Dear Mr. Fletcher :
On. January 27 , 1976 , you approved the change of
the name of "Abbey Court" in Section 1 of Brookshire North
Subdivision, Carelel , InOiana, to "Centennial Court," subject
to our notification of the following persons : Carmel Post
Office , Police Departnent , City Engineer--Street Department,
Sewer and Water Department , Township Assessor, Gas Company,
Electric Company and Telephone Company.
We have notified each of these persons of this
change, and a copy of each letter of notification is
enclosed with this letter.
We would like to have written evidence of the
approval of this name change by the Carmel-Clay Plan Commis-
sion. Therefore , on the enclosed carbon copy of this letter,
we have provided a signature line by which approval can be
evidenced. We would appreciate it very much if you would

Trustee Hinshaw moved that the Town Board go on record that if and
when Brookshire North is annexed to the Town of Carmel they will
accept the responsibility of maintaining the Storm Sewers so constructed
by the developer of that subdivision if said plans for said sewer
is in writting and totally approved by the Town Engineer in consultation
with the Engineering Firm . of Clyde Williams and Associates.
Seconded by Swift. The motion passed with the unanimous vote of all
Trustee Members.

The following comments are ammendatory to the previous services reports
submitted by this office.
1 . The comments made by Bob Clements, County Surveyor, in his letter
are especially pertinant and I believe all points brought out by him
should be resolved.
In regard to the lake maintenance, I-believe that provisions could be
incorporated in the deeds to the property owners and by recorded plat
requiring that they pay the necessary cost to the appropriate government
agency for the cleaning of legal drain and or lake. It is also a definate
problem to be resolved as regards to possible road widening and protection
from damage to the road which may be caused by the ditch being placed
in the road right of way.
2. The new water master plan has been essentially and the
necessary utility extensions dictated by this master plan are more
extensive than has been previously indicated.
A copy of our consultants recomendarion has been encloeed with this letter.
It will be necessary that the developer reach agreement with the Town
regarding these utility extensions before the Town will permit the
connection to the municipal water supply. The developer will be required
to pay availibility charges, and each new hour that is built will have
to pay the connection charges according to the fee wchedules which mill
be set within the next few weeks.

Per your request dated January 14,: 1974 we have reviewed
the water and sewer requirements; for the Brookshire North
Subdivision which is located Northwest of the intersection
of Gray and Mohawk Roads .
Sewers :
Our No aaLber 20 , 1973 letter (which dealt with the Keystone
Interceptor) referred to the Brookshire North Subdivision as
the "Lianber Mart Land" . This tract of land was allocated an
interceptor capacity of 213 EDU '(130 'qpm) As the present
development is expected to generate 182 EDU, future growth
in this tract should be limited to an additional 31 EDU until

Easements for future sanitary .sewer construction should be
obtained. The forty foot right-of--way along Mohawk Road
seems sufficient, however: a fifty-foot permanent and a
twenty-five foot temporary easement along the east side of
Cool Creek should be realized-----
Off-site and on-site oversizing is not required for the Brookshire
North sanitary sew�7ers . We recommend that the availability charges
be held in abeyance until the. upcoming revision of thesanitary
master plan is complete ,

The attached drawing shows the transmission mains which will
be required, in addition a 12 feeder main will be required
between 126th Street and 131st Str et located near the
Western boundary of the development. The 12 " main can be
routed to replace local 6 " mains . In addition, the local 6 "
mains must be installed to provide complete loops or a grid
pattern within the development with appropriate connections
to the transmission and feeder mains .
At the present time the water treatment facilities are made--
quate to serve this additional demand on peak pumpage days .
`hese facilities are to be 'expanded in thenear future . Due
to extended delivery dates for various plant equipment, it is
not known at this time if these facilities will be in operation
prior to the peak summer pumpage period. Until the new faci-
lities are placed in service , no additional services should
be connected. However, after September 15 , 1974 the probability
of peak pumpage will be past for the summer and connections can
then be made

master plan for water distribution system in Carmel-Clay.
With the continued growth and expansion of the community, it has become
imperative that the water distribution system be sized to provide for the
future outlying areas. The results of the master planning do create some new
financial impacts upon the developer and you are one cfthe first few to be so
affected.
You will be required to construct about 2760 ft. of 12" main from the existing

Dear Gentlemen:
The proposed plat of Brookshire as presented at this time, allows
developement within the 150 ft. right—of—way of the Wm Mustard (legal)
Drain. This would be a direct violation of the 1965 Drainage Code
of Indiana.
There are proposals for relocating the drain, but at present, nothing is
final and as to date, 14 February 1974 the requests and requirements of
the Drainage Board and County Surveyor for this relocation have not been meet.
If you do decide to ignore this point, I would like to point out a few
things wrong with the design of the new ditch:
0 1) The plans show that the ditch will fall within the right—of—
way of the road. Thereby limiting any further widening of the
road without moving the ditch and aquiring further right—of—way.
2) The ditch is not a normal road side ditch, it will be designed
as a storm water ditch. This ditch will cause a traffic problem,
as well as a maintenance problem to the road and road bed.
°! 3) The easements for the ditch are so narrow that only a foot and

one half from top of ditch to the limits of the right—of—way
' will exist. There will be no way to get equipement in to do
F work or perform maintenance.

I would also like to bring to your attention that the proposed lake
•F:
is an important link to connecting the subdivision storm sewers to
the proposed ditch. Who will maintain the lake and spillway? Do you
want to be spending money from your road fund to maintain the lake?
I strongly recommend that the plat be denied until better plans are
furnished or that you give approval on conditions that they (developer)
'' comply with the requests of each department or agency involved.
