Persons present included Anderson, Kerr, Ragan, Spencer, Wheeler,
Fletcher, Klotz , Van Cauwenbergh, Haston (who arrived at 7 :40) and
Doane ( who arrived at 8 : 15) . •
BROOKSHIRE NORTH, SECTION THREE. The first item reviewed was
Brookshire North, Section 3 , represented by Hughey and Christian
along with Weihe and O ' Bara. It will be located at the southwest
corner of 131 st . Street and Gray Road and will consist of 54 lots
on 28 . 53 acres with . 67 miles of dedicated streets .
Drainage was discussed in considerable depth. Two main"systems"
serve section 3 , both of which are to drain into a proposed
retention pond to be located approximately 20 feet west of the
right-of-way of Gray Road in section 4 of Brookshire North .
The first is a 27 inch pipe beginning between lots 159 and 160
and connecting to existing systems and accepting the natural
drainage to the north of 131st . Street passing through the
subdivision as it increases to 36 inches in diameter , finally
draining into the retention pond. The swale along 131st . Street
will be cleaned and kept clear to facilitate the above system.
The second system will involve a swale along the west side of
Gray Road. This swale will be cut between 3 and 6 feet deep and
will be cleaned and kept clear . It will carry surface water from
the north (via a recently found , clogged culvert pipe under 131st .
Street) and from portions of lots 118-124, then through a pipe under
Wembly Road to the retention pond. Profiles of the swales along
131st . Street and Gray Road are requested prior to final plat
approval .
The retention pond will not be totally constructed along with section
three , pending retention area needed for section four. A Temporary
pond will , however , be constructed . Specific plans are requested
for the temporary retention pond prior to final plat approval .
The pond, at its lowest point , will drain into an 18 inch pipe
which takes the water to Cool Creek. The pipe will be constructed
with Section 3 , with the exception of a 10 feet section of pipe
and the overflow structure which will be completed with section 4.
The open pipe will be screened. The pond will have no planting
or other screening to shield it from Gray Road.
Poor subsurface drainage due to Brookston soil for individual lots
will be improved according to Schellenberger' s report . An erosion
control plan will also be incorporated. At Fletcher ' s suggestion,
a catch basin will be included at Bristal Circle and Abbey Road.
Previous problems involving a storm sewer along Wembley Road and a
sanitary sewer along Wembly Road and Wembly Court have been corrected
through redesign.

The sanitary sewage capacity at the Brookshire Plant was
questioned. This is not a serious problem, due to a mis-
calculation caused by clogged lines . There are no problems
with the streets and a 26 foot variance for the cul-de-sacs
has been approved. Acceleration and deceleration lanes for
the Gray Road entrance are as requested (decel -100 foot storage
and 75 foot taper and accel - 75 foot taper) . No passing blister
along the east side of Gray Road, opposite the entrance , is
deemed necessary nor is sufficient right-of-way available .
Double frontage lots will be screened according to the ordinance ,
allowing a 20 foot easement for screen planting, etc . . Lighting
in the section will be individual dusk to dawn lights installed
by the builder on each lot . The sidwalk question along 131st .
Street and Gray Road was considered and although felt unnecessary,
the question will be presented at a full Plan Commission meeting
prior to final plat approval . Service reports were okay, although
Hohl ' s review and approval will be necessary on the revised plans .
COOL CREEK NORTH, SECTION 9 / JOHNSON ACRES
Also reviewed was the drainage situation in the area of Cool Creek
North section 9 and 10 and Dr. Johnson' s addition north of Smoky
Row Road. Representing the various petitioners involved were
Johnson, O'Bara, Weihe , Dawson and Franklin.
Wheeler gave a generalized, overall view of the area in question
with specific emphasis on the drainage problems invloved. It was
pointed out that the proposed drainage plan will have the water
flowing into a retention pond of approximately 4. 3 acres located
on Dr. Johnson' s property. The change in total acreage of this
drainage basin will be minimal .
The expected result of the use of the retention pond will be to
increase the total volume of water but to decrease the rate of
flow. The proposed flow will be 12 . 94 CFS versus 20 . 0 CFS into
the 30 inch pipe under Smoky Row Road prior to flooding. Flooding
would be controlled by the pond although it is currently a frequent
occurance in that a 10 year flood directs a 43 . 96 CFS flow at a
pipe with a 20 . 0 CFS capacity. The 30 inch pipe under the road
flows on to the property to the south with a definite pattern,
partially as a result of the 4 foot frop from the mouth of the
pipe to the ground. The minimum depth of the lake will be 6 feet
at its deepest point year round with an approximate maximum depth
of 9 .4 feet prior to overflow based on a 100 year flood.
Wheeler read the reports and minutes concerning Cool Creek North
sections 9-16 . Dawson then decided that he would table his request
for final plat approval for section 9 pending review and/or approval

of Dr. Johnson ' s retention pond. Dawson was informed that he
should submit a verbal contingency drainage plan in event of
problems with the Dr. Johnson development , Also necessary is
a statement or report from Hohl on the availability of water
and sewage capacity.
