INTRODUCIIUN
Carwini.on Subdivision is filed by George Sweet ,
8renwick Development Company Inc . The site is west of
Shelborne Road approximately 2.000 feet south of 106th
Street . It is a portion of the proposed S-2 area that
is currently being heard by the council . The
subdivision consists of approximately 69 acres as shown
on Exhibit in the appendix and the primary plat .
It has 122 lots yielding 1 . 76 lots per acre.
Construction is anticipated to beain this year after
completion of the approval process. Lots will typically
be 100' x 150' = 15.000 square feet and the homes are
anticipated to cost from $175.00 to $250.000.
CUORD I NAT I UN WITH THE COMPREHENSIVE PLAN
Carwinion Subdivision is a 69 acre site located on
the west side of Shelborne Road . 1/2 mile south of
106th Street . The plan calls for 122 lots . This
coordinates with the current zoning classification of
S-2. Low Intensity Residential Use. currently under
review with the Council . It will yield a density of
1 .76 lots per acre.
The subdivision will he accessed from Shelborne
Road . Access to adjoining properties has been provided
by streets being stubbed to the south and west property
lines. These streets will have increased widths to
Promote through traffic west and south. A 40 foot half
right-a-way will be dedicated for Shelborne Road as
requested by the Hamilton County Highway Department .
This site is in the Indianapolis Water Company
service area . The Indianapolis Water Company will
extend water mains from 96th Street to the site.
Sewage disposed shall be provided by Clay Township
Regional Waste District. A sanitary sewer is currently
under construction to handle site sewers.
Drainage for the subdivision will be part of the
Hamilton County Regulated Drain system. The system will
consist of storm sewers and subsurface drains along the
road and the lot lines. The system will outlet to the
west into proposed detention areas along the Crooked
Creek drainage system.
The Carwinion Subdivision is located in the
Carmel /Clay School System.
The Fashion Mall . Castleton Mall . and Keystone
Square Mall stores as well establishments along U.S.
421 . will be patronized by residents of Carwinion .
Recreational and community facilities will also be used
by the residents.
Other developments nearby include Brandywine.
Bridleborne and Walnut Creek Woods to the north.
Annally Downs and Twin Lakes to the east and North
Augusta to the south. Various laroer tracts with single
homes dot the immediate area .
BOUNDARY
The description used during the Re-gone was prepared from
recorded deeds . The description of the S-2 area as shown on the
Primary Plat Application reflects a certified field survey of the
Property.
A 1 .24 acre tract on the north line of the subdivision has
been omitted from the subdivision because it is being sold to the
owners along the North line.
TOPOGRAPHIC AND EXISTING UiILlTIES
The topographic survey was provided by Lobo Aerial Surveys.
The map is a 50 scale. ( 1 ) one foot contour map and is based on
U.S. Geolonical Survey vertical datum.
CONCEPTUAL PLAN LAYOUT
The plan submitted for primary plat review has
been revised from earlier c_oncentual development plans
used in the rezoning process. ! his latest plan reflects
the exclusion of the Montgomery property ( 28 acres
lying south of the proposed subdivision ) . Because of
this exclusion . adjustments to the street pattern were
necessary to utilize the property efficiently .
The general concept of a through street from east
to west was maintained . Only minor revisions were made
along the lake and northwest corners of the site. The
street is stubbed to the south property line for
extension to future development . These three points of
access are in conformance with Article 21 , Section 6.3
of the Subdivision Reoulatinns (6.3.21 ) , regarding
access and extension of streets .
Original . conceptual ideas have been retained and
used as guidelines in preparing this primary plat.

