CARMEL :-: INDIANA February 19, 1974 MITAD TO: Building Commissioner, Al Pickett FROM: Fred Hohl, Ton Engineer Re: Brookshire 'Torch The following comments are ammendatory to the previous services reports submitted by this office. 1 . The comments made by Bob Clements, County Surveyor, in his letter are especially pertinant and I believe all points brought out by him should be resolved. In regard to the lake maintenance, I-believe that provisions could be incorporated in the deeds to the property owners and by recorded plat requiring that they pay the necessary cost to the appropriate government agency for the cleaning of legal drain and or lake. It is also a definate problem to be resolved as regards to possible road widening and protection from damage to the road which may be caused by the ditch being placed in the road right of way. 2. The new water master plan has been essentially and the necessary utility extensions dictated by this master plan are more extensive than has been previously indicated. A copy of our consultants recomendarion has been encloeed with this letter. It will be necessary that the developer reach agreement with the Town regarding these utility extensions before the Town will permit the connection to the municipal water supply. The developer will be required to pay availibility charges, and each new hour that is built will have to pay the connection charges according to the fee wchedules which mill be set within the next few weeks. Sewers : Our No aaLber 20 , 1973 letter (which dealt with the Keystone Interceptor) referred to the Brookshire North Subdivision as the "Lianber Mart Land" . This tract of land was allocated an interceptor capacity of 213 EDU '(130 'qpm) As the present development is expected to generate 182 EDU, future growth in this tract should be limited to an additional 31 EDU until Carmel Cla Wastewater Treatment thet-ei* sanitary S;- ,r to the 1' Fac?lif-v is comp1 c:ted. Easements for future sanitary .sewer construction should be obtained. The forty foot right-of--way along Mohawk Road seems sufficient, however: a fifty-foot permanent and a twenty-five foot temporary easement along the east side of Cool Creek should be realized----- Off-site and on-site oversizing is not required for the Brookshire North sanitary sew7ers . The 12 " main can be routed to replace local 6 " mains . In addition, the local 6 " mains must be installed to provide complete loops or a grid pattern within the development with appropriate connections to the transmission and feeder mains . At the present time the water treatment facilities are made-- quate to serve this additional demand on peak pumpage days . `hese facilities are to be 'expanded in thenear future . Due to extended delivery dates for various plant equipment, it is not known at this time if these facilities will be in operation prior to the peak summer pumpage period. Bill Hughey Dear Mr. Hughey, a copyof a letter dated February 4, 1974 from CEWA relative I am enclosing to water mains. Since the Feb. 4 letter, we have pretty well finalized the master plan for water distribution system in Carmel-Clay. With the continued growth and expansion of the community, it has become imperative that the water distribution system be sized to provide for the future outlying areas. The results of the master planning do create some new financial impacts upon the developer and you are one cfthe first few to be so affected. You will be required to construct about 2760 ft. of 12" main from the existing You will 10" on 126th Street., north-era 131st. St. along Brookshire Parkway.1st• St• from your east also be required to construct a 16" main along 1a7.ly you mill construct a property line to the west property line. 30" main along Gray Road fr an 126th St. to 131 st St. All of the rest of the distribution system shall- bekept 6" main. m27tins off the centerbe ductile cline of the ast iron, class II. All mains shall be at least collector roads (Gray Rd. & 131st St.). The minimum size line to serve your development is 8". Therefore, the 12" main on Brookshire Parkway would be eligible for reimbursement for over sizing for the difference in cost between 8" and 12". Also, the 15" and the 30" mains are fully reimbursable unless a service ssed as 8" o connection is made to them, in x1ch 16„case or 30"ey mould be c cost would beareirrbursablen site and the oversizing between 8" an The water availability charge for your tract will be $1000.00 peser acre.s. It is Acreage and payments are handled the same as for the sanitary anticipated that your total availability contribution-in-aid will reimburse most of the oversizing and primary main costs. Your engineer should meet with me in the near future to review the overall water layout and sizing as well as valve locations. Finally, an agreement between the Town, Lumber Mart and Joe Dawson must be reached very soon relative to your schedule-of construction so that he may page 2 March 21, 19711 Hughey Construction Co. pick up either the 16" math on 131 s his•p or thoje•e 12" somewhere in your project, and continue the same ntoPlease contact me if you have questions. O • HAMILTON COUNTY SURVEYOR COURT HOUSE NOBLESVILLE. INDIANA 46060 14 February 1974 RE: Brookshire North ATT: Carmel Plan Commission SEI-4- 29-1$_4 City Planning Office Wm Mustard legal Drain and Drainage Dear Gentlemen: The proposed plat of Brookshire as presented at this time, allows developement within the 150 ft. right—of—way of the Wm Mustard (legal) Drain. This would be a direct violation of the 1965 Drainage Code of Indiana. There are proposals for relocating the drain, but at present, nothing is final and as to date, 14 February 1974 the requests and requirements of the Drainage Board and County Surveyor for this relocation have not been meet. If you do decide to ignore this point, I would like to point out a few things wrong with the design of the new ditch: 0 1) The plans show that the ditch will fall within the right—of— way of the road. Thereby limiting any further widening of the road without moving the ditch and aquiring further right—of—way. 2) The ditch is not a normal road side ditch, it will be designed as a storm water ditch. This ditch will cause a traffic problem, as well as a maintenance problem to the road and road bed. °! 3) The easements for the ditch are so narrow that only a foot and r _ one half from top of ditch to the limits of the right—of—way ' will exist. There will be no way to get equipement in to do F work or perform maintenance. ; I would also like to bring to your attention that the proposed lake •F: is an important link to connecting the subdivision storm sewers to the proposed ditch. Who will maintain the lake and spillway? Do you want to be spending money from your road fund to maintain the lake? I strongly recommend that the plat be denied until better plans are furnished or that you give approval on conditions that they (developer) '' comply with the requests of each department or agency involved. s; od! .
