2. Email addresses have been provided on the cover sheet. Please see Sheet C0.0 of the revised construction plans. 3. All of the revised construction plan sheets have been stamped with the appropriate language. 4. The flood plain line type has been added to the legend on Sheet C 1.0. Please see the revised construction plans. 5. Due to the rearrangement of the proposed volleyball court areas, tree clearing will not be needed. All proposed clearing has been removed from Sheet C 1.0. Please see the revised construction plans. 6. A Non -Enforcement on Individual Tracts for encroachment into the regulated drain easement is attached for pending approval. 7. Ryan Hartman at CTRWD has acknowledged that the volleyball court area locations are acceptable as long as the existing sanitary manhole is not covered. Due to the proposed reconfiguration of the volleyball courts, CTRWD should not have any problem accessing the sanitary sewer. 8. All necessary technical information required by Section 102.02 of the Stormwater Technical Standards has been taken into account on the revised construction plan documents. 9. The courts provide a sand infiltration layer for drainage. The retaining wall drainage will outlet at both ends of the proposed wall and drain via overland flow into the WR Fertig Drain. 10. A foot wash station has been proposed near the gate entry to the courts. A detail of the proposed fencing around the volleyball court areas has been provided and can be seen on Sheet C7.0 of the revised construction plans. 12. Construction limits have been provided on Sheets C 1.0, C2.0, and C4.0 of the revised construction plan documents. 13. Due to the volleyball court areas being reconfigured and reduced to two (2), the proposed roof drain has been eliminated from the proposed improvements. The existing roof drain is no longer included within the proposed construction limits. Please see Sheet C3.0 of the revised construction plans. 14. Please see the above response to comment # 13. 15. Due to the volleyball court areas being reconfigured and reduced to two (2), covering the existing sanitary manhole has been avoided. Please see the revised construction plans for further reference. 16. Noted. 17. The silt fence is now shown with the proposed construction limits. The proposed rock chute will no longer be needed for this project. Please see Sheet C4.0 of the revised construction plans. 18. The nearest downstream studied B.F.E. is 827' per Flood Insurance Rate Map #18057CO209. The Floodplain that pertains to the subject site is unstudied. It should be noted that due to the reconfiguration of the proposed volleyball areas, the courts are now located just north of the FEMA Flood Zone "A" boundary line. The courts have also been proposed to be elevated in order to avoid such flooding. 19. Both check dams have been removed from the WR Fertig Drain. Please see Sheet C4.0 of the revised construction plans. 20. We are no longer proposing fill in the floodplain; therefore, no mitigation will need to take place. 21. Noted. 22. A variance will he requested from the Board of Public Works. 23. Both retaining wall choices on Sheet C7.0 are adequate applications for the proposed improvements. It shall be the owner/contractor's responsibility to choose which retaining wall will be more feasible for this project. 24. The requested note has been added to Sheets C0.0, C1.0, C2.0, C2.1, and C3.0 of the revised construction plans. I have reviewed the drawings submitted for the February 17, 2016 Technical Advisory Committee meeting and offer the following comments: ALTERNATIVE TRANSPORTATION REVIEW COMMENTS 1) The City of Carmel Parking Ordinance requires bicycle parking spaces at a rate of five (5) bicycle parking spaces per one hundred (100) required automobile parking spaces with a minimum of four (4) spaces installed within fifty (50) feet of the main entrance the building. Please include bike parking with this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that this office be made aware of all modification made on the plans being re -submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. I have run this by my colleagues and have some comments for you: 1) In researching the previous approvals for the site, we found that the wooded area on the south was actually a Tree Preservation Area. (Please see the attached Erosion Control Plan which shows this as a TPA, the PC minutes, and Committee minutes PDFs.) There was also a condition placed on Docket No. 8-97 DP Amend/ADLS Amend for the trees along the east and south property lines to be preserved. (Please see the Tree Preservation Area conditions PDF.) Lastly, the Tree Preservation Area was also listed as a reason why additional parking spaces could not be obtained in Docket No. V-1-97. (Please see the Variance findings of fact PDF.) 2) From John Thomas (Carmel Engineering Dept.): The proposed sand volleyball courts on the south side of the creek are in the mapped floodplain of the creek. It also appears this area could be a wetland and would need to be studied before we would support the southern court. The creek crossing/culvert would have to be able to convey the 100 year flood route. This would have to be designed by an engineer and federal, state, county, and local water permits may be required. 3) From Daren Mindham (Carmel Forestry Dept.): I have attached the original landscape plan for the building. Any dead or dying trees/plants will need to be replaced and brought back up to meet the plan. You would also still need to meet the perimeter bufferyard of at least 10' and we would like as few trees as possible removed for this new addition. 4) From Angie Conn and I: Due to the findings that this is a tree preservation area, we cannot support the removal of any trees on the south side of the creek. Is there any way to have both courts on the north side of the creek? Could some parking spaces be removed to accommodate one of the new courts? Can you provide a schedule of the volleyball games? Will they be going on at the same time as other events inside? Will more parking spaces be needed or could a reciprocal parking agreement be reached with surrounding properties to accommodate any extra parking? It appears that this is in the Regulated Drain Easement. Will additional approvals from the County Surveyors Office be required to build in this easement? Also, as we talked about on the phone, please provide lighting information for the new courts, prevention measures for keeping the sand in the court (will there be foot showers/rinse off stations?), and safety information for emergency response teams to access the courts. So I'm sorry, but a DP Amendment will be needed, which will require Plan Commission approval, as well as public notice. We cannot administratively approve these additions.