STREETS AND TRAFFIC
The subdivision of this property into residential
lots will cause a change in vehicular levels and
movements . To address these impacts, a traffic study
was prepared by A & F Engineering (See Exhibit 10 ) .
Recommendations have been made for minimizing traffic
impacts.
The Developer proposes to improve Shelborne Road
along the frontage of Carwinion Subdivision . The south
bound lane will be widened to 11 feet along the
proposed subdivision frontage. They will build
acceleration , deceleration and passing blister lanes
for safe traffic movement at the subdivision entrance.
Forty feet of right-a-way will be dedicated per county
wishes . Although offsite road improvements are not
warranted at this stage of development , the Developer
proposes to improve the intersection at 96th Street and
Shelborne Road . based on being able to acquire the
necessary right-of-way. If the right-of-way is
available. a left turn lane and passing blister will be
added to 96th Street . A left turn lane will be added on
Shelborne Road . These improvements are further outlined
on the detail sheet of the plan drawings .
Streets within the subdivision shall be curbed
( roll curb) and 26 feet in total width. The main
through street will also be curbed . but will be 30 feet
in total width. Sidewalks are planned on both sides of
the street throughout and along Shelborne Road on the
subdivision side.
STORM WATER MANAtEHEN f
the county surveyor and drainaoe Board had
recognized a need for a storm water management program
on the Crooked Creek drainage basin north from 96th
Street to 106th Street . Brenwick Development Company
and other parties commissioned a study of the existing
conditions to determine problems and propose solutions.
Under existing conditions . it was determined that 100
year flows caused no flooding of structures except the
carport of the house in the northwest corner of 96th
and Shelborne. three private driveways providing the
only access to residences did flood . It was determined
that the controlling structure in the reach was the
96th Street pipe culverts.
Two alternative solutions were considered . First
was to improve the 96th Street structure. I .D.N.R.
would require a new bridae. The improved structure
would not address the high peak run off rates. It would
only serve to pass them on downstream. The second
alternative was to reduce the run off rates with a
series of retention basins to an amount the existing
96th Street structure will handle . This will also help
briny_ the flow within the banks of the existing channel
from 96th Street to the south property line of the
Montgomery property . The reach of Crooked Creek from
the south property line of Montgomery to the south
property line of Hoffman will be improved by the
retention basins. The second alternative was selected .
It was proposed to reduce the Crooked Creek basin
peak rate of flow for a 100 year storm ( 933 cfs) to a
rate the 96th Street structure will handle ( 387 cfs ) .
This is done by allocating a portion of the allowable
flow at 96th Street to each acre of ground within the
Crooked Creek drainage basin . As proposed in the
drainage study. this will be accomplished for both this
residential plat and the business area B-3 and B-5 of
Russ Wurster' s property in the 2 lakes shown on the
primary plat . A copy of the drainage study is enclosed .
The storm sewer system will accommodate a 10 year
storm. and be part of the Regulated Drain System. Flood
routing shall be provided . and all dwellings shall be a
least 2' above the 100 year flood elevation . Subsurface
drains shall be utilized for ground water control ,
geothermal pumps and foundation drains .
SITE GRADING
The site will be graded to prepare a building pad
on each lot . these pads shall meet the minimum flood
protection grade. Fill material . which is required ,
will be obtained from excavation of the lake areas.
Detailed soils investigations will be performed to
insure material is suitable for engineered fill .
A general soils report is included in the
appendix .
SANITARY SEWER SYSTEM
The sanitary treatment and collection system for
Carwinion Subdivision will be provided by the Clay
Township Regional Waste District . C. T .R.W.D. is
currently expanding their facilities to include this
and surrounding areas. The construction is expected to
begin very soon . Sewers will he available along the
south and east sides of the project . Discussions have
been held between the subdivider ' s engineer and C.T .R.
W.D. repardina location . Capacity and availability will
not he problems when the construction of the system is
complete.
the sanitary system design is based on the
standards and requirements of C.T .R.W.D. . Indiana
Department of Environmental Management and Ten State
Standards. C.R. T .W.D. and I .D.E .M. will be responsible
for review and approval of the design and issuance of
construction permits .
Total estimated effluent based on Indiana
Department of Environmental Management standards is 310
gallons per day per household . This would result in an
average daily flow of 37 .820 gallons per day from this
project .
WATER DISTRIBUTION SYSTEM
•
The source of water for Carwinion Subdivision will be
the Indianapolis Water Company . Existing mains at 96th
Street will be extended to serve this development .
Indianapolis Water Company will be responsible for
design . approval and construction of the mains and will
retain ownership. They will be obtaining the necessary
approvals and permits for the installation of the
system.

UTILIIIES
ELECTRIC,_ GAS. TELEPHONE AND CABLE T .V.
Other utilities in the area which will serve this site
are Indianapolis Power and Light of Public Service for
electric power and Indiana Cas Company for natural gas.
Telephone service will be provided by Indiana Bell
Telephone and cable television by Jones Intercable.
Plans are being submitted to these utility owners
for their planning and desion . Easement locations will
be coordinated with each utility.
EROSION CUNIRUL
Erosion control measures will he used to minimize
erosion before . during and after construction . Only
those areas needed for construction of improvements
will be disturbed . The woods and other vegetation will
be disturbed as little as possible. Disturbed areas
will be stabilized and seeded in a timely manner . The
storm drainage system and streets will be constructed
at the same time to reduce total time the soil is
exposed . Silt basins, strawbales . erosion control mats.
and seeding/mulching will be used to stabilize soil and
Protect the drainage system from siltation . Topsoil
will be stockpiled for use during final grading of cut
areas .
Slope protection of lake banks in the form of
matting shall he utilized as short term and long term
erosion control .
LANDSCAPE AND SlGNAGE PLAN
The area adjacent to Shelborne Road and Riddle and Hoffman
oroperties shall be landscaped to buffer lots from adjacent uses .
The final landscape plans will be part of the construction plan
submittal .
A sign package outlining details of the project sign and
final entrance signage will also he submitted with final
engineering plans.

