This approval letter shall act as an SPC 15 construction permit. Plans and specifications were prepared by Weihe Engineers, Inc. , certified by Allan H. Weihe, P.E. , and submitted for approval on February 18, 1976, with • additional information submitted on February 25, 1976, and April 15, 1976. ODdM February 19, 1976 Carmel Plan Commission City Building Carmel , Indiana 46032 Gentlemen: I have had a discussion with Mr. Al Hughey relative to Brookshire North, Section 3. We discussed sidewalks and the best way to move foot traffic, both North and South, through the subdivision. It appears that excellent provision has been made for the movement of foot traffic to the South and then East along 126th Street. This should serve walking Junior High School students who would attend Clay Junior High School . Mr. Hughey and I discussed a method of moving foot traffic to the intersection of 131st Street and Gray Road. It is possible that a new elementary school could be built some day on the property north of Clay Junior High School facing 131st Street. The solution that Mr. Hughey and I discussed should make it possible to walk youngsters of elementary school age to 131st and Gray so that they could proceed east along 131st to the potential school site. Mr. Hughey indicated that he is prepared to discuss this potential solution with you by references to his plot plans. As a general comment I think that it is fair to say that our current annual cost of transporting a youngster to school on a bus is about $58.00. This does not include the cost of new equipment. With new federal rules and guidelines we are told that capacities of equipment manufactured after October 27, 1976 will drop by 1/3. At the same time costs will go up to about $19,500 per bus. The above facts cause us to conclude that the Carmel and Clay Township taxpayers are well served if all of us continue to seek ways of providing facilities for youngsters to walk to school . All of this takes foresight and we appreciate the efforts of the Plan Commission and the involved land developers in this advanced planning. Very truly yours, Al"(i*/#1(i/S"t* David V.