shall be utilized for the mass parkins or seating of patrons in
connection with the operation of any kind of business cr public

(4) 110 paved or traveled portion of any street, sidewalk,
road, or alley, shall be constructed LORGITUDlUALLY over the afore-
said pipe lines of Grantee, nor shall Grantee be required to alter
or change the level of its e,cisting pipe lines by reason of the
construction of any street, sidewalk, road, or alley not laid or
constructed longitudinally over said pipe lines of Grantee.

dent to the installation of utilities hereinabove authorized to be

Cultivated farm crops are those grown extensively by
fanners in the survey area. Special crops include vegeta-
bles, fruits, and nursery crops grown on limited acreage
and generally require intensive management. Woodland
refers to land that is producing either trees native Lo the
area or int rntluced species. Urban uses include residential,
commercial, and industrial developments. Intensive
recreation areas include campsites, picnic areas, balllields,
and other areas that are subject to heavy foot traffic. Ex-
tensive recreation areas include those used for nature
study and as wilderness.

INTRODUCTION
This Traffic Impact Analysis has been prepared at the request of
Mr. George Sweet, a representative of Sweet Company. The study
is an analysis of traffic both as it now exists and as it is an-
ticipated to change with the completion of the development north
of 96th Street and east of U.S . 421 in Hamilton County, Indiana.
PURPOSE
The purpose of this analysis is to determine what effect traffic
generated by the development will have on the existing street
system. Recommendations will then be made to provide for safe
ingress and egress to and from the site with minimal interference
to the traffic on the public street system.
SCOPE OF WORK
The scope of work for this analysis is to first determine the
existing traffic volumes at several intersections in the vicinity
of the proposed development. Second, to determine the total
traffic that will be generated by the proposed development.
Third, to distribute the generated traffic to the public street
system. Finally, based on the existing traffic volumes plus
generated traffic volumes make recommendations to ensure safe
ingress and egress to and from the site .
PROPOSED PROJECT
The proposed development is to be located in Hamilton County,

Indiana. The project is bounded on the north by 106th Street, on
the east by U.S . 421 , and on the west by Shelborne Road. 96th
Street is located south of the site with small housing tracts
between the south property line of the site and 96th Street .
This development, as of the date of this report, is projected to
include 300, 000 square feet of retail space , 850, 000 square feet
of office space and 200 single family units.
Access to this development will be from 106th Street, Shelborne
Road, and U.S . 421 .
Figure 1 is a Conceptual Master Plan for the proposed develop-
ment . Shown are the existing streets and the approximate
locations of the proposed driveways .
STUDY AREA
The study area for the proposed development will be the street
system which abuts the site which includes, U.S . 421 . 96th
Street, 106th Street, and Shelborne Road. The following inter-
section will also be reviewed:

EXISTING ROADWAY CONDITIONS
This development will be served by the public roadway system that
includes U.S. 421 , 106th Street , 96th Street, and Shelborne Road.
U.S . 421 is a two lane highway which runs north and south
serving as a major arterial between Indianapolis and
Hamilton County.
96th Street is a two lane east-west major collector street.
96th Street serves as a major collector for residents and
businesses .
106th Street is a two lane east-west collector for residents
abutting the street.
Shelborne Road is a two lane collector which runs north and
south beginning at 96th Street and running north to 116th
Street.
TRAFFIC CONTROLS
Traffic controls in the area include:
- a traffic signal at the intersection of 96th Street and U.S .
421 . This intersection is currently under design and
construction for a new actuated automatic traffic signal and
lane widening on U.S . 421 .

- a traffic signal at the intersection of 106th Street and
U.S . 421 is currently under design and will be installed in
the summer of 1989 .
- stop controls - Shelborne Road stops for 96th Street, 106th
Street, and 116th Street.
- a four way stop control at the intersection of 96th Street
and Township Line Road.
TRAFFIC DATA
There were peak hour turning movement traffic volume counts made
at the following locations around the site . These traffic
volumes data are included in Appendix A and are identified as the
following Exhibits :

Peak hour turning movement counts for the following intersections
were provided to A & F Engineering Co. , Inc by the Indiana
Department of Highways. These traffic volume data are included
in Appendix A and are identified as the following Exhibits :

TRIP GENERATION DATA
The estimate of traffic that will be generated by the proposed

development is a function of the size and character of the land
use . A & F Engineering Co. , Inc . has collected trip generation
data for various land uses . Data collected at similar land use
developments were used to estimate the hour by hour distributions
of traffic entering and exiting the proposed development. Trip
Generation' was used to calculate the actual trip rates that were
used for the individual land uses .
ASSIGNMENT OF GENERATED TRAFFIC
All generated traffic must be assigned to a particular ingress-
egress point. In reviewing the layout of the driveway system,
with respect to the surrounding street system, it has been
assumed that the traffic from each of the individual land uses
will ingress/egress as shown in Table 1 and on Figure 2 .

DISTRIBUTION OF GENERATED TRAFFIC
To analyze the effect on the abutting street system, of the
traffic generated by the development , the generated traffic must
be distributed to the street system. The distribution of the
traffic to the street system is based on existing traffic
patterns of similar land uses in the area, and the existing
traffic pattern of the abutting street system.
The percentage distribution of the traffic exiting the site are
shown in Table 2 and on Figure 2.

INTRA-SITE TRIPS
In multi-land use development there will be trips to the in-
dividual land uses that are generated from within the develop-
ment. These internal trips can be second or third stops , trips

between retail and office or trips originating from the single
family units and their destination being the retail or office in
the development. A & F Engineering Co. , Inc has conducted a
study of multi-use facility where it was found that the internal
trips accounted for 22 .8 percent of all trips . This compares
favorable with the findings as reported in Trip Generation where
it was reported that " . . .multi-use developments could reduce trip
generation of individual uses within the development by 25
percent.
Therefore, for this analysis , all generated trips for the single
family units have been reduced by 10 percent, and the generated
trips for the office has been reduced by 20 percent.
PASS-BY/CAPTURED TRAFFIC
The Transportation and Land Development2 projects that for a
retail center that has a square-foot area of between 200,000
square feet and 399 ,999 square feet, 41% of the entering traffic
will be from pass-by/captured traffic ( traffic which is already
on the street system) . Therefore , the total new traffic that
will be added to the public street system, because of the retail
center, will be 60 percent of the generated traffic . However ,
the trips entering and exiting the site , at the driveways , will
equal the total number of the generated trips .

SITE GENERATED TRAFFIC VOLUMES
Using the trip generation data, the assignment of generated
traffic and the distribution of generated traffic the generated
traffic volumes have been calculated for each of the intersec-
tions in the study area. These volumes are shown on Figure 3 .
TOTAL TRAFFIC VOLUMES
To evaluate the effect the site generated traffic volume will
have on the public street system, the site generated traffic ,
volumes have been added to the existing traffic volumes at each
of the intersections in the study area. These total traffic
volumes are shown on Figure 4 .

RECOMMENDATIONS
To insure that the traffic into and out of this development will
operate in a safe and efficient manner, at both the access point
and the surrounding intersections , the follow recommendations
should be implemented.
Proposed Driveways
1 . The cross section for the proposed driveways should include
two exit lanes , each 12 feet in width, and two entrance
lanes , each 12 feet in width.
2 . At each access point, the public street should be designed
to include a right turn lane and left turn lane for traffic
entering the site . These lanes should be 12 feet in width.
Intersections
1 . 106th Street and U.S . 421 - the westbound approach (east
leg ) should be designed to include an additional 12-foot
lane for left turning vehicles . This would permit through
vehicles and right turning vehicle to continue uninter-
rupted.
2 . 96th Street and Shelborne Road - the southbound approach
(north leg ) should be designed to include an additional 12-
foot lane. This would allow for a separate right turn lane
and a separate left turn lane. The eastbound approach (west
leg ) should be designed to include a left turn lane. This

would permit through traffic to continue uninterrupted.
3 . 106th Street and Shelborne Street - the northbound approach
( south leg) and the eastbound approach (west leg ) should be
designed to include an additional 12 foot lane, on each
approach . This would permit through traffic and right
turning traffic to continue freely.
SUMMARY
If the improvements are incorporated in this project, as recom-
mended, the traffic into and out of this development will operate
in a safe and efficient manner. The additional traffic at the
intersection of 116th Street and Shelborne Road and the intersec-
tion of 96th Street and Township Line Road is minimal and will
not cause any additional delay at those intersections .
